Abueg-Zaldivar EXPLANATORY NOTE This bill seeks to provide the inhabitants of Barangays Bunog, Iraan, Punta Baja, Campong Ulay, and Ransang of the Municipality of Jose P. Rizal, Province of Palawan, the opportunity to perfect their rights of possession over the public land areas they currently occupy, protect the State’s natural resources, and support and promote the tenets of sustainable economic development in the province. Former Deputy Speaker Frederick F. Abueg previously filed this bill in the Sixteenth and Seventeenth (17") Congresses. During the 17" Congress, it was numbered as House Bill (H.B.) No. 3932 which the House of Representatives approved on Third Reading on November 27, 2017, while the Senate of the Philippines received the same on November 29, 2017. However, the bill remained unacted upon. As clearly explained in the previous bills, the Strategic Environmental Plan (SEP) for Palawan, otherwise known as Republic Act (R.A.) No. 7611, in Section 2 thereof, declares the policy of the State to protect, develop, and conserve its natural resources towards which, it shall assist and support the implementation of plans, programs, and projects formulated to preserve and enhance the environment, and at the same time pursue the socio-economic development goals of the country. It is also State policy to support and promote the sustainable development goals for the provinces through proper conservation, utilization, and development of natural resources to provide optimum yields ‘on a continuing basis. ‘The municipality of Rizal is considered the largest town in the province with a total land area of 127,116,033 hectares. Of its eleven barangays, Ransang is the biggest with its 18,796,427 hectares comprising 14.44% of the municipality’s total land area. Throughout the twentieth and this century, the municipality of Rizal, like Palawan’s other towns, has welcomed migrants from all over Palawan and other provinces. In fact, before it became a municipality, Rizal was already brimming with migrants. These migrants, along with local inhabitants, have settled in, cultivated, and made productive the municipality's vast lands, including idle public lands. For a long time, these public lands have no longer been serving their original purpose, as they have been utilized for agricultural, commercial, industrial, tourism, and other productive purposesUnfortunately, the inhabitants and occupants of the above-mentioned barangays face a climate of uncertainty. They are unable to secure titles over these public lands where they have been living, working, and cultivating for decades. This presents a hindrance to the town’s continued growth and impedes realization of its full potential. By converting or reclassifying certain portions of the above barangays’ public lands from timberland to alienable and disposable land, while at the same time sub- classifying other portions as forestland for specific purposes, this bill aims to increase agricultural, commercial, residential, and tourism land areas available for disposition to the local populace; contribute to economic growth in general, and ensure the proper conservation and management of public lands.
