Schools Division Superintendent Chief Education Supervisors - CID/SGOD Public Schools District Supervisors/Principals In-Charge Public Elementary and Secondary School Heads Unit/Section Heads This Division Pursuant to DepEd Order 043, s. 2014 (Protocols for Travel Authority Requests for Official Travel Abroad), DepEd Order 043, s. 2022 (Omnibus Travel Guidelines for All Personnel of the Department of Education), and Region Memorandum AD No. 16, s. 2022 (Additional Documented Information for Teachers Requesting Authority for Foreign Travels}, this office reinforces the protocols and timelines for Travel Authority Request for personal travel abroad of all teaching and non-teaching personnel. 2. Applications and requests for authority on foreign travels are reminded of the following pertinent provisions: 2.1 Foreign travels inconsequential to the job of teaching personnel is strictly discouraged during school days to promote engaged time-on-tasks and maximize focus on teaching and learning; 2.2 Approval of application for leave must be 30 days for the Schools Division Office to appoint a substitute teacher; 2.3 Personnel are discouraged from booking flights before securing an approved travel authority unless absolutely necessary; 2.4 Travel authorization shall only be granted by the Approving Authority after determination that the absence of the requesting official or employee will not hamper the operational efficiency of his/her office; and Address: Tiongson Street, Lagao, 9500 General Santos City, Philippines ‘Telephone No: (083) 352-8909 Email: depedgensan@deped.gov.ph Cen Ragin Ne HPN 2093 Republic of the Philippines Department of Education REGION XI DIVISION OF GENERAL SANTOS CITY 2.5 Documentary requirements for travel authority on personal purpose must comply the following: CSC Form 6 (Application for Leave); * CSC Form 7 (Clearance Form); » Authority to Travel Form; Letter Intent to Travel (Noted by the School Head/Principal.); * Written Manifestation (Absence will not hamper operations. | © Certificate of Substitution (RO Format); * Certificate of No Pending Case; School Clearance; and © Unit Retrieval Certificate (For CP Unit issued). 3. To avoid delays and inconveniences, the following conditions are to be observed in the processing of requests for travel authority: 3.1 All personnel are encouraged to start processing requests as early as possible; 3.2 All documentary requirements must be duly signed upon submission; 3.3 DepEd offices must act on requests immediately to avoid any delays; and 3.4 To give the recommending authority sufficient time to evaluate the request, all applications must be submitted and received by the Office of the Schools Division Superintendent preferably 3 months prior to departure. 4, Any request that does not follow the protocols stated in this Memorandum shall be rejected automatically and returned with no favorable action. 5, Offices that cause the delay in processing travel authority shall be dealt with accordingly. 6.
