Chapter I

Background of the Study

In the past three decades, the Philippines has been greatly affected by over 360

disasters which have caused the death of 33,000 people and affected a staggering 120

million. The most destructive of these have been typhoons and floods, causing 80% of all

fatalities, impacting 90% of all people and resulting in 92% of the economic loss (The

World Bank).

Due to the increasing frequency of floods and the demand to develop efficient

means of monitoring and responding to them, the study of flood detection systems has been

a field of research that is expanding. One of nature's most devastating calamities, floods

may seriously harm people, property, and infrastructure. Flood detection systems

are made to identify the presence of flooding and notify the proper authorities so

they may take the necessary precautions to lessen the danger of injury. This paper examines

the condition of flood detection systems now, their benefits and drawbacks, and potential

improvements that may be made. Additionally, it will evaluate previous studies and

literature on the subject of flood detection systems and look at possible research

possibilities. Sarkar et al. (2017)

FDS has been identified as an important tool for early warning of floods and for

reducing flood damage and human casualties (National Centers for Environmental

Information, 2018; Kunkel et al., 2018). By using real-time data from a variety of sensors,

FDS can detect and monitor potential flood events, informing decisions for disaster

management and emergency response such as evacuations and relief efforts. To effectively

use FDS, it is important to understand how the systems work, the data they use, how they

are designed, and how they can be implemented (National Centers for Environmental

Information, 2018; Kunkel et al., 2018).

To help the community during floods, we decided to develop a flood detection

device with a monitoring system. Flash floods are so regular in the Philippines, even in

rural areas, that they cause a lot of traffic on the roadways, especially those that can't be

passed by automobiles. So, with this technology, getting an early warning for those routes

that can't be traversed owing to rising floodwaters would be a huge benefit. As a result, the

system will inform them of the routes they may take to escape traffic on their journey to

their homes.

Objectives of the Study

This study generally aims to design and develop a Flood Detection Device with
Monitoring System for the 2nd Semester, School Year 2022 – 2023.
Specifically, this study sought to:

1. Develop a Flood Detection Device in terms of:

a. Remote monitoring;

b. Real-time monitoring;

c. Web Application

d. GPS tracking;

2. Evaluate the system in terms of:

a. Functionality;

b. Reliability;

c. Usability;

d. Efficiency;

3. Develop a user’s manual.

Figure 1 shows the components and procedures needed for our concept. The inputs

for starting a research project are the problems that are observed in the environment. The

processes involved in testing and verifying the research concept. The output is the expected

result of the research project.

Significance of the Study

This study will be of considerable interest to the Law enforcers, city government,

drivers, and future researchers.

Sustainable Development Goals (SDG)

Our study will help to facilitate the achievement of Sustainable Development

Goal 11, which focuses on making cities and human settlements inclusive, safe, resilient,

and sustainable, by providing an effective flood detection system.

City Government

The city government would greatly benefit from this, as they are responsible for

managing finances, developing local infrastructure, and providing services to the

community.

Law Enforcers

This could be a great help to law enforcement, especially in emergency situations,

as it would enable them to direct traffic in the most efficient route possible.

Drivers

This program will be especially helpful to drivers in wet seasons, as it will help

them get home faster. Those who are eager to get home will particularly benefit from it.

This could be a great opportunity for future scholars to build upon the planned

study, which could have a lasting influence on future generations.

Scope and Limitations of the Study

This research focuses on developing a device that provides users with updated

information on flood and high-water levels. This flood detection device is designed to

provide a warning system for areas where it is located. It uses ultrasonic sensors to detect

rising water levels and can record data of the water levels on specific date and time and can

be monitored through our system. We also developed an android application where the user

can read the data.

The location of the streetlight is the primary restriction on the devices. The system

data has a seven-day limitation before it is automatically deleted. The effectiveness of the

system is limited since it depends on having access to electricity and the internet.

Definition of terms

For better understanding, the following terms are defined conceptually and operationally

Application Programming Interface (API). An application programming interface (API)

is a set of protocols, routines, functions and/or commands that programmers use to facilitate

interaction between distinct software services. APIs allow one software service to access

data from another software service without the developer's needing to know how the other

service works. (Techopedia, 2022)

Application Programming Interface (API) is a set of protocols, routines, functions

and/or commands that allow two or more software services to interact with each other in

order to access data or perform tasks.

GPS (Global Positioning System). The Global Positioning System (GPS) is a navigation

system designed by the U.S. Department of Defense that makes use of satellites orbiting

the earth and was primarily used in vital military applications. It was developed in 1973 as

a method to overcome old navigation systems. It became fully operational in 1994, at which

time it was also made available to civilians. (Techopedia, 2017).

The Global Positioning System (GPS) is a satellite-based navigation system that

provides users with accurate location and time information in all weather conditions,

anywhere on Earth.

Remote Monitoring. Remote monitoring is the process of collecting data from remote

locations and transmitting it to a central location for analysis and reporting. It is used in a

variety of industries, including healthcare, manufacturing, energy, and transportation.

Examples of remote monitoring include the use of sensors to monitor temperature,

humidity, pressure, and other environmental conditions; the use of cameras to monitor

traffic or security; and the use of GPS to track the location of vehicles. (Techopedia, 2012).

Remote monitoring is the process of using technology to collect data from a remote

location and transmit it to a central monitoring station for analysis. This data will be used

to monitor the performance of equipment, detect potential problems, and provide real-time

feedback on system performance.

Real-Time Monitoring. Real-time data monitoring (RTDM) is a process through which

an administrator can review, evaluate and modify the addition, deletion, modification and

use of data on software, a database or a system. It enables data administrators to review the

overall processes and functions performed on the data in real time, or as it happens, through

graphical charts and bars on a central interface/dashboard.. (Techopedia, 2017).

Real-Time Monitoring is the process in order to detect and respond to any changes

or anomalies in a timely manner. This will involve collecting data from various sources,

analyzing it, and taking action when necessary. It can also involve alerting personnel when

certain thresholds are met or exceeded.
