MARINE DEPARTMENT
Port Facility Security Office

NO. DC/PFSO/CIR/2019/2162 Date: 20th April 2019

CIRCULAR

All Ship Masters of Vessels visiting Port of Mumbai

The port of Mumbai is ISPS compliant for a Port Facility and Declaration of Security at level 2 is hereby promulgated.

As per the ISPS code, Pilots are designated as Asstt Port Facility Security officer and are authorized to sign the
Declaration of Security (DOS) with the Ship Security Officer (SSO) of the vessel on behalf of Port Facility Security
Officer (PFSO).

In case a vessel on international voyages is not in possession of the ISSC certificate, the Asst PFSO will intimate the
PFSO, and the same will be further intimated to Port State Control.

Declaration of Security (DOS) form should be agreed and filled up by the Ship Security Officer and Asst Port Facility
Security officer on the vessel’s arrival.

Please ensure a copy (with vessel details) of the DOS (as attached) is ready for completion when the Pilot (Asst PFSO)
boards the vessel on arrival.

All persons entering the Port premises are carefully screened before issue of Dock Entry Permit. These permits have photo
ID’s which have to be displayed. Non -conformity leads to denial of access to the Port. All passenger boats and barges
which may have ship/ boat or ship/ barge interface are sanitized regularly by the Port Security. All crew
belonging to the above mentioned crafts have been issued Photo Identity Cards after proper screening.

In view of the new ISPS Regulations all Owners / Agents of barges going for loading / discharging at anchorage / outer
anchorage should have their sanitization certificate from the Port Facility Security Officer's office prior leaving the
Harbour.

All non ISPS code compliant vessels including local fishing crafts will not have any interface with any foreign going
vessels. The Port of Mumbai states that all Security measures at Security Level 2 will be strictly adhered to without any
contravention.
