Abroad” determined by YÖK. Applicants are deemed to have accepted the regulations in the
guide and the relevant legislation. Announcements and announcements regarding the
application and admission processes are made on the Erzincan Binali Yıldırım University
(EBYÜ) website, and these announcements are considered as notifications to the candidates.

This guide is prepared by the Higher Education Council in accordance with Article 14/f of the
Law No. 6287 with the aim of regulating the application and admission of international students
to the associate degree and undergraduate programs of Erzincan Binali Yıldırım University
(EBYÜ) for the 2022-2023 academic year . It has been prepared in line with the EBYU
International Student Admission Directive.
APPLICATION CALENDAR
Candidates must be registered or graduated from the senior year of high school at the time of
application. It is required that the diplomas given by the high schools studied abroad are
equivalent to the diplomas obtained from the Turkish high schools. For the 2022-2023
academic year, candidates who meet any of the following can apply to the appropriate category
within the quota for international students in EBYU’s associate and undergraduate programs.
Provided that they are in the last year of high school or have graduated;
a) Foreign nationals,
b) Those with refugee status,
c) stateless,
d) Those who certify that they have a Blue Card,
e) Those who acquired Turkish citizenship after being a foreign national/dual nationals in this
situation,
f) In order for Turkish national students to complete their entire high school education in
foreign high schools (excluding TRNC high schools), they must submit their passports,
their entry and exit from the country where the diploma was obtained, in the context of their
diplomas obtained through formal education from a high school abroad, or from the police
records. It is obligatory that the period of stay in the relevant country supports the formal
education of high school. Candidates who have obtained a diploma from a high school
abroad through distance education without being abroad cannot be processed with these
diplomas for transition to higher education within the framework of the foreign student
admission quotas.
g) Students of Turkish nationality who continued their secondary education (high school)
abroad before 01/02/2013, who completed the last three years of their secondary education
in a foreign country excluding the TRNC (including those who completed their secondary
education in Turkish schools opened by the Ministry of National Education in a foreign
country other than the TRNC),
h) started secondary education abroad after 01/02/2013 and completed all of their secondary
education in a foreign country except the TRNC (including those who completed their
secondary education in Turkish schools opened by the Ministry of National Education in a
foreign country other than the TRNC),
i) Certificate of Education Advanced Level (GCE-AL)” certificate, who are TRNC nationals,
residing in the TRNC and have completed their secondary education in the TRNC, and
those who have a GCE-AL certificate by enrolling in colleges and high schools in other
countries between 2005-2010 are or will be.

Those who meet any of the following conditions cannot apply for the international student
admission quota.
a) Those who are Turkish citizens and have completed all of their secondary education in Turkey
or the TRNC,
b) TRNC nationals (except those who have completed their secondary education in TRNC high
schools and have a GCE-AL result, and those who have or will have a GCE-AL certificate by
enrolling in colleges and high schools in other countries between 2005-2010),
c) Among those who can apply above, dual nationals whose first citizenship is Turkish by birth
(except for those stated in articles e and f under the title of who can apply above),
d) Dual citizens, one of whom is TRNC nationality (except those who have completed their
secondary education in TRNC high schools and have GCE-AL certificate, and those who have
or will have GCE-AL certificate by enrolling in colleges and high schools in other countries
between 2005-2010),
e) Those who are Turkish citizens who have studied at schools affiliated to the embassies in
Turkey and foreign high schools in Turkey, or dual nationals whose first nationality is Turkish
by birth, as listed above.
f) In order for Turkish national students to complete their entire high school education in foreign
high schools (excluding TRNC high schools), they must submit their passports, their entry and
exit from the country where the diploma was obtained, in the context of their diplomas
obtained through formal education from a high school abroad, or from the police records. It is
obligatory that the period of stay in the relevant country supports the formal education of high
school. Candidates who have obtained a diploma from a high school abroad through distance
education without being abroad cannot be processed with these diplomas for transition to
higher education within the framework of the foreign student admission quotas.
APPLICATION TYPES AND QUOTAS
Candidates who meet the application requirements can apply for EBYU international student
admission in the categories listed below. Please see Table 1, which includes the quotas of EBÜ’s
2022-2023 academic year associate and undergraduate programs.
FOREIGN NATIONAL QUOTA: This is the type of quota that single nationals of another
country or foreign nationals who subsequently become Turkish citizens can apply for.
BLUE CARD QUANTITY: It is the type of quota that the “Blue Card” holders , given by the
Turkish Ministry of Interior, General Directorate of Population and Citizenship Affairs, will apply
to those who are Turkish citizens by birth and renounced their Turkish citizenship by obtaining
permission to leave pursuant to Article 28 of the Turkish Citizenship Law No. 5901 .
HOW TO APPLY?
In the 2022-2023 academic year, the procedures to be done by the candidates who want to apply to
EBYU associate degree and undergraduate programs are listed below.
The candidate himself is responsible for the accuracy of the application information and the
suitability of the photograph, and for any inaccuracies or omissions that may occur after the
application is approved. Applications of candidates who add inappropriate information and
documents will be cancelled. In case of gaining the right to register, the candidate will be asked
to bring the originals of the documents uploaded.
EVALUATION
Candidates applying to EBYU associate and undergraduate programs from the quota of
international students are subjected to a two-stage evaluation process.
PRELIMINARY ASSESSMENT
• All candidates are evaluated according to the quota of “Application Type” to which they apply.
The application status of the candidates who do not submit documents suitable for the
application type is declared as “Denied”.
• In case the information/document submitted and the information in the uploaded document do
not match, the application status is declared as “Incorrect Application”.
• The application status of the candidates who have fully uploaded their documents to the system
is announced as “Approved”.

is declared as “Accepted”.
After their application status is announced, candidates should follow the application status
from the system they applied for. It is the candidates’ own responsibility to follow their status
through the application system .
EVALUATION OF APPLICATIONS
Please review Table 2, which includes the exams to be considered in the evaluation of the
applications and the minimum scores to be accepted. Provided that at least one of the exams in
Table 2 is fulfilled, more than one document can be submitted during the application.
Candidates whose applications are accepted through the system are evaluated according to the steps
listed below, taking into account their high school diploma scores, their scores, if any, of any of the
exams in the above-mentioned table, their preferences for higher education programs, and the quota
and conditions of these programs according to the country quota. It is placed by EBYU. Placement-
based scores are calculated as shown in Table 2B .
a) For placements to the relevant program, candidates who have the exam result documents
and minimum scores specified in Table 2A within the quota in the national nationality
threshold are placed.
b) Candidates who have applied to departments or programs that accept students with a special
talent exam and have met the pre-admission conditions are evaluated according to their
success in the special talent exam to be held by the relevant Faculty/Conservatory/School.
d) At the discretion of EBYU to make additional placements for the vacant quotas and to
change the evaluation criteria specified in the table for these placements due to the fact that
the candidates who are entitled to enroll in the programs do not enroll or the registrations
are not filled after the registration process is completed.
Evaluation results will be announced through the application system. Announcements on the
application page are in the form of notification to the candidates, and no result document will be
sent. Candidates will be able to learn the results of their application, with their username and
password, from the EBYU application address. The results will include one of the following
information:
a) Accepted.
A “Letter of Acceptance” will be created through the online application system for the candidates
who have the right to register at EBYU. Candidates who receive a Letter of Acceptance must
deposit their tuition fees into the relevant bank account on the specified dates and send the receipt
to applytoebyu@erzincan.edu.tr e-mail address. If he does not send it, the candidate will be deemed
to have waived his right to register.
If there are candidates who have not pre-registered, candidates must follow the announcements as
additional placement may be made.
In order for the applications made to the programs that accept students with the Special Talent Exam
to be evaluated, the candidate must be successful in the special talent exam conducted by EBYU.
Candidates whose applications are approved will be sent a “Pre-Admission Letter” to participate in
the “Special Talent Exam” to be held by the relevant academic unit. Candidates who are successful
in the said exam will be evaluated, and an “Admission Letter” will be sent to them through the
online application system if they gain the right to enroll.
ADDITIONAL APPLICATION
If you have been registered in the system before, you can make an additional application with your
old username and password on the dates to be announced. If you have not registered in the system
before, you will have to register again.
USEFUL INFORMATION
LANGUAGE OF EDUCATION
The language of instruction at the University is Turkish, except for the Faculty of Theology and the
English Language Teaching program (for an explanation, see Appendix 1 ). The foreign language
knowledge of the students who have a compulsory foreign language preparatory class or who are
entitled to enroll in programs in which a foreign language is used in their education is determined
by a proficiency and level determination exam to be held. Compulsory foreign language proficiency
and placement exam and preparatory class education are carried out in accordance with the
provisions of “Erzincan Binali Yıldırım University Foreign Language and Preparatory Education
and Examination Regulations.”
TUITION FEE
It is their responsibility to provide the financial means (shelter, food, books-stationery, personal
needs, etc.) necessary for the candidates admitted to our University to live in Turkey during their
education period. Students who are entitled to register are deemed to have accepted this
responsibility.
International students admitted to EBÜ must have valid health insurance in order to reside in our
country.
Foreign Students: The annual tuition fees determined by the University Senate are paid in two
installments before the fall and spring semesters of the relevant academic year begin.
Fees Covered by YTB: In the 2019-2020 academic year, the tuition fees following the 8th paragraph
of article 3 of the Decision on the Determination of Tuition Fees and Contributions to be Taken as
Student Contribution to the Current Service Costs in Higher Education Institutions, (I) and (II)
attached to the Decision above) is the amount in the tables and is paid by YTB.
In the 2020 academic year, they do not pay tuition fees during the average period of the program,
according to the 2nd paragraph of article 3 of the Decision on Determination of Tuition Fees and
Contributions to be Taken as Student Contribution to Current Service Costs in Higher Education
Institutions.
In the 2021 academic year, they do not pay tuition fees during the average period of the program,
according to the 2nd paragraph of article 3 of the Decision on Determination of Tuition Fees and
Contributions to be Taken as Student Contribution to Current Service Costs in Higher Education
Institutions.
In the 2019-2020 academic year, they do not pay tuition fees during the average period of the
program, according to the 2nd paragraph of article 3 of the Decision on Determination of Tuition
Fees and Contributions to be Taken as Student Contribution to Current Service Costs in Higher
Education Institutions.
Newly registered students must have paid the first installment of their tuition fees before
registration. When the tuition fee is paid, it automatically drops to the registration screen at our
University. Except for scholarship students, students who do not pay the tuition fee or pay
incompletely are not registered with the University.

Force
(1) This guide enters into force on the date of adoption by the Senate.
Executive
1) For programs where the language of instruction is 100% Turkish and for candidates to
certify their Turkish proficiency before enrollment, the Turkish proficiency
certificate/certificate obtained in the last two years from the Yunus Emre Institute or the
relevant units of the universities recognized by the Council of Higher Education is valid.
Turkish proficiency certificate/certificate obtained outside the branches of these
institutions is not valid. Candidates with the certificate/certificate in question, whose
validity period does not exceed two years, at B2 and C1 levels, have the right to start
the relevant program directly if our University accepts them.
2) Candidates who do not have a Turkish proficiency document/certificate at B2 and C1
levels during registration; Erzincan can take the Turkish Language Proficiency Exam,
which is held by TÖMER at least three times a year (at the beginning of the fall
semester, at the end of the semester and the end of the academic year), which can be
done when needed. Candidates must pass at least 70% (14 points) in each part of this
exam (Reading Comprehension-I, Reading Comprehension-II, Writing, Listening,
Speaking). Only those who fail to pass at least 70% (14 points) in one skill area are
given the right to take a make-up exam in the relevant skill area once at a later date.
Those who are not successful at a rate of 70% (14 points) in two skill areas (even if they
get a total score of 70 or more out of 100) should attend the Turkish Preparatory Course
of Erzincan TÖMER.
3) Those who fail in a single skill area are given the right to take another exam later. Those
who fail in two skill areas are subject to a repeat of the course.

For B2 and C1 levels = A Turkish Language Proficiency Certificate is given.
According to this distribution;
Level C1: Turkish level is sufficient; The candidate continues his education by enrolling in the
program for which he has the right to register.
Level B2: Turkish level is not sufficient, but it can improve in a short time. The candidate
continues his education by enrolling in the program for which he has the right to register. At
the beginning of the next academic year, the candidate must certify that he has improved his
Turkish level to at least the C1 level before or during registration renewal.
Level B1: Turkish level is not sufficient. The candidate cannot continue their education in the
program for which they have the right to enroll. They must take a Turkish Preparatory Course
at Erzincan TÖMER. At the beginning of the next semester or academic year, they should
document that they have improved their Turkish level, at least at the B2 level. Level B2 if the
candidate certifies that they have improved their Turkish level at the B2 level at the beginning
of the next semester or academic year; Level C1 provision applies if they permit that they have
developed at the C1 level.
Levels A2 and A1: Turkish level is insufficient. The candidate cannot continue their education
in the program for which they have the right to enroll. They must take a Turkish Preparatory
Course at Erzincan TÖMER. Suppose he certifies that he has raised his Turkish proficiency
level to B2 level by the beginning of the next academic year. In that case, Level B2 is applied,
and if they document that they have increased their Turkish proficiency to the C1 level, the
Level C1 provision is applied.
5) Among the candidates who have the right to enroll in our university programs;
a. Those who have completed their entire secondary education in public or private
schools in Turkey, which are affiliated with the Ministry of National Education
and whose language of instruction is entirely Turkish,
b. Those who complete their secondary education in Turkish schools abroad, which
are affiliated with the Ministry of National Education and whose language of
instruction is Turkish,
c. Those who have graduated from a higher education diploma program
(associate/undergraduate/graduate) that teaches Turkish in Turkey or abroad and
is officially recognized by the Turkish Higher Education Council,
d. Those who have left their programs in either state or foundation universities in
Turkey and re-registered to any of our University’s programs, and those who
submit the proficiency document/certificate obtained from the university unit
they left,
The Turkish proficiency level is determined by the Decision of the Erzincan TÖMER exam
commission.
Candidates who will receive Turkish preparatory education at Erzincan TÖMER pay the tuition
fee of the program they are placed in during registration at the university. For the preparatory
education, the fee per exchange rate determined by Erzincan TÖMER is paid. Turkish language
proficiency level must be at least B1 level for programs other than Turkish.
