PART I - CONSTRUCTION PLANNING PART

1 Spatial Scope

The project area of the planned battery cell factory includes parts of the municipal areas of Norderwörhden and Lohe-
Rickelshof. It is approximately 160.2 ha and is bounded:

Northvolt Germany GmbH intends to build its first German production facility near Heide in
northern Germany. A state-of-the-art and sustainable battery production plant is to be built, which
will employ over 3,000 people in the final stage of expansion.

Due to the large availability of renewable energies, an area in the vicinity of the city of Heide was
selected as the location.

To this end, a memorandum of understanding (MoU) for the construction of a battery cell factory
was signed on February 15, 2022. The signatories to the MoU are Northvolt AB and Northvolt
Germany GmbH as project developers, the state of Schleswig-Holstein and the target region
(communities of Norderwöhrden and Lohe-Rickelshof, Heide region development agency,
Dithmarschen district). In addition to the declaration of intent itself, statements and objectives on

3 Planning requirements / planning principles

3.1 State development plan / regional plan

The planning area is located in the city and surrounding area in the rural area of the central center of
Heide. The state development axis from Hamburg along the BAB 23 / B 5 in the direction of Tønder
and southern Denmark also runs through the planning area. The LEP also marks the Heide – Büsum
railway line to the north of the planning area and the course of the 380 kV power line through the
planning area. A section of the BAB 23 runs directly adjacent to the planning area, merging into the B
5 with a connection point to the B 203.

The text part of the LEP further explains the statements marked on the map that “the urban and
surrounding areas in rural areas [..] are strengthened as regional economic, supply and settlement
focal points in rural areas and thus development impulses for the entire rural areas [to be given]. The

links to neighboring metropolitan areas and support integration into the national and trans-
European networks.”

Areas for trade and industry that are not only used for the needs-based provision of space for the
expansion of local businesses and the settlement of local businesses are to be identified primarily
in the focal points. The focus is on central locations and city outskirts as well as locations on the
settlement axes.

The areas of the planning area are neither focal points in the form of a central location (only close
to the middle center of Heide) or other locations that meet the criteria.

However, in Chapter 3.7 Provision of land for trade and industry, the LEP explains:

"Due to an increased or specific need for commercial space, it may be necessary in some areas
of the state for other municipalities to designate larger commercial spaces.
Such municipalities should already be named for this in the regional plans or have suitable
prerequisites and be defined by inter-municipal agreements.

The new locations should primarily be reserved for space-intensive companies that, for example,
cannot be accommodated close to settlements due to their emissions and/ or need a short
connection to national transport routes or access to the motorway, if possible without going
through town, because of their delivery traffic. In addition, these locations should also contribute to
covering additional regional needs and create an additional offer for new settlements in Schleswig-
Holstein in accordance with the state's settlement strategy, which, due to their location
requirements, require direct assignment to a state development axis and have a high innovation
potential or create many qualified jobs ."

The municipalities of Norderwöhrden and Lohe-Rickelshof have suitable prerequisites for the
settlement of larger commercial areas and will also reach an inter-municipal agreement. The
planning through the exception regulation thus corresponds to the goals and principles for the
development of Schleswig Holstein formulated in the update of the LEP 2021.

The update of the regional plan for planning area IV - south-west - from 2005 corresponds to the
statements of the LEP and makes the following statements for the planning area:
The municipality of Norderwöhrden is located in a rural area. The municipality of Lohe-Rickelshof
is located in the urban and rural area of the city of Heide. The BAB 23 with the connection point
to the B 203 and B 5 borders directly on the planning area.

areas suitable for wind energy are shown in the municipality of Norderwöhrden.

The regional plan 2005 is partly outdated due to its age and at the latest with the LEP update. Despite
everything, it still corresponds to the goals and principles for spatial development laid down in the more
recent LEP.

The reorganization of Schleswig-Holstein's regional plans has been initiated; the first drafts are
expected by the end of 2022.

3.2 Landscape framework plan

The newly established landscape master plan for planning area III (realignment 2020) does not make
any particular statement for the municipality of Norderwöhrden and the municipality of Lohe-Rickelshof
and the wider area. Only parts of the northern planning area "battery cell factory" are located in an area
marked as bed and group area in the category historical cultural landscape (see main map 2). This
type of landscape occurs mainly in the marshes of Schleswig-Holstein and dates back to the Middle
Ages.
Grassland with bed and group structures are historical cultural landscapes of supra-local importance.
Species and structure-rich permanent grassland is subject to statutory biotope protection in accordance
with Section 30 of the Federal Nature Conservation Act (BNatSchG) in conjunction with Section 21 of
the State Nature Conservation Act (LNatSchG).

In the south-eastern part of the planning area, an area is marked as climate-sensitive soil (see main

3.3 City and countryside concept for the Heide region (SUK 2020)

The municipalities of Norderwöhrden and Lohe-Rickelshof, along with the city of Heide and 9 other
surrounding communities, belong to the Heide region city-surroundings cooperation, which has existed since
2012. The cooperation agreement at that time was updated in 2020 and is intended to serve as the
conceptual basis for inter-municipal cooperation in the region up to 2030.

The SUK serves as a basis for the formulation of goals and principles for the regional plan, which is to be
newly drawn up in the short term. At the same time, the SUK is an essential element of the development
planning of the district of Dithmarschen.

In addition to the statements on the aspects of housing, retail, services of general interest, transport and
nature / landscape / recreation, the "Target concept for trade" presents principles of commercial space
development, an orientation framework for commercial settlements and regional commercial locations.

chemical and energy industry. Furthermore, the proximity to the West Coast University of Applied Sciences
is seen as a special "knowledge" potential, at least for high technology.

In view of the planned size and structure of the battery cell factory and the associated infrastructure
required for logistics processes etc., the settlement on the state development axis A 23 / B 5 is derived
from the cited state development plan and the commercial space concept. The project is of course an

3.5 Local land-use planning for the municipalities of Norderwöhrden and Lohe-Rickelshof

Land use plan Norderwöhrden

The municipality of Norderwöhrden does not have a land use plan for its municipal area. In the
run-up to the consultation, a clarification meeting took place on March 17th, 2022 with the
Ministry of the Interior, Rural Areas, Integration and Equal Opportunities as to whether the
community would need to draw up a land use plan in the course of drawing up project-related
development plan no. There it was determined that the municipality of Norderwöhrden is
currently not required to draw up a land use plan due to the general conditions.

The municipal area of Norderwöhrden is characterized by many individual farm locations, which
are classic splinter settlements in the outer area. A town center does not exist. The wind turbines
located in the west severely restrict the municipality in its development possibilities. Other uses
such as additional residential development are not planned in the short term. The creation of
living space for the future employees of Northvolt Germany GmbH can take place in Heide or
Lohe-Rickelshof due to the physical proximity. The potential impact on the municipality of
Norderwöhrden can be classified as low due to the spatial location. The planning area for the
project site is north-east of the municipality of Norderwöhrden on the other side of the BAB 23 /
B 5. The nearest residential buildings are around 1 km from the planning area. Only very low
emissions are expected from operation, since production takes place in the buildings. These will
therefore not reach the residential development in Norderwöhrden.

For the part of the project that is located in the municipal area of the municipality of Norderwöhrden, an
independent development plan must be drawn up in accordance with Section 8 (2) of the Building Code.

Land use plan Lohe-Rickelshof

The municipality of Lohe-Rickelshof has a land use plan that became legally binding in 1973.
Since then, individual changes to the land use plan have been made. With the 5th change in the
land use plan, a special area for a biogas plant was approved in the area of validity of the
relevant land use plan. The 7th change in the zoning plan was made in 2013 for the commercial
area of development plan no. 16.

The remaining areas in the area covered by the plan are marked as areas for agriculture in the
land use plan. In addition, the course of an oil pipeline and a 20-KV line with a transformer
station parallel to the B 203 are shown on the extreme western edge of the scope.

is not derived from the representations of the land use plan. Because of this, the 12th amendment
to the land use plan is required, which is being developed in parallel.

Lohe-Rickelshof landscape plan

The landscape plan (1999) of the municipality of Lohe-Rickelshof provides important information
for the areas of the present land use plan in relation to the use and structure as well as the
protection status of corresponding areas and structures.

According to the landscape plan, the western areas are assigned to sub-space I: Marsch. The
function of the sub-space is identified as the sole function “agriculture”. In addition, the open
landscape character is to be preserved on the western areas of the planning area.
More precisely, an open agricultural landscape with wet grassland areas, structured by linear
landscape structures such as rows of trees, edges and ditches is presented. Appropriate
measures to protect the ecosystem and the landscape are named.

The eastern areas of the planning area are assigned to sub-area II: Geest. A large part of sub-
space 2 already includes the Lohe-Rickelshof settlement area, so that a mixture of the functions
of agriculture and settlement is predominant for the sub-space. According to the landscape plan,
these functions are to be broken down by linear landscape structures. Appropriate measures to
protect the ecosystem and the landscape are also named here.

landscape structure of the marshes on the west coast of Schleswig-Holstein. It is an agricultural
landscape with arable and grassland use.

5 Planning concept / urban planning objectives / project description

Note: There is no separate document of the project and development plan (VEP) in the preliminary draft
documents available; the project on which the project-related development plan is based is presented in
text and images in this chapter. The VEP will be created as a separate document in the further process
(from the design phase) and managed as part of the project-related development plan.

Northvolt Germany GmbH intends to build its first German production facility near Heide in
northern Germany. A state-of-the-art battery production plant is to be built, which will employ
over 3,000 people in the final stage of expansion.

selected as the location. The overarching goal is to achieve battery production that is as

that drinking water is supplied via a connection to the supply center. Distribution to the plant takes
place from the media center. A storage tank will be provided in the media center to cover peak
fresh water requirements.

extinguishing supply is provided. The sprinkler center planned in the south-east stores sufficient
fire-fighting water to supply the sprinkler system in the halls on the one hand and to provide
