Abstract
The existing facility for therapy Rehabilitation in City of Ilagan today were mostly does not meet the expectation
and requirements as they were design without any precedence study and research. Concern to other patient that
requires to search for other Facility or Rehabilitation Center outside of Ilagan City only to have a healthier and
hoping for recover. This research aims to cater the needs of a Person with disabilities and Children with special
needs for comfortable different spaces but interactive within community with Facility and designing as healing
Architecture. This research aims also to break any physical, culture, communication and mobility barrier that
makes them feel different from other. A facility where Person with disabilities will secure and have a treatment to
help them adapt to this environment and reach their full potential.
The data collected through face-to-face surveying from facilities, hospitals and the physical medicine and the
rehabilitation center here in Ilagan City by interview conducted in order to obtain the responses of the study
group so that it can be applied into this research. From all the data that has been collected and comparison
towards to this case study, indicating the result that the facilities have in City of Ilagan for person with disabilities
and Children with special need requires a complete and convenient design framework of building for occupants
such as Special need Children including those who have: Mental retardation, Speech and Language impairment,
Physical Disabilities, Learning abilities, and Emotional abilities. The Design recommend for constructing the
building and also for the future therapy facility use, a healing architecture with therapeutic designs may propose.

CHAPTER 1
Introduction
Training and educational Center is where they help get back, keep, or improve abilities facility that needed for
their daily life. These abilities may be physical, mental, or cognitive (thinking and learning). Rehabilitation is the
process of helping individual to achieve the highest level of function, independence, and quality of life possible.
According to the World Health Organization (WHO) the disabilities and rehabilitation unit support member state
in improving rehabilitation within their contexts and in enabling all people with disability to achieve better
health. Children and adults with disabilities are highly diverse group with wide-ranging life experiences. In view
of the current and growing demand for quality rehabilitation services in the region, it emphasizes the need to
build a strong foundation for rehabilitation that is person-centered focusing on people’s day to day functioning
rather than the disease.
Determine the study by validating on how important to have a training and educational Center when it comes to
Children with special needs and Physically Challenged of individuals, surveying through face to face and also
collecting data by analyzing journals, articles and books.
Facilities or rehabilitation center helps people with disabilities and children with special needs gain independence
through treatment and therapy. There are people who specialized treatment for different kinds of needed therapy
like physical therapist they treat people to increase strength and mobility, it is also for occupational therapy to
improve everyday skills and speech therapy for language and communication therapy.
These statistics illustrate two possible outcome which is firstly, the awareness of people among Children with
special needs and Physically Challenged of individuals has continuously increase every year in the region that
need a training and educational process and volunteer to registered or secondly, increase the number of
respondence annually.
A range of barriers limits their ability for daily life and access services like education and health care. Some
people with physical disability experience discrimination and this leads to fear to socialized especially fear to go
to a school and because of these they don’t get proper training and education for their needs. Children with
learning disabilities are often neglected and looked down upon the society.
The World Health Organization (WHO) state that over 1 billion people- about 15% of the global population –
currently experience disability. People with disabilities often have less access to health care services. People with
disability experience poorer health outcomes, have less access to education and work opportunities, and are more
likely to live in poverty than those without a disability. (https://www.who.int/health-topics/disability)
Education of learners with special needs has come an extensive and lengthy way; it can be in a method from
special education (SPED) to integrated education and it as process from integrated education to inclusive
education. Despite the prop-up by a number of guidelines, policies and programs from time to time to speed up
the bound of all the efforts made in this direction the regular schools with inclusive orientation face many
barriers, roadblocks, impediments and challenges.
Sarason (2015) indicated that one of the main purposes of the educational process is to “produce responsible,
self-sufficient citizens who possess the self-esteem, initiative, skills and wisdom to continue individual growth
and pursue knowledge.” Such an idea of education brings to light initiatives to promote the self-determination of
students with disabilities. Enhancing students with disabilities’ self-determined behavior characteristics has been
a considerable element of policy, research, and curriculum standards and teaching practices to help students to
have a smooth and successful transition to postsecondary settings (Cho et al., 2013). (Southeast Asia Early

In the Philippines, the results of the 2010 Census of Population and Housing (CPH, 2010) show that of the
household population of 92.1 million, 1.443 million Filipinos or 1.57%, have a disability. Region IV-A, with 193
thousand PWDs, was recorded to have the highest number of PWD among the 17 regions, while the Cordillera
Administrative Region (CAR) had the lowest number with 26 thousand PWDs. There were more males, who
accounted for 50.9% of the total PWD in 2010, compared to females, with 49.1% with disability. For every five (5)
PWD, one (18.9%) was aged 0 to 14 years, three (59.0%) were in the working age group (15-64 years old), and one
(22.1%) was aged 65 years and above (NSO, 2013). The mandate of the DOH to come up with a national health
program for PWD was based on Republic Act No. 7277, “An Act Providing for the Rehabilitation and Self-
Reliance of Disabled Persons and Their Integration into the Mainstream of Society and for Other Purposes” or
otherwise known as “The Magna Carta for Disabled Persons” and the Implementing Rules and Regulations (IRR)
of RA 7277. This document stipulated that the DOH is required to: (1) institute a national health program for
PWDs, (2) establish medical rehabilitation centers in provincial hospitals, and (3) adopt an integrated and
comprehensive program to the Health Development of PWD, which shall make essential health services available
to them at affordable cost. In response to this, the DOH issued Administrative Order No. 2006-0003, which
specifically provides the strategic framework and operational guidelines for the implementation of Health

And according to The Special Education Division is tasked primarily to formulate policies, plans and programs for
the preparation of instructional materials, and the evaluation of programs in special education; conduct
researches and develop standards of programs and services for special learners; plan prototype in-service
education programs to upgrade the competencies of all support staff directly or indirectly involved with the
implementation of the programs; and establish linkages with agencies concerned with the education and welfare
of children with special needs.
However, due to the country’s economic situation - among others, such programs and services are still limited
and are not readily available to children with special needs. Children with disabilities are one major group for
whom the right to education, equal opportunities and right to participate in society has yet to be won in the
Philippines.
Based on the latest Department of Education 2000 report, out of 80 million Filipinos, 50% are children and
youth (0-24 yrs.) The SPED Division of the Department of Education estimates that 12% of the children
population in the country have special needs; 2% are gifted while 10% are those with disabilities. On the projected
population of 43,303,145 children and youth (0-24 years old) for the year 2000, there were 5,196,377 children
with special needs.
However, of the 5,196,377 CSNs only 2.6% or 136,523 were provided with appropriate educational service while
97.4% or 5,059,854 did not receive appropriate educational services for school year 2002-2003. Furthermore, of
the 136,523 children with special needs enrolled in schools: 69,888 (51.19%) were mentally gifted/ fast learners
and 66,635 (48.81%) had disabilities. (Note: National statistical data on SY; 2003-2004 has yet to be
consolidated.)
Access to quality education is the basic right of every individual, but not everyone can access it especially for
those physically challenged individuals.
General problem: Partially enough facilities or centers for training and educational center for children with
special needs and physically challenged individual here in City of Ilagan.
Sub-problem:
The efficiency of training and educational center to have a awareness and learning process of children
with special needs and physically challenged individual
Proper way on how to deal with children with special needs and physically challenged individual.
The treatment costing for children with special needs and physically challenged individual differ from
others.

and physically challenge individuals.
2.1. Introduction
This chapter on literature review summarizes information on relevant data collected from journals, authors,
and articles regarding the importance of training and educational center for children with special needs and
physically challenged individuals. This includes the related cases that have a valued information, situations,
and related issues that may use to understand this current study.

centers or schools.
Mr A R Gwitimah, 2008 Promoting Education and Training of Disabled People (In South Africa and
Lesotho)
The author, Mr A R Gwitimah the findings in his research is that the government in Africa and Lesotho
is not taking action to make facilities, programs, and services for persons with disabilities. Evidence gathered
during his research that disabled people are less likely to complete basic primary education because
education and training centers or services are inadequate and insufficient.

RRL2: Importance of training and Education for Children with special needs and Physically
challenges Individuals
Special Education Programs are designed for those students who are mentally, physically, socially and/or
emotionally delayed (teach.com).
The Education for all Handicapped children Act (EHA) also known as Individuals with Disabilities Education
Act (IDEA) goal was to ensure children with special needs have access to appropriate public education. The
law supports and provide children and youth with disabilities access to a higher education- related services
for their needs.
Special education teacher works and teaches different range of students ages, grade levels and abilities. They
give the specific needs of development and knowledge of every individual student with special needs to reach
their full potential.
The Individualized Education Programs (IEPs) main purpose is to set learnings for students and to give the
services, needs and appropriate education of every student or children in this school program. IDEA ensures
that all individuals with disabilities are provided with a fair and necessary services for them to reach or
succeed the educational system. (teach.com)
“Every child has a right to education - to ensure their growth and development, to fulfill their individual
potential” declared by the United Nation on Human rights. Number of studies stated that disabled persons
are less likely to complete education. In South Africa and Lesotho, the primary education is inadequate and
insufficient to accommodate and to help disabled persons to access learning and training to enhance their
skills and independent living (Mr A R Gwitimah, 2008).
As for Article of Jimmylen Zuniga-Tonio (Catanduanes, Philippines) the record shows that there more
student with specials needs and disabilities enrolled with higher educations in the Philippines. It also written
that “Despite the fact that there is considerable legislative backing, it is clear that PWDs research is still
lacking in Philippine higher education. Under CHED Memorandum No. 09, s. 2013, also known as the
Enhanced Policies and Guidelines on Student Affairs and Services, Higher education institutions (HEIs) are
required to give PWDs, indigenous peoples, single parents, and other groups with equal access to programs

In South Africa Education and training facilities are easily accessed by rich families and for poor family
education services is still hard to access because they are required to pay tuition for their training and
education. Many parents of disabled children in both Africa and Lesotho felt that the Government is not
doing anything or taking action to enable children or persons with disability go to school and access right
education.
In South Africa and Lesotho, a lot of work are still needed to be done to make training and education
accessible to children, young and adult disabled. In conclusion disabled people, parents of disabled children
and those people who work with disabled persons are not aware of the programs and appropriate services for
them like The Convention on the rights of the Child and the world Declaration on Education for All. Once
they are aware of these programs and services it is possible to have easy access for persons with disabilities
and for the government to take action to promote these programs and support them. Families with disabled
member have a right to know or have information about programs and appropriate services for their family
member who have disability. This will become possible if there will be promotions and program activities for
this kind of training and education services for children with special needs and person with disabilities (Mr A
R Gwitimah, 2008).
Concluding Remarks
All the information and applicable data connected to the importance of training and Educational Center for
Children with special needs and physically challenged individuals has been highlighted in this chapter of
research. This chapter contains the review of literature regarding the connection and information about the
importance of education and training services for persons with disabilities. This also point out the real
situation and experiences of individuals who is physically challenged. This research aims to inform all the
readers to know the importance, effects and benefits of this services and the facilities should be sufficient to
accommodate person with disabilities from children to adult. The training and education that needed for
children with special needs and Physically challenges individual has discussed in related review literature or
RRL and how beneficial and important for all.
Chapter 3
METHODOLOGY
Introduction
This chapter explains the methodology and procedures that were used in gathering and analyzing data which are
relevant to our topic. To know the importance of A Training and Educational Center for Children with special
needs and Physically Challenged Individuals.
- Quantitative method is used in gathering data needed in this research study. This method is used to
gather data from respondents to effectively understand how important our study not just for our
respondents but also for everyone to know our research topic all about. Quantitative method is used to
observe situations or events that affects people especially for our respondents. Under this research
method, data is collected from a large sample that represents the entire population then the data will
investigate in order for the researcher to gain further insight and arrive at a logical conclusion to this
study.
- We conduct the research by distributing the questionnaires through online google form and face to face
surveying.
- Children with special needs and physically challenged individuals is a part of PWD Organization. Each
group of family has its kind of situation. The researcher handling each family relatives to be a
respondent and guide to answer the survey questions. The researcher employed the purposive sampling
scheme by selecting a designated respondent, purposive sampling is to calculated choices in their
sampling design to select a particular type of respondent.
Data analysis
- The data collected from online and face to face surveying was analyzed and will be interpreted through
tabulating. Tabulating is a process of placing classified data in tabular form for an eases comparison and
helps further in statistical research and interpretation, using tabulation help to identify the gathered
data collected in this study.
Research Instrument
- In this study, the following are utilized by the researcher to gather all the data needed to answer the
specific problems in the study.
- The researcher used questionnaire and survey process to collect all data information for Children with
special needs and physically challenged individuals. The difference between survey and questionnaire is
that the latter includes any written set of questions; while the former is both the set of questions and the
process of collecting, aggregating, and analyzing the responses from those questions. Using
Questionnaire and survey that composed of successive questions for the sole purpose of gathering
information and data from respective respondents is less hassle and easier to derive.
Construction
- A 10-item question is constructed using research instrument. With table of specification for online and
face to face survey this assure that the overall data will be gathered and gives result that needed.

The researcher used for Conceptual Framework in the study is the two types of variable model which is the
independent and dependent variable, this shows the process done on how Importance of Training and
Educational Center for Children with Special Needs and Physically Challenges. conceptual framework that
explains the key concepts or variables and the relationships between them that need to be studied he way ideas
are organized to achieve a research project's purpose and explanation is the most common method employed.
Those concepts provide guidance in selecting transactions, events and circumstances to be accounted for, how
they should be recognized and measured, and how they should be summarized and reported.

Chapter 5
SUMMARY AND OBSERVATION
This chapter presents the summary and observation in the conduct of the study which to examine the importance
of Training and Educational Center for children with special needs and Physically individuals. It also provides
recommendations from other related review study.
In this study, the following are utilized by the researcher to gather all the data needed to answer the specific
problems, The researcher used questionnaire and survey process to collect all data information for Children with
special needs and physically challenged individuals.
SUMMARY
The findings of the study were summarized and observed according to the statement stated in chapter 1

Since the result of lacking training and educational center given the answer by respondents to the questions in
survey, they partially want to proceed the process of treatment in a training and educational center.
Proper way on how to deal with children with special needs and physically challenged individual.
Resolving with therapy and proper treatment for children with special needs and physically challenged individual
are more important and based on the survey that conducted, the respondents are more concern and fully support
of the proper way on how to deal with children with special needs and physically challenged individual.
The treatment costing for children with special needs and physically challenged individual differ from others.
With therapeutics and hospitals that handling all of children with special needs and physically challenged
individual which is necessary to visit and get reserved for their treatment which concern to the respondents. The
result provides information that treatment cost is high maintenance for each individual. This study proposed to
support by government.
OBSERVATION
1. The respondents of children and adult has almost the same needs for treatment and therapy in a
Training and educational center.
2. The findings revealed that the respondents (Children and Adult) who undergo the treatment with
different executive days has higher chance of quick recovery.
3. The training and educational center prove that though the other who are part of PWD are much more
favor on a private Doctors, is that they want a much more reliable and better treatment when it comes to
therapy.
The researcher concluded that Learning and Educational Center is what children with special needs and
physically challenges individual are needed. In this situation, the PWD community were given a chance to
provide a more effective and reliable in any circumstances which is a Center. It is also a new chapter for
children with special needs and physically challenges individual to have a better treatment and recovery.
Chapter 6
RECOMMENDATION
This study revealed that the importance of training and educational center for children with special needs
and physically challenges individual is necessary for the treatment and therapy. Thus, the following
recommendation are hereby presented:
1. Since, the importance of training and educational center is consider to be wanted by respondents as the
survey result , children with special needs and physically individual challenges will have the confident to
get be treated and have therapy in a Center.
2. Since many of the respondents are going to the center twice in a week there should be enough facilities
for them.
3. I also recommend that medical or therapy and learning center should be placed in a place where
everyone can access easily and to avoid struggle in their travel.
4. There should be more public medical and training center so that every one in needs can access and will
encourage them to go to a center to conduct therapy and learning because it’s free and there is a high
chance that going to a medical or treatment center can help persons with disabilities improve their skills
and abilities. Most of the respondents prefer to have treatment in the center because there are
professional teachers and doctors there to help does in needs.
5. Spread information and knowledge about the importance of training and educational center for children
with special needs and physically challenged individual to inform others specially the government for
them to build or notice the needs of persons with disability.
