Mir on Friday said that the gov-
ernment is failing to ensure suf-
ficient power supply in the Valley.
He said that frequent power cuts
are causing problems for the
people. In a statement issued
here, Mir said, “The frequent
power cuts in both metered and
non-metered areas across the
Valley has brought miseries to
the people. People are frustrated
to see that the power department
violates even its own curtailment
schedule in most of the areas
here.” Urging LG administra-
tion to intervene in the ma!er to
ensure sufficient power supply
to the consumers in the Valley,
Ghulam Hassan Mir said, “Admin-
istration must realize that people
are already facing tremendous
difficulties due to the harsh
winter days, and the unscheduled
power cuts increase their prob-
lems. The Administration must
intervene to make the officials of
the Kashmir Power Development
Corporation Limited (KPDCL)
accountable in this regard. The
department should not go for the
power cuts beyond a certain limit
or the announced schedule.”

difficulties being faced by
disabled, old age pensioners
in online registration.
In a statement party’s State
Spokesperson Imran Nabi
Dar said that the way the LG
administration is handling
the registration process is
not only heartless but makes
a mockery of a single window
system that was meant to pro-
vide easy access to govern-
ment services. He said, “The
beneficiaries, who are in their
seventies, eighties and nine-
ties including the disabled
are being made to sit in lines
for hours in sub-zero tem-
peratures outside PHCs and
other government designated
centres. In hilly and far flung
areas, the situation is worse
as the elderly are being forced
to travel from one end of the
district to another thereby
pu!ing the intended benefi-
ciaries at harms length.”
He further added, “In most
of the cases, many applicants
return to their homes each day
without ge!ing their details
uploaded to the official net-
work, which would ensure a
meagre monthly assistance of
Rs 1,000. Needless to say, the
amount is not worth the previ-
ous lives of these elderly citi-
zens, whose lives the adminis-
tration has put into jeopardy.”
“This pension is the only
sustenance to thousands of
disabled and elderly most of
whom are not in condition
to run from pillar to post to
fetch the required disability
certificates, Aadhar details,

cers concerned,” Imran said,

to take immediate measures
to ease the entire process.

J&K’s electoral roll witnesses
addition of 7.73 lakh

Jammu, Nov 25: Jammu and
Kashmir has witnessed a net
addition of 7,72,872 electors
that is 10.19 percent of the
draft electors in a single Spe-
cial Summary Revision (SSR)
period.
An official spokesman in a
statement issued here said that
this is a milestone as the best
figure till date even in election
year SSRs was less than 2 lakh.
The spokesman said that the
final electoral rolls have a total
of 83,59,771 electors of which
42,91,687 are male, 40,67,900
are female, and 184 are third
gender.
He said that the gender ratio
of the final electoral roll has
shown a remarkable increase
by 27 points, up from 921 to
948, which is much above the
census gender ratio of J&K.

sion, the Collector was the
competent authority to
accept or reject the offer

However, the court said,
the Section 133(2) of the
Land Revenue Act, has been
substituted by an entirely
new provision, which reads:
“(2) Prevention of encroach-
ments on or cultivation
of common land, or land
reserved for public purposes
or of which cultivation has
been prohibited or is objec-
tionable, or, by person, not
entitled to, bring it under
cultivation.–– (a) Subject
to any law, agreement,
custom, usage or any decree
or order of any Court or
other authority, for the time
being in force, every person
shall exercise the right of
user in respect of any road,
street, lane, path, Water
Channel, Water Course and
required to produce life certif-
icate once in a calendar year
i.e., by ending November.
“It has been brought to
the notice of Finance Depart-
ment that a large number of
pensioners/ family pension-
ers have yet to submit their
life certificate, as such pen-
sion for the month of Novem-
ber 2022 and onward cannot
be disbursed by the bank or
treasury,” DG Accounts and
Treasuries noted.
“In order to avoid incon-
venience to the pension-
ers or family pensioners,
the date for submission of
life certificate is hereby
extended up to December 23,
2022. All the pensioners and
family pensioners are there-
fore advised to furnish their
Life Certificate to the con-
cerned bank or treasury by

“In the absence of any
legal basis or statutory
framework for considering
the offer of the petitioner,
it would not be open to
this Court to issue a Writ
of Mandamus against the
respondents (authorities)
to accept the offer of the
petitioner,” it said.

stories of death and devas-
tation reported along the
Line of Control in the last
three decades of conflict in
Jammu and Kashmir, a new
school building coming up
near the ‘Zero Line’ offers
hope of a better future for
children desirous to study
and excel in life.
What puts a fresh spot-
light on the Chautali School
on the LOC, which is being
re-constructed under a
Smridhi Seema Yojana, a
component of Border Area
Development Plan (BADP),
is the number of years
since it was devastated by a
powerful quake that shook
Jammu and Kashmir way
back in 2005.
The school, ever since the
damage caused to it, would
operate from a make-shift
arrangement for the last 17
years, until the Baramulla
district administration this
year took its reconstruc-
tion under Seema Samridhi
Yojana, a welfare scheme
for people residing along the
Line of Control.

the exhibition, she said, “The aim of
the exhibit is to bring folk art into the
limelight, which is being neglected by
the young generation.”

ence of Parties of the United
Nations Framework Conven-
tion on Climate Change, popu-
larly called COP 27, concluded
on November 20 in Sharm-el-Sheikh,
Egypt. A United Nations press note
on the decisions of the conference
stated that COP27 concluded with a
“historic decision to establish and
operationalise a loss and damage
fund”. Such enthusiastic words
about any aspect of the international
community’s decisions on climate
change cannot but evoke cynicism.
This is because the developed world,
which has been responsible for cli-
mate change in the first place, has
reneged on all its solemn promises
since the time the world began to
take serious note of the adverse
impact of anthropogenic climate

It is apposite to highlight the fundamental features of the
Indian Constitution which make it a living Constitution

As we celebrate the Constitution Day, it
will be in the fitness of things to remind
ourselves of the objectives and goals of the
Constitution.
Constitution Day is celebrated in our country on 26th
November every year to commemorate the adoption of
our country’s Constitution. The Constituent Assembly
of India adopted the Constitution on 26th November,
1949, which came into effect from 26th January, 1950.
The Constituent Assembly took a total of two years,
eleven months and seventeen days to draft the Con-
stitution. There were 2473 amendment proposals to
the Draft Constitution. These proposals were received
during the period - 9th December, 1946 to 26th Novem-
ber, 1949. Dr. Rajendra Prasad, the President of the
Constituent Assembly, confirmed the Constitution and
fifteen Articles were immediately given effect to, on
26th November, 1949. The Articles which were given
immediate effect include Articles relating to the pro-
visions of Citizenship, Oath and Affirmation by the
President, Election, Definitions, Interpretation, Powers
of the President to Remove Difficulties and the Short
Title of the Constitution. The remaining Articles came
into effect from 26th January, 1950, and the working
of the Constituent Assembly was disbanded. The pre-
amble, a part of the Constitution, also came into force
on 26th January, 1950, which presents the intention of
the framers of the Constitution.
It will be apposite to highlight the fundamental features
of the Indian Constitution which make it a living Consti-
tution. Part I deals with the Union and its Territory and
Part II deals with Citizenship. The Fundamental Rights
are provided in Part III of the Constitution. The Funda-
mental Rights enshrined in Part III of the Constitution
represent the basic values enriched by the people and the
object of the fundamental rights is to ensure the inviola-
bility of certain essential rights against political vicissi-
tudes. Fundamental rights are not distinct but are mutu-
ally exclusive, as has been held by the Supreme Court in a
catena of judgments. Article 14 deals with Equality before
Law and states that the State shall not deny to any person
equality before the law or the equal protection of the laws
within the territory of India. Article 15 deals with prohibi-
tion of discrimination on grounds of religion, race, caste,
sex or place of birth. Article 19 provides for protection of
certain rights regarding freedom of speech and states that

Pocket FM wants to be Netflix

of long-form audio
The all-at-one-go bingeable release model, championed
by Netflix among video streaming services, has helped
Pocket FM drive engagement, increase listeners and clock

n the cacophony of social media and
short videos, with people speaking
over each other, three young engineers
ventured out to offer long format audio
series in India, an idea that appeared
to not work from the get-go given people’s
shrinking attention spans. But the idea of
a long-format audio series hit the right
chord and is today generating $25 million
ARR (annualised revenue run-rate), an
achievement, Pocket FM boasts, it has
clinched in its fourth year of launch.
“We want to make Pocket FM the Net-
flix of audio OTT platforms, releasing
bingeable long-format series to keep lis-
teners hooked,” says Rohan Nayak, CEO
and co-founder, Pocket FM. The all-at-
one-go bingeable release model, champi-
oned by Netflix among video streaming
services, has helped Pocket FM drive
engagement, increase listeners and clock
higher revenue.
Along with his collegemate from IIT-
Kharagpur, Nishanth KS, and techie
friend Prateek Dixit, Nayak founded
Pocket FM. The audio series platform has
diversified genres in multiple languages.
The idea was born during Nayak’s long
commutes at work and his desire to listen
to something entertaining other than
music. “During my long travel time to
office, I realised the need of audio sto-
rytelling in Indian languages. The only
relief during these long drives was FM
stations and music apps. However, the
content was repetitive, sometimes irrel-
evant, and lacked the entertainment
booster,” Nayak recalls.
With experience of building and scal-
ing mobile-based content products during
their past stints with Paytm, JioSaavn,
Flipkart and Grofers, the founding team
of Nayak, Nishanth and Dixit wanted to
create a niche segment in audio enter-
tainment beyond music.
AI-ENHANCED AUDIO CONTENT
Boosted by its unique micro-payment
model, which the company calls “free-
mium”, Pocket FM breached the $25 mil-
lion annualised revenue run-rate (ARR)
in October. It is a significant jump from
$2 million in September 2021, and aims to
hit $100 million ARR by next year. ARR
is a financial indictor that predicts the
annual performance of the company.
“Pocket FM has seen a hockey-stick
growth trajectory over the past few
months, not only limited to listeners’ and
creator growth, but also an exponential
rise in revenue. Currently, listeners are
spending an average of over 100 minutes
every day, while the total monthly audio
streaming on the app counts to over four
billion minutes,” Nishanth (also COO)
says. He adds that with the introduction
of micro-payment, the platform has reg-
istered a 10 times revenue growth during
the fourth year of operations, with over
500,000 monthly transactions.
Behind the revenue growth is the stra-
tegic role of artificial intelligence (AI)
and machine learning (ML) to personalise
content, create/produce content and cus-
tomise discounts using micro-payments.
“Technology has been the core of Pocket
FM’s growth,” says Dixit, also the CTO.
“Our AI and ML enabled technologies,
which are unique for Pocket FM, have
helped us to understand listeners’ data
insights and simplify things, helping us
cut expenses elsewhere. It has accentuat-
ed advanced, personalised content recom-
mendation engines to drive higher user
engagement and retention,” Dixit adds.

capabilities across natural language pro-
cessing (NLP), text2speech and image,
which will drive faster production and
content testing. It is also ramping up its

How trade triggers innovation

Competition from imports pushes domestic laggards to adopt more efficient practices and technologies

W
eather a multinational corporation or a garage-
dwelling loner, inventors don’t typically capture
the full value of their invention.
To take a timely example: When Moderna
unveiled its Covid-19 vaccine, its stock price rose
and its shareholders made money, but nothing in accord
with the trillions of dollars of social value that the vaccine
will ultimately deliver.
Economists tend to agree that this mismatch in com-
pensation provides diminished incentives for inventors
and thus creates a second mismatch: between the amount
of potential innovation that would benefit the world and
the amount the world actually gets.
And so we’ve created different ways of getting wind in
the sails. “That’s why we have things like patents,” says
Christopher Tonetti, an associate professor of economics
at Stanford Graduate School of Business. “These help to
motivate people to invest their energy in better ways of
doing things, which generates new ideas and sustains
growth.”
In a new paper coauthored with Jesse Perlaopen

University, Tonetti uncovers a long-overlooked way in
which opening international borders to trade can spark
more innovation and growth.
FAMILIAR SUBJECT, FRESH APPROACH
The study of trade and economic productivity is an
old one. Academics have for decades probed the ways
in which open borders promote the diffusion of new
technologies and ideas. Likewise, they have studied how
the expanded markets created by open borders can spur
investment in innovation.
But Tonetti and his colleagues recognize a novel third
mechanism by which trade feeds productivity growth.
Using a formal model, they demonstrate that increased
competition from exporting foreign firms pushes domes-
tic laggards to adopt more efficient practices and tech-
nologies.
“You can think of it like this: If everyone else is moving
ahead faster and you’re standing still, then you’re falling
behind faster,” Tonetti says. “And if you’re falling behind
faster, you’ll probably choose to upgrade your technology
more often.”
Two important nuances in Tonetti’s model helped gen-
erate this insight. First, studies of international trade
typically argue that open borders benefit large, produc-
tive companies that are already exporting their products
while grinding under the heel of competition smaller and
less productive mom-and-pop shops.
DON’T JUST SIT THERE — DO SOMETHING!
“In a traditional model, that’s sort of the end of the
story,” Tonetti says. “In my model, a key innovation is
that we give those smaller firms some activity they can
do in response: Instead of having to sit there and take it,
they can get better.”
Second, and related, Tonetti’s model turns off the valve
of international idea diffusion. For the sake of argument
he and his coauthors assume that ideas don’t travel across
borders. The model instead shows how the variegated
nature of domestic markets — some firms use best practic-
es while others don’t — creates enduring inefficiencies in
markets. The introduction of outside competition shakes
these markets up and, to a degree, curtails inefficiencies
as domestic firms adopt better domestic technologies.
How much does this matter? Older studies of trade
and growth assumed not much, pegging welfare gains
from this avenue of innovation at roughly 1%. Tonetti
and his colleagues found gains closer to 10%, or an order
of magnitude larger.
Tonetti was careful, though, to define his work in a
tradition of economics that looks at aggregate well-being:
What, for example, would a decision to have more open
borders mean for domestic firms? Would it improve or
diminish the sum total of their productivity?
WHAT’S THIS GOT TO DO WITH EQUITY?
He stresses that his results speak nothing to ques-
tions of equity, such as: How do open borders affect
domestic employment rates in a specific business
sector, or geographic region, or demographic group?
“There is a whole separate branch of economics
literature on trade that tries hard to study the distri-
butional implications of policy,” he says. “These two
complement each other — you want to know what’s
happening to the whole pie and you want to talk about
how to slice it up.”
With trade, for example, Tonetti notes that a policy
of open borders may create aggregate gains, but it also
creates winners and losers among individual domestic
firms. All boats are not lifted. It is the job of economists
to think about ways to distribute these gains, and the
job of policymakers to choose what happens.
“It’s probably true that a lot of people in America,
and across the world, have been hurt by international
trade proliferation,” says Tonetti. “But if that fact stops
us from further integrating economies, further low-
ering trade barriers, then my paper suggests we’re

Device (IED) was found in
a passenger vehicle near
Nashri Naka on Srinagar
Jammu National Highway in

Police (SSP), Ramban, Mohita
Sharma said on specific

Srinagar, Nov 25: Despite
fewer measles cases, the
J&K health department as
a precautionary measure
has stepped up surveil-
lance in all the districts of
the Union Territory and
has asked them to admin-
ister additional vaccine
doses, if needed.
Earlier, the Ministry
of Health and Family
Welfare had asked states
and Union Territories to
administer one additional
dose of measles and rubel-
la vaccines to all children,
aged 9 months to 5 years,
in vulnerable areas.
Dr Shahid, State Immu-
nization Officer, told Great-
er Kashmir that Jammu
and Kashmir is already on
a high alert and ready for
the vaccination drive.
He said that the sur-
veillance and monitoring
have also been increased
and the health department
has asked all the districts
to stay alert and tackle the
cases of measles. “But so
far there are fewer mea-
sles cases in the UT,” Dr.
Shahid said.
"There are some
instructions related to the
cases of measles among
children. If there will be
even 10 percent of children
who are nine months old
and have measles, then in
those cases, an extra dose
of vaccination is recom-
mended during six to nine
months," he said.
Dr Shahid said that
usually, measles cases
among children increase
from November to March.
According to the doc-
tors, the initial symptoms
of measles include high
fever, bloodshot eyes,
runny nose, and tiny
white spots on the inside
of the mouth. Gradually
a rash develops several
days later, starting on
the face and upper neck
which slowly spreads
downwards.

ing, to consider giving one
more dose to all children
aged 9 months to 5 years
who live in vulnerable
areas where the number
of cases of measles has
recently increased.
The special dose for
Measles and Rubella for
Universal Immunization
Programme (UIP) report-
ing purposes is referred to
as the one additional dose.
"This dose would be in
addition to the primary
vaccination schedule
of the first dose at 9-12
months and the second
dose at 16-24 months," the
advisory reads.
The "Outbreak
Response Immunization"
(ORI) mode will be used by
the state government and
the UT administration to
identify vulnerable areas.
“All children under
the age of six months and
those under nine months
will receive a dose of
MRCV in areas where the
number of cases of measles
in the age group of fewer
than nine months exceeds
10%. Since this dose of
MRCV is being given to
this cohort in "Outbreak
Response Immunization"
(ORI) mode, therefore,
these children should also
be covered by the first and
second doses of MRCV as
per the primary (routine)
Measles and Rubella vacci-
nation schedule," it reads.
The health ministry

mechanism needs to be
strengthened for early case

tower has been installed in
one of the remote villages
in the Kargil district bring-
ing cellular connectivity and
hope of a better future to the
local population.
The mobile phone tower
has been installed by Airtel at
the border village of Kaksar of
Kargil district in Ladakh. The
village is about 20 kilometers
from the district headquar-
ters Kargil. The tower will
cover two villages including
Kaksar and Latoo villages.
The installation of the
airtel mobile tower has
brought immense cheer to
the locals and relief for them,
particularly the student com-
munity who were suffering
immensely in absence of any
mobile connectivity.
A prominent social-politi-
cal activist from Kargil Sajad
Hussain Kargili said that it
was a long pending demand
that has been fulfilled and it
will connect the area with the
rest of the world.
He expressed gratitude
