Disarmament and International Security Committee (DISec)

Combating cybercrimes and cyberterrorism

Delegate: Rawan Amro

Country: Jordan

Honorable chairs and respected delegates,

Cybercrimes, the act of committing criminal activity via a medium such as the internet; and
cyberterrorism, the use of technology to influence the policy of target government or otherwise
affect its conduct; are modern issues rising due to the rapid developments and improvement of
cybernetics.

Jordan’s response to the increasing rates of cybercrimes is adequate. The government is

committed to enhance its cyber security and has already taken initiatives and established
several laws to do so. It criminalizes several forms of cybercrimes. Article 3 of the Cybercrime
Law, sets punishments such as imprisonment and/or paying a fine for unauthorized access for
information.

For the most part, Jordan offers its citizens normal internet access. However, in order to protect
itself during politically sensitive events – Internet freedom declines. Therefore, limiting the
number of cybercrimes.

As for monitoring systems, Jordan did not fail minimize cyber threats by inserting extremely
confidential and inaccessible monitoring systems in which what they record is subject to
censorship except in circumstances prescribed by law. The recordings are protected by an ID
system needing a smartcard, with a chip containing an iris scan and fingerprints to access it.
These monitoring systems can be used to identify any terrorist activity and communication and
put a halt to it before it escalates.

The Jordanian government has not issued any official statements regarding the minimizing of
money lost to cybercrime. This could be due to the fact that the initiatives taken by Jordan are
not incredibly pricey and still manage to control the issue.

Jordan plans to take an aggressive stance against cyberterrorism and urges other countries to
do the same. Efforts will be meaningless without the cooperation of all nations. At the recent
UNSC Session in New York, the nation’s King stated that “we need to shut down the sources of
extremist support, push back and defeat these groups”. It will prove a difficult task seeing as
technology is so readily available, but by reducing support for these groups, the effectiveness of
their attacks will significantly decline.

Jordan’s great efforts against cybercrime and cyberterrorism keep it at the bottom of the list of
Middle Eastern countries’ cybercrime rates.
