PUBLIC RECORDS REQUEST Nov 2020 & Aug 2022 Report EL45A
Florida SoE FOIA Requests <floridasoefoiarequests@gmail.com> Thu, Oct 13, 2022 at 2:44 PM
To: "Chase, Dustin" <dchase@votepinellas.gov,> *
In reviewing the EL45A reports that you provided appears that there
it is a missing data field that we see in every other
county that uses ES&S machines.
Can you explain why Pinellas County is not providing this data and every other county Florida that has furnished
in an
EL45A report is?
Please see attached examples of the EL45A reports that show the "BALLOTS CAST BLANK" field that Pinellas County is
not providing.
.
Also can you explain why there are ZERO provisional ballots being shown for the election results that you have posted on
your website? '
Warm regards,

We disagree on the characterization of our conversation. However, we are custodians of public records and provide them upon request.
For example, Defend Florida accepted the "Voter Audit Report" as the public record in the attached email dated Tuesday, February 1, 2022, and also during a meeting
with members of your organization on Thursday, February 24, 2022. Furthermore, in consultation with our legal counsel, we maintain the "Voter Audit Report" is the
Floridé Statute Section 119.07(4)(d) authorizes the imposition of a special service charge when the nature or Volume of a public records request requires extensive use
of information technology resources, or extensive clerical or supervisory assistance, or both. Our understanding is that you are requesting records for 47,199 voters. We
project it will take approximately 4, 720 hours to redact exempt information.
We estimate the cost to fulfill your public records request is $336,198. Please note, this"Is a_nly an estimate. The special service charge Is based on the actual labor
costs incurred by the Supervisor of Elections Office. Should further time and resources be required to fulfill this request, additional payment will be requested.
Reimbursement will be provided should the task take less time and/or resources to complete than estimated. lf you would like us to process your public records
request, you must remit payment in cash or check to the Pinellas County Supervisor of Elections Office, 13001 Stirkey Rd., Largo, FL 33773. Make Checks payable to:
Julie Maycus, Supervisor of Elections.

Hi Dustin,
Thanks for taking the time to discuss public access to the Pinellas voter roll audit logs. As agreed, we'd like to have another call to secure the delivery of the PRRed data
Below is my understanding of our discussion, please confirm or correct as needed, and let me know if we can have another call on Monday or Tuesday of next week .
1) The PRR requests access to the voter audit—log data stored in the P/inellas County 50E database. This data is a public record
2) Pinellas county 50E contracted a vendor software named Voter Focus (VF) to access and manage the above noted database ,
3) The VF software doesn't provide the SOE with the capability to access the database to retrieve the requested data in a batched manner (bulk data pull to ASCIl/text
4) The Pinellas SOE does not have persofinel on staff with the technical knowledge to access the database and retrieve the public data. The Pinellas SOE,solely relies on
5) Even if the Pinellas SOE was able to access the data independently of VF, the Pinellas 50E does not know how to digitally redact the exempt data from the outputted
data
6) The Pinellas SOE's stand is that the voter audit-log data is stored in a manner that doesn't require the Pinellas SOE to retrieve it, and the Pinellas SOE is referring to
