PREFACE
The 2010/11 edition of ALRS Volume 1 Part 2 has been prepared and edited by Robert Higgs and contains the latest
information received by the UKHO.

All reasonable effort has been made to ensure that this Volume contains all of the information obtained and assessed
by the UKHO by the date of publication. Information received after that date will be included in Section VI of the
Admiralty Notices to Mariners.

This edition supersedes the 2009/10 edition which is cancelled.

RADIO SIGNALS (VOLUME 6) (ADRS6)
Admiralty Digital Radio Signals (Volume 6) provides maritime radio communications information for pilot services, vessel
traffic services and port operations worldwide. More than 3000 service locations are updated quickly and efficiently via
e-mail or CD every week. ADRS6 is now accepted in place of the paper version by a growing number of Flag States.

ADRS6 is sold as one of the programs available within the Admiralty Digital Publications package which also includes
Admiralty TotalTide and Admiralty Digital List of Lights. All of these can be licensed, installed, used and updated at the
same time.

ADRS6 is available by annual subscription and includes FREE second-user licence for backup purposes. Prices also

DVD drive, Keyboard and a Microsoft Mouse or some other compatible pointing device, Super VGA (800 x 600) video
adapter and monitor.

TIMES
Times quoted are in Universal Time (UT) unless otherwise stated, and are reckoned from 0000 (midnight) to 2400. The
term UT is gradually replacing Greenwich Mean Time (GMT); the abbreviation UT(GMT) will be used to indicate the
general equivalence of the two terms. GMT will be retained as the term for the time within Standard Time Zone 0
(Zero) .

GEOGRAPHICAL POSITIONS
Geographical positions of radio aids to navigation are normally given by the controlling authority. In some cases they
are in accordance with the Admiralty Chart. If bearings are taken to radio aids, it should be remembered that, in some
cases, the positions quoted are only approximate.

BEARINGS
Bearings are given from seaward and refer to the true compass.

NAMES
Names in Admiralty List of Radio Signals are spelt in accordance with the principles and systems approved by the
Permanent Committee on Geographical Names for British Official Use.
A second name may be given in parantheses in the following circumstances:
1. if the retention of a superseded rendering will facilitate cross-reference to related publications;
2. if, in the case of a name that has changed radically, the retention of the former one will aid recognition;
3. if it is decided to retain an English conventional name in addition to the present official rendering.

TELEPHONE NUMBERS
National Direct Dialling (NDD) prefixes are shown in brackets (0). This digit should only be dialled when calling from
within that country.

REPORTING CHANGES
In the interests of safe navigation, mariners and others are invited to notify the United Kingdom Hydrographic Office
(UKHO) of any information which would be useful towards the updating of Admiralty Charts and Publications. Early
advice, with supporting particulars of newly discovered dangers, the establishment of, or changes to any aids to
navigation is specially requested. Copies of forms (H102, H102a and H102b) designed for such notification are
contained in the weekly editions of Admiralty Notices to Mariners. Additional copies can be obtained free of charge from
the UKHO. In addition, user feedback on our products in terms of format, content, availability and any other aspects is
always welcome.

The following list gives the meaning of abbreviations and a glossary of terms and definitions used in ALRS Volume 1
(NP281).

A1A - Continuous wave telegraphy, Morse code.


A 1B - Amplitude modulation telegraphy with automatic reception, without using a modulating subcarrier.
A2A - Telegraphy by the on-off keying of a tone modulated carrier, Morse code: double sideband.
A3E - Telephony using amplitude modulation: double sideband.
A9W - Composite emission: double sideband e.g. a combination of telegraphy and telephony.
AAIC - Accounting Authority Identification Code.
Absorption - The loss of energy from a radio wave. Mostly occurs in the D Region.
AIS - Automatic Identification System.
Alert data - Generic term for COSPAS-SARSAT 406 MHz and 121·5 MHz alert data derived from 406 MHz and 121·5 MHz distress beacon
information. Alert data may contain beacon position and other beacon information such as beacon identification data and coded information.
Almanac - A set of parameters included in the GPS satellite navigation message that is used by a receiver to predict the appropriate location of a
satellite.
ALRS - Admiralty List of Radio Signals.
AM - Amplitude Modulation.
AMVER - Automated Mutual-Assistance VEssel Rescue system.
AOH - After Office Hours.
AOR-E - Atlantic Ocean Region (East), coverage area of Inmarsat satellite.
AOR-W - Atlantic Ocean Region (West), coverage area of Inmarsat satellite.
approx - Approximate.
ARCC - Aeronautical Rescue Coordination Centre. A centre nominated by the national SAR agency to which an Inmarsat Land Earth Station
(LES) normally routes distress calls.
ARQ - Automatic Repetition reQuest (mode of telex operation for point to point working between two stations).
ASCII - American Sta.ndard Code for Information Interchange, see Kilobit (Kbits).

Autolink RT - Any vessel fitted with Autolink RT equipment is able to make a radiotelephone call, using direct dialling on VHF, MF or HF
frequencies, through any coast radio station operating an Autolink RT service.

Baud - A measure of the rate of transfer of binary messages (1 bit/second = 1 baud for most purposes).
BCD - Binary Code Decimal.
Bcst - Broadcast.
Bit - A single unit of binary data see Kilobit (Kbits).
bps - Bits per second (transmission rate).
BPSK - Bi Phase Shift Keying.
Broadcasting-satellite service-A radiocommunication service in which signals transmitted or retransmitted by space stations are intended for
direct reception by the general public.
Broadcasting service - A radiocommunication service in which the transmissions are intended for direct reception by the general public.
Byte - The collection of bits that make up a binary word.

CCR - Coast Radio Station - Spain.


CES - Coast Earth Station. See LES.
CG - Coastguard.
Ch - Channel (As in VHF Ch).
COLREGS - Convention on the International Regulations for Preventing Collisions at Sea, 1972.
Cont - Continuous.
Contracting Government - A signatory to the 1974 Safety of Life at Sea Convention.
COSPAS-SARSAT system - A satellite-aided search and rescue system based on low-altitude near-polar-orbiting satellites and designed to
locate distress beacons transmitting on the frequencies 406 MHz and 121·5 MHz.
CROSS - Centres Regionaux Operationnels de Surveillance et de Sauvetage (Regional centre of operations for surveillance and maritime
rescue MRCC) in France.
CRS - Coast Radio Station. A land station in the maritime mobile service.

D7W - Emission in which the main carrier is amplitude and angle, modulated either simultaneously or in a pre-established sequence combined
with two or more channels containing quantized or digital information.
dB - decibels.
dBW - decibel watts.

OF - Direction-finding.
Distress Alerting - Rapid and successful reporting of a distress incident to a unit which can provide or coordinate assistance.
Distress Call - The spoken word "MAYDAY" made three times followed by the name of the vessel three times which prefaces the distress
message.
Distress Message - Consists of the following; The distress signal MAYDAY, the name and or callsign of the vessel in distress, the vessel's
position, the nature of the distress, the type of assistance required, and any other information which may assist in facilitating the rescue.
Distress Phase - A situation wherein there is a reasonable certainty that a vessel or other craft, including an aircraft or a person, is threatened by
grave or imminent danger and requires immediate assistance.
Distress-Priority Request Message -A ship-to-shore request message containing priority indication 3, the highest priority of ship-to-shore
calls.
o Region - The lowest region of the ionosphere where most HF absorption occurs. Present during daylight hours only.
DSC - Digital Selective Calling system. A technique using digital codes which enables a radio station to establish contact with, and transfer
information to, another station or group of stations utilising HF, MF and VHF bands.
OSHA - Dangerous Substances in Harbour Areas.

EEZ - Exclusive Economic Zone.


EGC - Enhanced Group Calling. This system enables information providers to send messages for selective reception by multiple Inmarsat C
terminals, located anywhere in one of the four Ocean Regions.
Ephemeris data - Tabulated information from which the location of a satellite (e.g.: COSPA8-SARSAT) relative to the Earth may be determined
for any time within a specified time interval.
EPIRB - Emergency Position-Indicating Radio Beacon. A station in the mobile service, the emissions of which are intended to facilitate search
and rescue operations.
EPIRB registration database - A register established and maintained for the purpose of:
(a) establishing a readily accessible and up-to-date satellite EPIRB data register containing essential SAR information particular to individual
EPIRBs for the use by SAR authorities; and
(b) providing readily accessible access to essential SAR data by recognized SAR authorities in the processing of distress situations.
ETA - Estimated Time of Arrival.
ETD - Estimated Time of Departure.
EU - European Union.
ext - Extension.

F3E - Telephony using frequency modulation.


Fax - Facsimile.
Feb - February.
FEC - Forward Error Correction.
FM - Frequency Modulation.
FSK - Frequency Shift Keying.
Fx - Frequency.

G2B - Phase modulation (automatic reception). A single channel containing quantized or digital information with the use of modulating
sub-carrier.
General communications - Those communications between ship stations and shore-based stations which concern the management and
operation of the ship, normally taken to mean public correspondence to the exclusion of safety, distress and urgency messages. These
communications may be conducted on the appropriate frequencies.
GEOSAR - COSPAS-SARSAT GEostationary Orbiting Search And Rescue satellite system.
Geostationary-Satellite Orbit - The orbit of a geosynchronous satellite whose circular and direct orbit lies in the plane of the Earth's equator.
GHz - Gigahertz.
GLONASS - GLObal NAvigation Satellite System.
GMDSS - Global Maritime Distress and Safety System; a global communications service based upon automated systems, both satellite based
and terrestrial, to provide distress alerting and promulgation of maritime safety information for mariners. For a full explanation see ALRS Volume 5
(NP285).
GMT - Greenwich Mean Time.
GNSS - Global Navigation Satellite System.
GPS - Global Positioning System.
Ground Wave - The radio wave which propagates close to the Earth's surface. Severe signal losses due to ground resistance limit the range of
ground waves to about 100 km over land and 300 km over sea for the lowest HF frequencies. The ground waves for the higher HF frequencies
cover much shorter distances.

h-Hours.
H+... - Commencing at...minutes past the hour (UTC).
H24 - Continuous, service throughout the 24 hours.
H3E - Telephony: single sideband, full carrier.
H9W - Composite emission: single sideband, full carrier; composite system with one or more channels containing quantized or digital information
together with one or more channels containing analogue information (e.g.: combination of telegraphy and telephony).
HAZREP - HAZardous incident REPort. Near miss incident or breach of the COLREGS.

HAZMAT - HAZardous MATerial. Reporting requirements for vessels carrying dangerous or polluting cargoes.
HF - High Frequency (3 - 30 MHz).
Hi+ - At...minutes past odd hours (UTC).
HJ - Day service only.
HMCG - Her Majesty's Coastguard.
HN - Night service only.
Hr Mr - Harbour Master.
HSD - High Speed Data.
HW - High Water.
HX - Intermittent service throughout the 24 hours, or station having no specific working hours.
Hz- Hertz.

IAMSAR - International Aeronautical and Maritime Search And Rescue Manual.


ICAO - International Civil Aviation Organization.
IHO - International Hydrographic Organization.
IMN - Inmarsat Mobile Number.
IMO - International Maritime Organization.
IMSO - International Mobile Satellite Organization.
INF Code - International code for the safe carriage of Irradiated Nuclear Fuel.
Inmarsat - The organisation established by the Convention on the International Mobile Satellite Organization (Inmarsat) adopted on
3 September 1976.
Inmarsat B - A digital communications system, capable of high quality two-way voice telephony, telex, distress alerting, fax and data services.
Inmarsat C - A digital system, operating since 1991, based on low-cost SESs of low power-consumption, using an omni-directional antenna.
This system provides the services of global two-way store-and-forward messaging, distress alerting, EGC SafetyNET and FleetNET, data
reporting and polling.
Inmarsat Fleet - F33/F55/F77 based on approximate antenna size. F77 has GMDSS approval and an advanced voice distress safety system.
F77 and F55 offer communication inclUding High speed Mobile ISDN (Integrated Services Derived Network) and MPDS (Mobile Packet Data
Service) an "always connected" service. F77 runs ISDN packet data - 64/128kbps. F33 has an integrated global voice service, a spot beam
integrated data service running at a speed of 9V6kbps and an MPDS service.
Inmarsat GAN - (Global Area Network) supporting high speed data, ISDN compatible service @ 64 kbitjs.
Inmarsat M -Introduced in 1994, based on digital techniques, and capable of two-way voice telephony, distress alerting, fax and data services.

Iridium
The Iridium system is a satellite-based Global Mobile Personal Communications by Satellite System (GMPCS) supporting global, wireless digital
communications. Iridium currently provides voice, data, paging, and messaging services to a mobile subscriber using a handheld user terminal.

Services

The Iridium system provides a wide range of services to mobile subscribers via a variety of terminals including handsets, maritime and aviation
units and pagers. In addition to traditional voice and paging services, Iridium offers robust data services that provide global internet access to a
user's computer via a standard Iridium terminal. The data services include dial-up networking as well as Direct Internet services that provide high er
data rates, dramatically reduced connect times and a variety a Smart Connect™ features.

Iridium supports communications globally, even over polar regions, which are beyond the range of other satellite-based communications systems.

The Iridium System Architecture

Iridium utilizes the basic architectural concept illustrated below. The major components ofthe commercial Mobile Satellite System architecture are
the satellite constellation, user terminals, and gateway earth station.

The satellite constellation provides the communication links between the subscriber user terminals and the gateway earth station. The gateway
serves as the switching centre, routeing all communications and providing connectivity into any terrestrial networks, such as the Public Switched
Telephone Network (PSTN). The gateway also locates, identifies and tracks subscribers for mobility management, and records user activity for
billing purposes.

The user terminals are similar to contemporary mobile telephones and provide system access to the mobile user. Invisible to the users is a system
control segment which operates and maintains the entire network, including the satellite constellation.

Iridium's Network Architecture

The Iridium system is the only Mobile Satellite System employing a cross-linked satellite constellation. Within the cross-linked architecture,
satellites are networked together by inter-satellite links. As a result a user is not required to be within the same satellite footprint as a gateway in
order to gain access to the network. User traffic is routed through the satellite constellation to the supporting gateway.

IPRE-ARRIVAL QUARANTINE REPORTING


1. In the following circumstances only, the person in charge of a vessel shall, by radio, at least 24 hours prior to the vessel's estimated time of arrival at its port of
destination notify the quarantine officer at the quarantine station designated in paragraph (3) for that port of the occurrence. Where, in the course of avoyage of a
vessel:
a) a member of the crew or a passenger on board the vessel exhibits one or more these symptoms;
• Fever or chills (profuse sweating, unusually flushed or pale skin, shivering)
• Rash;
• Stiff neck;
• Confusion or disorientation;
• Bruising or bleeding without injury;
• Yellowing of skin or eyes;
• Profuse watery or bloody stools;
• Cough, difficulty breathing and/or sore throats;
• Severe headache;
• Coloured sputum (yellow, green, brown), or sputum containing blood;
• Death.
The patient should be isolated in order to minimize the exposure of crew and passengers, and the Quarantine Station/Quarantine Officer contacted.
b) the person in charge of the vessel is, during the period;
i of four weeks preceding the estimated time of arrival of the vessel, or
ii since he last submitted adeclaration of health (as required by section 16 of the Quarantine Act), whichever is the lesser, aware of any instance of illness
among the crew or passengers that he suspects is of a communicable nature and may lead to the spread of the disease.
c) the vessel has, within sixty days of its estimated time of arrival in Canada, been in acountry that, in the opinion of aquarantine officer, is infected or suspected of
being infected with a communicable disease, or
d) a certificate establishing that the vessel has been de-ratted or exempted from de-ratting procedures has expired or is about to expire.
2. At the same time, the person in charge of a vessel shall, by radio, provide the quarantine officer with the following information:
(a) the name and nationality of the vessel;
(b) the ports called at during the voyage of the vessel;
(c) the nature of the cargo on board the vessel;
(d) the number of persons comprising the crew of the vessel;
(e) the number of passengers on board the vessel;
(D the port of destination of the vessel and the name of the vessel's owner or, if the owner is not in Canada, the name of the vessel's agent in Canada;
(g) the condition of all persons on board the vessel and details of any death or illness occurring during the voyage;
(h) whether the body of any person is being carried on the vessel;
(i) the estimated time of arrival of the vessel at the port of destination;
