Dear Mr. Joseph Kutzin

World Health Organization

The global pandemic has affected every aspect of society, from health, education, to international
trade. At the same time, gaps in countries' capacities to address the crisis continue to prevent the world
from fully controlling the current common problems and crises. G20 Presidency of Indonesia encourages
all countries to work together to achieve a stronger and more sustainable world recovery, with the theme of
the 2022 G20 Presidency: "Recover Together, Recover Stronger".

The Think20 (T20) is the G20's official engagement group that is responsible for connecting and
collaborating with regional and international think tanks. It serves as the G20's "ideas bank", bringing
together experts from the most relevant think tanks and research centers worldwide to provide, facilitate,
and communicate research-based policy recommendations to the G20. One of the Task Forces (TF) of T20
Indonesia is Global Health Security and COVID-19 (Task Force 6/TF-6) that encompasses the 10 (ten)
Policy Areas. As co-hosts of Task Force 6 (TF6) T20 Indonesia, Indonesian Health Economist Association
(InaHEA) and USAID will conduct a joint webinar that focuses on the 3rd Policy Areas (PA3) listed under
TF6, namely : investment and reform of health systems to guarantee their resilience to achieve Universal
Health Coverage (UHC).

As the main institution that its core function is to maintain essential health care, primary health care
(PHC) is identified as an important unit in high-performing health system. PHC is also closely related with
the integration with public health services such as primary promotive and prevention healthcares to achieve
UHC. However, during the pandemic it was reported that PHC was not adequately included within the
COVID-19 response plans in low and middle income countries (LMICs) and at the same time the routine
health services were also disrupted. Recalling the global notion in building the resilient health system,
repositioning PHC in the centre and putting back its main function are the necessary steps to move forward
from fragility to resilience. The strength of flexible financing system that have been applied in several high
income countries (HICs) and few LMICs has shown as one of successful attempts to cope with pandemic
disruption. Thus, there is a need to efficiently allocate the resources and transform it to advanced and
sustainable health financing to achieve resilient PHC, including the roles of private health sector.
Indonesian Health Economist Association (InaHEA) and USAID will co-organize 2-day sessions with the
support of Center for Health Administration and Policy Studies Universitas Indonesia (CHAMPS UI)
invites you for your willingness to participate as a speaker in the webinar entitled: “PUTTING PEOPLE
AT THE CENTER OF THE HEALTH SYSTEM: Advancing health financing, strengthening primary
care, engaging public and private sectors” with details as follows:
