ABOUT US
Center for Energy, Environment and Resources (CENER21) is a non-governmental, nonprofit
organization established in 2006 with the mission to contribute to sustainable development
in South East Europe. CENER21 works directly with key stakeholders, including international
organizations, the government, industry and local authorities deploying technical expertise
in the areas of:

CENER21 develops and implements projects and solutions of national and regional
importance, by applying sound knowledge, engaging stakeholders and employing policy
dialogue. CENER21 recognizes the move towards circular economy as a key contributor to
sustainable growth. Our organization helps policy makers in the region to develop, promote
and implement innovative market-based solutions to key resource efficiency, climate and
energy issues that balance both environmental and economic interests.

OBJECTIVES AND CONCEPT OF
OPERATION OF CENER21
The basic objective and the concept of operation of CENER21 is to connect and integrate the
existing human and institutional resources dealing with energy, environment and resources
in Bosnia and Herzegovina into one functional organization, therefore concentrating core
knowledge in a team that can respond to integrated multidisciplinary projects.

A core element of our philosophy is to go beyond expectations and deliver

long-term added value to each project. We continuously apply the lessons and
experience of past projects to improve the results of each subsequent project.

CLIMATE CHANGE MITIGATION
AND ADAPTATION
CENER21 works closely with national governments in Southeast Europe to support them in
accessing and understanding climate technologies. Our experts have practical experience
in industrial applications and can provide strategic and conceptual advice on appropriate
climate technologies. The organization also has a successful track record in identifying
and developing fundable projects or programmes in the area of climate change mitigation.
CENER21 is a reliable partner for all organizations and institutions in need for support in
accreditation processes and knowledge improvement required for assessing climate funds.
Together with our international partners, we achieve excellent results in strengthening the
institutional and technical capacities of developing countries to meet the requirements for
climate change adaptation and mitigation. We have experience in designing and facilitating
multi-stakeholder trainings and workshops on climate change.

RESOURCE EFFICIENCY AND
CLEANER PRODUCTION
CENER21 has a successful track record in building capacities of industry, business, government
and entrepreneurs to recognize circular economy and resource efficiency as a mean to
increase competitiveness and create local jobs and opportunities for social integration and
cohesion. Experts from CENER21 participate in different national and international initiatives
with the overall objective to disseminate the acquired knowledge and improve productivity
and environmental performance of businesses and other organizations in BiH.

NATURE CONSERVATION AND
BIODIVERSITY
CENER21 plays a major role in creating a regional platform for nature conservation planning
in Southeast Europe with the aim to strengthen regional implementation of common
conservation standards. The organization provides strong support to the expansion of
protected area systems in the region and is devoted to capacity building for effective
management of biodiversity. Our experts support countries in the region in achieving
sustainable development goals, helping them to develop and implement national strategies
and action plans, information systems, to set up common exchange information platforms,
as well as to manage environmental issues, etc. CENER21 works with governments and
regulators to help establish and develop policy and regulatory frameworks required to support
nature conservation and promote biodiversity. Through partnerships in the region and EU,
CENER21 empowers economic development of local communities, unlocking the potential of
protected areas (e.g. development of pro-biodiversity businesses).

ENERGY EFFICIENCY
CENER21 guides developing countries on their path towards lower-carbon and climate
resilient societies and assists them in reducing crude oil utilization and procurement. We
help countries to reduce heat and financial losses while encouraging the local economy and
creating possibilities for local job development. Our organization is the starting point for
all potential investors in the energy sector. Our team is highly skilled to deliver feasibility
studies required for decision making on the prospective financing, whether in heating/cooling
systems improvement or integration of renewable energy sources into already established
systems. CENER21 has played a significant role in building the skills and capacities of local
experts and officials in the energy sector in Bosnia and Herzegovina. The country needs
reliable technical capacities to successfully implement the requirements in the energy sector,
and CENER21 has greatly contributed to the development of the capacities necessary to lead
energy sector development in the future.

CENER21 MEMBERSHIPS

CLIMATE TECHNOLOGY CENTRE AND NETWORK

(CTCN)

CENER21 is the only non-governmental organization from the

Balkan region to join the network and one of the few among
South East Europe countries to hold a CTCN membership.
As a CTCN member, CENER21 pledges to enhance technical
cooperation and the development and transfer of technology
to developing country parties to support action on climate
mitigation and adaptation. The organization is eligible to
participate in CTCN activities including a bidding process for
implementing technical assistance projects.

RECPnet - THE GLOBAL NETWORK FOR RESOURCE

EFFICIENT AND CLEANER PRODUCTION

CENER21 has joined to a dedicated international network of

over 70 leading Resource Efficient and Cleaner Production
(RECP) service providers to exchange knowledge, best practice
and expertise and to work together on the advancement
of RECP around the world. RECPnet operates as a global
networking initiative that brings together organizations
professionally involved in, and committed to, the promotion
and implementation of RECP in developing and transition
countries. As a RECPnet member, CENER21 has full access to
technical and sector-specific information on RECP concepts,
methods, policies, best practices and technologies.
