PREFACE

Commissioned in 1982, Mathura Refinery is the sixth Refinery set up by Indian Oil, and
has been nurturing CARE, INNOVATION, PASSION & TRUST - the core values of
IndianOil over four decades of its existence.

We, at Mathura Refinery, understand that transitioning to a new place could be a

cumbersome process for a new employee as well as an employee on transfer from
other unit to MR.

As a gesture of CARE and making this journey easier and smoother, we introduce to
you: “EMBRACE” - A Welcome Handbook.

This handbook is aimed at facilitating smooth on-boarding and induction at MR. It

facilitates new employees to reach Mathura Refinery & Mathura Refinery Nagar; and
takes them through the activities to be performed by them on joining MR.

This handbook will assist new MRians in finding their way through the Refinery and
the township by providing a window to IOCL Mathura Refinery, and the who’s who in
the administrative building, thus, helping them to put their best foot forward, and
making the transition easier.

We realize that each employee is important to us, and we appreciate your anticipated
contribution to the unit.

With this handbook, we welcome you at MR, and hope that your experience here is
fulfilling and satisfying.

Brief about Mathura Refinery

Mathura Refinery, the sixth

refinery of Indian Oil was
commissioned in 1982 with a
capacity of 6.0 MMTPA to meet
the demand of petroleum
products in northwestern region
of the country, including
National Capital Region.
Refinery is located along the
Delhi-Agra National Highway
about 154 KM away from Delhi.
The major secondary processing
units provided were Fluidised
Catalytic Cracking Unit (FCCU),
Vis-breaker Unit (VBU) and
Bitumen Blowing Unit (BBU). The original technology for these units was sourced from
erstwhile USSR, UOP etc. Soaker drum technology of EIL was implemented in VBU in the year
1993. For production of unleaded Gasoline, Continuous Catalytic Reforming Unit (CCRU) was
commissioned in 1998 with technology from Axens, France. A Diesel Hydro Desulphurisation
Unit (DHDS) licensed from Axens; France was commissioned in 1999 for production of HSD
with low Sulphur content of 0.25%wt (max). With the commissioning of Once Through
Hydrocracker Unit (licensed from Chevron, USA) in July 2000 and capacity of Mathura
Refinery was increased to 8.0 MMTPA.

Diesel Hydro-treating unit (DHDT) & MS Quality Up-gradation Unit (MSQU) was installed with
world class technology from Axens and UOP respectively in 2005 for production of Euro-III
grade HSD & MS w.e.f. 1st April 2005 as per Auto Fuel Policy of Govt. of India. Project for FCC
Gasoline Desulphurization (FCCGDS) and Selective Hydrogenation Unit (SHU), the Prime-G
technology of Axens, France was commissioned in February 2010 and supply of Euro-IV
grade MS and HSD started on continuous basis from February 2010.

Mathura Refinery is having its own captive power plant, which was augmented with the
commissioning of three Gas Turbines (GT) and Heat Recovery Steam Generator (HRSG) in
phases from 1997 to 2005 using Natural Gas (NG) as fuel to take care of environment.

For upgrading environmental standards, old Sulphur Recovery Units (SRU) were replaced
with new Sulphur Recovery Units with 99.9 % recovery in the year 1999. Additional Sulphur
Recovery Unit is under implementation as a hot standby. Mathura Refinery had also set up
four nos. of continuous Ambient Air Monitoring Stations far beyond the working area before
commissioning of the Refinery in 1982 as a mark of its concern towards the environment and
archaeological sites.

Fire Call: 7333, CISF Control Room: 7300, Hospital: 6444, First Aid: 7200 Page 5
Mathura Refinery, being located in the sensitive
Taj Trapezium Zone, has the added responsibility
of environment management. Since, inception,
Mathura Refinery has adopted stringent steps
towards environment conservation, and we have
planted nearly three lakh trees in Agra and
Mathura to create a green belt in the region. Our
initiatives have been acknowledged by the postal department also and a Corporate My
stamp was unveiled with the punch line- Taj ki Sanraksha me sadaiv samarpit- Mathura
Refinery.

The Ecological Park, located

inside the battery limit, is
spread across 4.45 acres, and
is a thriving green oasis in the
heart of Refinery. Our Eco
Park is the testimony to our
eco- friendly business
operations as we witness
incoming and nesting of
thousands of birds including
migratory birds every winter.

At Mathura Refinery, technology & ecology go hand in hand with continuous endeavour for
Product Quality up-gradation, Energy Conservation and Environment Protection. Mathura
Refinery is the first in Asia and third in the world to receive the coveted ISO-14001
certification for Environment Management System in 1996. It is also the first in the World to
get OHSMS certification for Safety Management in 1998 and 50001 certifications for
Environment Management System in 2018. Mathura Refinery is a TPM compliant Refinery
and has bagged Award for TPM excellence in the year 2018 and Award of Excellence in
Consistent TPM Commitment in the year 2019. Both the award has been bestowed upon MR
by Japan Institute of Plant Maintenance (JIPM).

With the incoming of modern technologies, Mathura Refinery witnessed progression in its
production capacity and keeping pace with the new Government policies of clean fuels, it
became the pioneer in production and supply of Bharat Standard VI MS and HSD to Delhi/
NCR. Although, the refinery had produced BS VI fuel in 2016 and given some barrels to
Honda and Mahindra- the auto giants for their engine testing purposes, the full-fledged
supply of these clean fuels started from January 2018. Complying to the stricter clean fuels’
norms, Mathura Refinery has upgraded its units Prime G and DHDS in January 2020 and has
become 100% BSVI MS- HSD complaint from February 2020.

Fire Call: 7333, CISF Control Room: 7300, Hospital: 6444, First Aid: 7200 Page 6
Mathura Refinery has followed the
vision of Prime Minister Narendra Modi
towards "Make in India" and has
commissioned a new Unit OCTAMAX,
the breakthrough technology developed
by IOC's R&D Centre that converts C-4
streams from Catalytic Cracker unit to
high-octane gasoline (petrol) blending
stream, thereby enabling compliance
with stringent fuel quality norms.

In recent years, Mathura Refinery has developed various innovative products which include
Winter Grade HSD VI, High Flash HSD VI (flash point 66 °C min.), Low Sulphur SKO for Army
requirements, Low Sulphur ATF, Clarified Oil (CLO), Euro VI Ethanol Blended Motor Spirit and
country’s first ever high-octane gasoline XP100.

Other future endeavours that underline the Refinery's commitment towards the
environment include conservation of Yamuna River ecology. As part of this, Mathura Refinery
entered into an agreement with the National Mission for Clean Ganga and UP Jal Nigam for
using treated effluent (20 MLD) from Sewage Treatment Plant in Mathura - Vrindavan area,
instead of fresh river water, for refinery operations. Mathura Refinery will stop drawing fresh
water for industrial use from raw water sources and will instead use treated sewage water.

A long struggle was over for Mathura Refinery, and we have received the much-awaited
Environment Clearance for our M11 expansion plan including clearance for Residue
Upgradation Project and Distillate yield improvement project. This environment clearance
from the Ministry of Environment, Forests and Climate Change speaks volumes of our
initiatives towards safeguarding the environment in which we operate, and our conscious
efforts are not affecting the World’s Wonder Taj Mahal.

Apart from these operational achievements, Mathura Refinery is actively involved in

Corporate Social Responsibility initiatives for bringing smiles on the faces of all stakeholders
of nearby villages.
The year 2023 ids declared as the year for -Strengthening our green resolve, and aiming for
NET ZERO by 2046. Indian Oil is continuously taking steps towards green energy and the
project of Green Hydrogen envisaged at Mathura will also be a leap frogging initiative in the
area of green energy.

MISCELLANEOUS
MATHURA – THE CITY WITH RICH CULTURAL HERITAGE

Rangji Ka Mandir, Vridavan

Birla Mandir, Mathura

The city of Mathura, in Uttar Pradesh, the nucleus of Brajbhoomi, is located at a distance of 145
km south-east of Delhi and 58 km north-west of Agra. Covering an area of about 3,800 sq. km.,
today, Brajbhoomi can be divided into two distinct units - the eastern part in the trans-Yamuna
tract with places like Gokul, Raman Reti, Mahavan, Baldeo and Bajna and the western side of the
Yamuna covering the Mathura region that encompasses Vrindavan, Govardhan, Kusum Sarovar,
Barsana and Nandgaon.

The land of Braj starts from Kotban near Hodel about 95 km from Delhi and ends at Runakuta
which is known specially for its association with the poet Surdas, an ardent Krishna devotee.

A long line of picturesque ghats - with their steps leading to the water's edge, arched gateways and
temple spires extending along the right bank of the River Yamuna, emphasise the sacred character
of the town of Mathura. The birth place of Lord Krishna, "the best known, best loved and most
complex of Lord Vishnu's manifestations" - Mathura is today an important place of pilgrimage.

another major place of pilgrimage. It is noted
for its numerous temples - both old and
modern. The name Vrindavan evokes the
playfulness and lovable characteristics of Shri
Krishna. Vrindavan today is noted for its
numerous temples, like, Madan Mohan
Temple, the oldest existing temple in
Vrindavan today, the Banke-Bihari Temple
built in 1864, the Jaipur Temple which was
built by Sawai Madhav Singh, the Maharaja of
Jaipur in 1917.

The Shri Krishna-Balram Temple built by

the International Society for Shri Krishna
Consciousness (ISKCON), is one of the most
beautiful temples in Vrindavan today.

Other places of interest include the Sriji

Temple, Jugal Kishore Temple, Kesi Ghat, Raj
Ghat, Meera-Bai Temple, Imli Tal, Raman
ISKCON Temple Reti, Varaha Ghat and Chira Ghat.

The Seva Kunj is where Lord Krishna once performed the Raaslila with Radha-Rani and the gopis
and Nidhi Van where the divine couple rested. The samadhi of Swami Haridas is situated here.
.

Govardhana Parikrama: There are several important places in the vicinity of Govardhana
Parbat, which are not visited on the normal parikrama. Many of these places are close to
Govardhana Parbat (within 5 km) and can be visited by taxi. One can visit many more places
during the 24 mile parikrama compared to the normal Govardhana Parikrama.

Govardhana Parbat: Govardhana

Parbat was about 16 miles (29 km) high
5,000 years ago. Govardhana is formed in
the shape of a peacock. Radha Kunda and
Syama Kunda are the eyes. Dan Ghati is its
long neck. Mukharavinda is the mouth and
Punchari is its back and tail feathers. A
peacock often curves its neck and puts his
head under its stomach. Govardhana Parbat
is shaped in this pose of a peacock.

OTHER PLACES OF INTEREST
Brij Parikrama
The rainy month of Bhadon - the month when the Lord Krishna was born, is a time of colourful
celebrations. The famous Braj Parikrima- a pilgrimage of all the places in Braj that are associated
with Shri Krishna, is undertaken. Traditionally, the Chaurasi kos (84 kos) pilgrimage of Braj
Mandal, with its 12 vanas (forests), 24 upvanas (groves), sacred hill Govardhan, divine River
Yamuna and numerous holy spots along its banks, is undertaken annually by lakhs of devotees
from all over the country. Colourful melas and performances of the Raaslila (a depiction of the
exploits of Shri Krishna) are special to this festive period. .

Gokul
The most celebrated of Shri Krishna's abodes, Gokul lies to the west of Sadabad, 1.6 km from
Mahavan and 15 km south-east of Mathura, on the Mathura - Etah metalled road. It was here that
Lord Krishna was brought up in secrecy by Yeshoda, in the pastoral beauty of this village on the
banks of the Yamuna. The three oldest temples in the place are those dedicated to Gokulnath,
Madan Mohan and Vithalnath, said to have been built around 1511. The other temples include
those of Dwarika Nath and Balkrishna and the shrines which were built in the honour of Lord
Mahadeo in 1602 by Raja Vijai Singh of Jodhpur. The celebration of Janmashtami in August is
unparalleled for its gaiety and melas are a constant attraction here. Important sites worth visiting
in Gokul include the Gokulnath Temple, Raja Thakur Temple, Gopal Lalji Temple and the
Morwala Temple.

Mahavan
Around 18 km from Mathura, lying on the left
bank of the River Yamuna, is the large shrine
of Mathuranath. A brick and plaster edifice
built in the Buddhist style, it is famed for its
Chaurasi Khambha (eighty four pillars). The
palace of Rohini, the mother of Baldeo is now
the Chathi - Palana Temple. Other important
shrines include, the Shyamlalji Temple, the
Yogmaya Temple, Tranairatri Temple and the
Mahamall Raiji's palace.

Baldeo
Baldeo is 20 km south-east of Mathura and
8.5 km south-east of Mahavan on the road to
Sadabad. It derives its name from the famous
temple dedicated to Balram, the elder brother
of Lord Krishna. It was built by Shyam Das
of Delhi 200 years ago. The main image in
the sanctum is that of Baldeo or Balram with
his spouse Revati.

beloved and consort. Temples dedicated to
the divine couple ornament the four
elevations of the hill. The chief among them
is the Radha-Rani Temple, more fondly
referred to as the Ladliji Temple. The most
beautiful temple at Barsana, it was built by
Raja Bir Singh Ju Deo of Orchha in
1675.The other three shrines are the Man
Mandir, Drgah and Mor-Kutir temples.

cum-water palaces, Deeg is a popular tourist
rendezvous today. Located at a distance of 153
km from Delhi and 11 km from Mathura, Deeg
is easily approachable by road via Kosi,
Govardhan, Mathura and Agra.

The fairy-tale palaces of Deeg are set at the edge

of reservoirs of water. A central ornamental

ordered lawns, beautiful trees and pavilions is a
charmingly green retreat. The principal palaces
include the Keshav Bhavan, the Gopal Bhavan,
the Sawan and Bhadon pavilions with their
attractive curving roofs.
Bharatpur, Rajasthan

Ghana National Park in Bharatpur is Asia's most
spectacular bird sanctuary. Its 29 square
kilometres of lakes and marshes, woodland and
scrub provide a home, permanent or seasonal, for
well over 300 species of birds. Some storks,
cranes and smaller birds are winter migrants
from Siberia, Central Asia or Europe; others are
permanent residents or local migrants from
among the 1,200 species identified in the Indian
sub-continent. They use some 44,000 trees for
nesting purposes every year during the monsoon
and winter. Bharatpur thus provides a singular
opportunity to observe a variety of birdlife.
