CONTEXTE ET JUSTIFICATION Le Gouvernement du Cameroun a bénéficié d'un prét de la Banque mondiale d'un montant de 100 millions USD pour mettre ef ceuvre le Projet d’Accélération de Ia Transformation Numéfique au Cameroun (PATNUC). Le PATNUC est placé sous la io du MINPOSTEL et a pour objectif d'accroitre I'incusion numérique et l'utilisation de solutions agricoles numériqlses par des petits exploitants agricoles acteurs des chatnes de vateur agricoles cibles. Ainsi, le PATNUC incarme approche de Ia transformation numérique, ciblant un secteur hautement stratégique pour le Cameroun tout en proposaht de réformer le cadre réglementare du secteur des Technologies de l'information et de {a Communication (TIC). el projet, avec son investissement dans! connectivité et les compétences numériques, soutient des interventions qui tirent parti des innovations numériques pour stimuler la croissance agricole, afin de contribuer en fin de compte & Vaméliofation de la qualité des moyens de subsistance en milieu rural. Le PATNUC est structuré autour de 4 composantes ; (i) Stratégie, politique publique et la régtementation numérique pour inclusion et la transformation numérique ; (ii) connectivité et inclusion numériques; facilitation de Vimplémentation des solitions numériques basées sur les données dans le secteur agricole ; et (iv) gestion du projet et engagement citoyen! Ainsi, le gouvernement travers la SND30, ambitionne d’enclencher véritablement Ia transformation structurelle de économie camerounaise qui s'appuiera sur une modernisation du secteur agricole (agriculture, élevage, péche et aquaculture) & travers "amélioration de ta productivité et la compétitivité des explottations families agricoles et la promotion d’une dynamique d’industrialisation véritable. La modemisation du secteur agricole devra s'appuyer sur écosyetéme numérique en constante évolution dans e pays qui trace voie de "économie numérique. Ls sous-composante 3.2 vise & faciter engagement des petits exploitants dans agriculture numérique axée sur améligration de fa productivité et les données & travers un modele de subvention de bons d’achat électroniques des agricutgurs et agricutrices ainsi que des groupes d'agricuteurs et agricultrces travailant dans les chaines de valeur agricolés cibiées priortairement par le gouvernement. Crest en ce sens que le PATNUC entend procéder au développement et au déploiement d'une plateforme modulaire de gestion des subventions par bons d’achat Slectroniques. 2. OBJECTIFS DE LA MISSION objectf globat ascigné au consultant est de concevoir et déployer un module de gestion de la plateforme des bons dTachat électroniques "'UGP dans le cadre durmécanisme de subventions du projet. 3. OBJECTIFS SPECIFIQUES Les objects spéeifiques de la mission sont les suivants : — | Produire une note méthodologique qui sera discutée pour validation en méme temps que le cahier des charges au cours d’une réunion organisée a cet effet ~ | Faire un état des lieux des applications similaires existantes incluant une proposition d’équipements nécessaires | pour le fonctionnement harmonieux du module 4 mettre en place; ~ | Concevoir, tester et déployer le module de gestion dela plateforme; Elaborer le manuel ou guide de l'utilisateur ; Former les administrateurs et les utilisateurs dans l'opérationnalis ion du module; | | | | || = _Assurerle sulvi du fonctionnement et la maintenance du module pour une durée de 12 mois apry Proposer un modele de contrat de support 8 mettre en ceuvre aprés la période de garantie co 4- DUREE DE LA MISSION La durée globale de réalisation de la mission est de trois (03) mois auxquels s'ajoutent 12 mois des fonctionnement et la maintenance du module. 5 PROFIL DU CONSULTANT ile consultant devra étre un cabinet ou groupement de cabinets rernp = 03 (cing) ans e’expérience minimale ou missions dans le domaine des TIC; ~ of (cing) ans d'expérience minimale ou missions dans le développement et le déploiement d'applications nngmériques sur terminaux mobiles; = _03 (cing) ans o’expérience minimale ou missions dans le développement des projets web. BACKGROUND AND JUSTIFICATION ‘The Government of Cameroon has received a USD 100 milion loan from the World Bank to implement the Program for the Acceleration of the Digital Transformation of Cameroon (PATNUC). PATNUC is under the supervision of MinfosTe snd aims to increase digital inclusion and the use of digital agricultural solutions by smallholder farmers Jrgeted agricultural value chains. Thus, PATNUC embodies the digital transformation approach; targeting 2 fegic sector for Cameroon while proposing to reform the regulatory framework of the Information and Confricaton ‘Technologies (ICT) sector, improve the digital skills of citizens and to promote the development of digital applications and services. This project, with its investment in digital connectivity and skill, supports intefventions that leverage digital innovations to stimulate agricultural growth, ultimately contributing to improved rural iveinoods. PATNUC is structured around 4 components: () Digital Strategy, Pubic Policy and Regulation for Digital Inlusion ‘and Transformation; (ji) Digital Connectivity and Inclusion; (Ii) Facilitating the implementation of data-driven digital solutions in the agricultural sector; and (iv) Project Management and Citizen Engagement. Thus, the government, through the SNDzo, aims to truly initiate the structural transformation ofthe Cameroonian economy, which willbe based on the modemisation of the agricultural sector (agriculture, livestock, fisheries, and animal industries) through the improvement of the productivity and competitiveness of family farms and the promotion of a genuine indlistrialisation dynamic. The modernisation of the agricultural sector wil have to be based on the digital ecosystem that is constantly evolving in the country, which is paving the way for the digital economy. ‘sui-component 3.2 ams to faclitate the engagement of smalholder farmers in digital agriculture focused on productivity improvement and data through an e-voucher subsidy mode! for male and female farmers and farmer ‘groups working in the agricultural value chains prioritised by the government. To this end, PATNUC intends to delelop and deploy a modular e-voucher subsidy management platform. 2.
