Office of the City Mayor
Provides staff support to the City Mayor in the exercise of
his over-all leadership in political, social and economic
activities of the city.
Tanggapan ng Sangguniang Panlungsod
Prepares and issues certified true copies of ordinances,
resolutions, memoranda and notices of Sanggunian
committee and public hearings, legislative service.
City Human Resource and Management Office
Establishes a sound recruitment and personnel selection
system within the city government; assist and advises city
officials in the development, formulation and execution of
policies, rules and regulations in all areas of personnel
management in accordance with the Civil Service Law and
rules; provides inputs in the development and
implementation of human resource training and development
programs; maintains a complete and up-to-date personnel
information system.
City Accounting Office
Performs accounting and internal audit services on all
revenues, receipts and disbursements of the city govenrment
and its 27 barangays. Also maintains a local internal audit
system.
City Budget Office
Presides over local government budget administration,
including annual budget preparation of the city government;
reviews barangay budgets.
City Legal Office
Provides legal advice, assistance and support to the City
Mayor; represents the city in legal suits; renders legal
opinion on issues inquired upon by the City Mayor, the
different departments of the city government, the city council,
and the general public; drafts and/or reviews contracts amd
all kinds of legal forms.
City Engineer's Office
Performs engineering and surveying functions, including
construction, repair and maintenance of public infrastructure
in the city.
City Planning and Development Office
Formulates integrated economic, social, physical and
other development programs and projects for consideration
and approval of the City Mayor and the Sangguniang
Panlungsod.
City Assessor's Office
Maintains a systematic and updated record of real
properties; and undertakes continuing general revision of
property assessment.
City Civil Registrar
.......Responsible for the civil registration program in the
local government, pursuant to the Civil Registry Law, the
Civil Code, and other pertinent laws, rules and regulations
issued to implement them.
City Treasurer's Office
Collects local and national taxes; and disburses city
funds.
General Services Department
Acts as custodian of all city properties and assets,
procures supplies, materials and equipment for various
offices; maintains cleanliness of public plazas, cemeteries
and other public places; promotes cleanliness and
beautification; provides manpower support during special
activities of the city government.
City Health Office
Provides medical, dental and nursing services;
promotes environmental sanitation and enforces health and
sanitation standards.
Naga City Hospital
Provides primary hospital services, including medical,
pharmaceutical, laboratory, nursing and auxilliary services.
City Population and Nutrition Office
Promotes rehabilitation of malnourished children through
supplemental feeding and nutritional care; provides family
planning services among married couples and other target
groups.
City Social Welfare and Development Office
Promotes social development through livelihood
creation; care, protection and rehabilitation of persons with
disability; provision of assistance to disaster victims in times
of calamities; and capabiliyu building of women, children
and youth.
City Agriculturist Office
Prepares and implements an integrated agricultural
development plan for the city; promotes appropriate
agricultural technology to maximize utilization and
production of agricultural areas.
Metro Naga Public Employment Services Office (PESO)
Serves as the livelihood arm of the city government;
provides job placement services; promotes cooperative and
manpower development.
Environment and Natural Resource Office
The Protects and manages the proper utilization of the
city's environment and natural resources; pursues with vigor
sustainable programs and projects directly related to
environment and ecosystem such as solid waste
management, air and water pollution control, and watershed
protection.
Urban Poor Affairs Office
Provides on-site, off-site amd auxiliary services to the
urban poor sector of Naga.
Electronic Data Processing Office
Takes charge of computerization of various city
government offices and functions; operates and maintains a
local geographic information system (GIS).
Bicol Science and Technology Centrum
 Promotes science and technology conciousness; provides
access and opportunity for the public to understand and
appreciate the application of Science and Technology in their
daily lives.
Naga City Library
The library serves as the repository of books, journals,
periodicals and other references materials that are made
accessible to the general public; it has an Electronics
Research Center that provides users with access to
numerous on-line catalogs and databases through the World
Wide Web.
Lingkod Barangay Office
Provides specialized services to the barangays of Naga;
performs coordinative functions in their behalf.
Naga City Public Market
Manages the central public market operated by the city
government.
Naga City Abattoir
Operates and manages the city's "AA" slaugtherhouse.
Naga City Visitor's Center
The Under the office of the City Mayor, the NCVC is a
tourism assistance office that implements the city's tourism
program; and assists in the conduct of study-tours,
conventions, seminars, and other cultural and sports events
being hosted or initiated by the city government.
Naga City Veterinary Office
Provides veterinary services for livestock and pets,
especially dogs; services include consultation, vaccination
(foot-and-mouth, anti-rabies, deworming, etc.) and treatment.
Also issues livestock shipping permits.
i-Governance Program Team
Tasked with enhancing transparency and improving
access to the city government by individuals through various
information tools such as the Citizens Charter and the city
website.
Naga City Investment Board
Primarily mandated with promoting the city as an
investment location. Administers the city's Investment
Incentive Code and provides one-stop business-processing
services center for enterprises.
i-Link Training Center
Provides trainings, seminars and continuing education of
ICT out-of-school youth and the underserved sectors of the
community who are encouraged to be exposed to the
modern tools of communication technology.
Naga City School Board
Promotes good governance in the public school system by
increasing stakeholdership and public participation. Ensures
transparent allocation and accoutnable use of the Special
Education Fund and other resources for education services.
Community Development Information Office
Prepares print and broadcast media releases for regular
development-oriented programs of the city government, and
for special events and developments at city hall.
Public Safety Office (PSO)
One of the confidence-building measures directed
towards the business sector to help revive Naga’s economy
is the implementation of the Urban Transport and Traffic
Management Program (UTTMP). The program’s
innovativeness stems from the fact that it uses traffic
management, as well as the local government’s police and
regulatory powers, as a tool for directing and controlling
urban growth.
UTTMP through the Public Safety Office seeks to improve
access to the urban district primarily through road
development and upgrading projects, the relocation of all
bus and jeepney terminals to the peripheries of the CBD. By
tremendously easing traffic flow within the CBD, the
program restores life and vitality to the city's prime
commercial hub while the relocation of terminals perked up
economic activities.
Civil Society - City Government Special Bodies were
also created to take the lead role in coordinating delivery of
sector-specific services by national and local government
agencies:
Naga City Anti-Drug Abuse Council | Spearheads a
coordinated, multi-sectoral drive against illegal drug
proliferation in the city.
Naga City Sports Council | The Naga City Sports Council
is tasked with undertaking a year-round program of sports
activities.
Naga City Senior Citizen's Federation | Tasked to
promote the general welfare and well-being of city residents
60 years old and above.
Council for the Welfare of the Children | Tasked to
coordinate the formulation, implementation, and
enforcement of all policies, programs and projects relative
to the survival, development and protection of children.
Naga City Solid Waste Management Board | Tasked to
coordinate the formulation, implementation, and
enforcement of all policies, programs and projects relative
to the survival, development and protection of children.
Naga City Airshed Board | Body assigned on all matters
pertaining to the prevention of the causes of disability,
rehabilitation and equalization of opportunities for persons
with disability.
Urban Development and Housing Board | Tasked to
recommend to the city government a continuing inventory
and identification of lands for socialized housing and as
resettlement areas for the immediate and future needs of
the urban poor, underprivileged and homeless in the urban
areas. This board represents the city government in
coordinating with the Housing and Land Use Regulatory
Board and the Housing and Urban Development
Coordinating Council in formulating a National Urban
Development and Housing Framework, as mandated by
Republic Act No. 7279.
Naga City Investment Board | The Naga City Investment
Board, and its implementing arm, the Naga City Investment
Promotions and Action Center, have been created to attract
and channel specific types of private investments in specific
areas of the city. This departs from past practices wherein
investment promotion is haphazard and shotgun type
responding only when an investor is already in the city and
preparing the area preferred by the investor. The NCIB and
IPAC signal a shift to active and focused investment
promotion channeling each type of investment to those areas
of the city where it will best contribute to urban growth and
social equity.

Project Monitoring Committee | Ensuring that infrastructure

projects are implemented in accordance with the standards
and specifications of the city government, a multi-sectoral
body composed of city government personnel and private
sector representatives was created. The Project Monitoring
Committee (PMC), as the group is called, checks
infrastructure projects during implementation and conducts
final inspection prior to the processing of the contractor's
vouchers. Sanctions are applied to errant contractors ranging
from diminution of payment, reworking of defective portions,
to outright blacklisting and withholding of payment. Through
the PMC, the city has been able to generate savings in
maintenance expenses, and investments in new
infrastructure to replace defective projects.
