Question:
Hong Kong Government has plans to build more homes for the people of Hong Kong. Several proposals have
been put forward to review their possibilities of implementation. Out of many proposals, the two preferred
proposals are (1) to build homes on top of the current Kwai Chung Container Terminal area and (2) to reclaim
the Plover Cove reservoir in the New Territories. With these two proposals to be considered, there will certainly
be consequences to it. In view of the consequences, answer the following questions:

(a) Discuss two major types of damage to the environment and two major advantages under each of the above
proposal.
(b) Owing to engineer’s social sustainability responsibility, out of the two proposals which one would you
choose and explain why?
