Abstract

Holcim established its presence in the Philippine cement industry in 1974. Holcim Philippines takes pride in being the leading
cement company in the country. It operates four state-of-the-art cement manufacturing facilities in key areas nationwide located
in La Union, Bulacan, Lugait and Davao. All plants are certified to internationally recognized management system standards,
namely; ISO 9001-Quality Management system, ISO 14001- Environment Management System and OHSAS 18001- Occupation
Health and Safety Management System. At the heart of Holcim Philippines' solid track record as cement leader is its dedication
to Manufacturing Excellence. Manufacturing Excellence is a people-focused strategy to bring about higher levels of production
efficiency through stronger technical know-how and frontline leadership. At the core of this strategy is instilling in its employees
the values of work ownership and accountability, and then reinforcing this through a culture of continuous learning and coaching.
This is a testament to our unwavering commitment to quality and productivity. The study sought to ascertain the impacts on the
proposed expansion of project of holcim Lugait, determining on how the expansion project help the community and to evaluate
on how this project boast the economic growth on the LGU- Lugait. By giving back to society, Holcim Philippines contributes to
a growing economy and builds stronger and more prosperous communities, making a difference in people’s lives. With market-
oriented structures, new and stronger product offerings, technically skilled employees, and efficient environment impact
management system, Holcim lights the way to an even stronger future. In order to supply quality cement for supporting further
rapid development of the country, Holcim Philippines, a member of Lafarga Holcim, will execute a series of small and medium
size projects to rationalize the plant equipment operation, with focus on equipment upgrading , and optimization. It should b
pointed out that the present performance of air quality emission complies with the standards, otherwise the facility will be
ordered to stop in operation by the EMB-DENR if significant amount of air pollutants escape in the filtering device and exceed in
the quality standard.

Holcim Lugait is the first industrial operation in Region 10
to organize an environmental youth camp. Launched in
2003, the activity is part of Holcim’s efforts to strengthen
engagement with its communities by teaching the youth the
value of environmental conservation. Holcim has put in
place programs to engage its people towards realizing the
company’s mission and values. One of these is the Total
Rewards System, which takes into consideration the main
drivers of employee engagement and applying them to the
employees’ rewards and incentive systems. The process
strongly encourages employees to deliver superior
performance and promotes transparency and ownership of
goals and objectives.
Holcim also nurtures homegrown talents and ensures that
they are given proper training and development to take on
expanded or management roles. The company introduced
the Career Development Program (CDP), which aims to
assess and recommend a process to prepare and realize the
technical employees. There is also the Supervisory Skills
Development Program (SSDP), which provides employees
with the skills and knowledge to prepare and develop them
for supervisory or management positions.
Holcim creates a conducive work environment that enables
its employees to perform at their best and realize their
fullest potential. The company believes its employees are
its best assets and further honing their skills, knowledge
and talent will serve as the main driver to Holcim's long-
term success and sustainability. President Duterte initiated
the “Build, Build, Build” (BBB) Program, which seeks to
accelerate infrastructure spending and develop industries
that will yield robust growth, create jobs and improve the
lives of Filipinos. This initiative gave rise to the
construction of various infrastructures such as high-rise
buildings, roads, airports and even housing. In the
establishments of these concrete structure/products, cement
serves as the major ingredients for its creation.
 Methodology
Data collection for this qualitative study utilized multiple
sources. The suggested modification of project presentation
will be improved or better understanding of a people about
the project. Video presentation will be considered in the
succeeding community consultation or in a public scoping.
The proposed expansion will definitely address the air
emission from the cement plant wherein the machineries
and equipment are armed with modern technology and is
fuel efficient. This is to ensure that the air quality emission
from the (HPHI) Lugait Cement Plant is within DENR
standards. Presently, the cement plant is being managed by
Holcim Philippines Inc (HPHI), formerly owned by Floro
Cement Corporation. Unlike the previous operation of
Floro Cement, HPHI employs continuous Emission
Monitoring System (CEMS) where the regular monitoring
of air emission with respect to the air quality standards is
being done with the computer database and regularly
reported to the DENR. HPHI was compliant with its
environment responsibilities wherein the impacts to the
communities and environment were regularly monitored
are reported to the emb region 10 office.
The proposed expansion and the existing operation will still
be under the strict monitoring of the Multi-partite
Monitoring Team (MMT) which is composed of
representatives from different stakeholders. This is also one
of the mechanism of the local people to report their concern
through MMT members which will be conveyed to the HPI
each and provide necessary actions and coordination for
such concerns. In addition, the representative from EMB-
Region 10 assured the participants that close monitoring on
the plant operation will be done regularly to insure that the
different activities are compliant to the regulations and laws
enforced by the EMB-DENR.

The study sought to ascertain the impacts on the proposed
expansion of project of holcim Lugait, determining on how
the expansion project help the community and to evaluate
on how this project boast the economic growth on the
LGU- Lugait. By giving back to society, Holcim
Philippines contributes to a growing economy and builds
stronger and more prosperous communities, making a
difference in people’s lives.

Research Locale and Respondents
It used the purposive sampling procedure which composed
of 100 participants who randomly selected in the said
Municipality. The respondents were asked questions that
categorize into (3) three such as, If they are aware about the
proposed expansion of the HPHI Lugait Plant, they should
identify the proponent of the processing plant and What are
the possible impacts of the expansion project on their
environment.
Significance of the study
The study focused on explaining the development of
Holcim Lugait Plant 2019. Withmarket-oriented structures,
new products, skilled employees and efficient
environmentalmanagement systems, Holcim ensures a
strong position now and for the years ahead.Moreover, the
results of the study will be beneficial to the following:
Employees: The result of the study will help the employees
to create a productive work environment that enables to
perform at their best and realize their fullest potential. The
company believes its employees are its best assets and
further honing their skills, knowledge and talent will serves
the main driver to Holcim long-term success and
sustainability.
