Financial data services industry in South Sudan

Accoding to the National Data Sudanese had little confidence in holding the assets in monetary form.
So, they preferred to spend rapidly and invest in gold, livestock and buildings. So, there was short of
liquidity in the banks. It created difficulties for funding the private and small business sectors.

The central Bank (BOSS) wanted to establish a policy regime to encourage the growth of deposit
accounts and lending institutions.

Role of NCB

The bank provided various regular banking services like current-, savings account, deposits, they
were also in the business for granting loans for the purpose of construction, purchase of vehicles,
consumer goods and business operations. NCB also handled money transfer and conduct trade
transactions throughout the globe.

Issues faced by NCB:

The govt, businesses and individuals were keen on investing in NCB as depositors and
shareholders. But due to lack of proper management the money received or injected were
improperly utilized and invested due to which the banking institution had to face
undercapitalization. Around 30-45 million of bad loans piled up.

 Computerization was very slow as the bank maintained most of the data manually and
management skills on debt restructuring sale of bad assets.
 The bank was always supported by South Sudanese people and government which
prevented its fall apart.
 The government continued to inject liquidity in NCB even if it is was on loss, the
government became the principal shareholder after diluting the public shareholding.

Decision by BOSS(Bank of South Sudan)

 The central bank decided not to fund the bank directly as the bank was already reeling
under lot of debt
 They proposed to find an International bank as partner bank to for its debt-based
financing and its working capital needs.
(Debt financing occurs when a company raises money by selling debt instruments
to investors.)
 This would prevent the central bank from facing more losses and also NCB will be much
more disciplined to act according to rules of International financial markets.

Dilemma by investors:
  They found two potential partners to invest in their company. The Loita Group (CEO, Justin
Chinyata) and ADC(CEO, Dirk Harbecke).
 The dilemma was that NCB was one of the most prominent bank in South sudan but the
bank was not performing well. Due to its poor performance the bank was under the
supervision of Central bank of South Sudan.
 Investors were willing to invest 1.5 million as working capital in bank. The investors
offered to provide management control and also collect the bad debt but the stakes they
asked for was too high i.e 25% each.
 But the cental bank was wary of the proposal as NCB needed around 150 million to stay
afloat, keep the bank running, and deal with the write-offs of bad loans, and taking
combined 50% for just 1.5 million was not feasible.
 ADC could have somehow raise the $150 million needed and inject it into NCB, but they
would need a South Sudan government agency or other entity to support the guarantee.
 Harbecke got the impression that the bank would be willing to guarantee the $150 million,
on the condition that the funds were not wired outside the country,they did not want to lose
the opportunity as Africa was an emerging market and cope of profitable business.
