SOP for PGS Group creation, Addition of members and Generation of

SCOPE Certificates
1. Education of under conversion farmers (UCF) about PGS-India Green Certification -After
getting a request from an individual farmer / group of farmers / FPO / FPC. Call the
farmers at the training centre in groups for the first meeting, identify the willingness,
capacity of the farmers and preparedness to adopt organic farming over the long term -
By Mukesh Kamboj.
2. Creation of Local Group and generation of UID / PW, Group Identity and Group details -
Training to Group Leader for By Paras - Computer operator Paras.
3. Documents from farmers - Collect, Check and upload desired documents of
willing farmers- By Group Leader within a week upload and submit to RC for approval.
4. Checking of LG & Farmers details - By visiting the farmer sites, checking land records,
Documents etc, GPS location record.- Mr. Vikrant Gupta.
5. Approval / rejection of LG : Mukesh Kamboj
6. First training about Organic Farming Practices for the entire group: Mukesh Kamboj
7. Subsequent support for plant protection and nutrients management to the group

Awareness Program on PGS And L.G. Formation:
Under conversion farmers (UCF) and Other active farmers who voluntarily want to go for
Organic certification and PGS certification will be given complete guidance regarding PGS (
structure and mode of working) and its advantage over Third party Certification system along
with its need .

Local Group (L.G) Formation

Mr. Mukesh kamboj and Team will edify UCF and other active and willing farmers,on the
following points :

1. Role of LG and its importance.

2. About the basic structure, formation and functioning of L.G

3. Conditions and basic requirements for LG.

Once the farmers voluntarily agree to form the LG they will be provided with the
operational manuals and formats of forms required for LG formation.(necessary
documents like Farm History Sheet, Farmers Registration with local group, Farmers
Pledge, Endorsements etc.)

Capacity Building of LG by imparting training on Procedures for adoption of PGS-India


certification procedures, requirements of meetings, key training programs, methodology for LG
operation, peer appraisals, LG Summary sheet filling, decision making and PGS-organic
standards will be done by Mr. Mukesh Kamboj and Team.

We will provide copies of all the instruction manuals, standards and formats in hard copies in
local language to the local groups.

• We will be Granting registration certificates, supervision on functioning of


groups,assessment of PGS-India standard compliance, local summary sheet appraisal
and endorsement of certification decision as per the PGS-India program.

• We will be Providing internet and data uploading facilities in PGS-India on-line


application tool wherever Local groups do not have access to computer and internet or
are not able to operate the system.

Once the Creation of Local Group is completed generation of UID / PW, Group Identity and
Group details -Training to Group Leader will be done by Mr. Paras (Computer operator).
Aprroval Of Local Group

• We require LG to apply for registration with RC in prescribed format.


• After receiving application in prescribed format RC shall grant registration to local
groups subject to verification of following documents:

1 .Application for registration, complete in all respect

2. Individual Farm History Sheet,

3. Endorsement of LG by Central/State Govt.

4. Authorities/other PGS groups Pledge of farmers

5. Entire land holding brought under organic or to be gradually brought


under conversion within 24 months’ time.

• Once The Local Group is ready to function i.e. all the documentation work required is
completed and uploaded for the approval by group leader, within seven days our
representative/Authorised Person Mr. Vikrant Gupta will Be visiting the farmer sites,
checking land records,Documents etc,and GPS location records.
• Mr. Vikrant Gupta will be conducting inspection and the inspector must be provided with
detailed assignment of inspection along with a surveillance inspection checklist.
• Mr. Vikrant Gupta will physically verify all relevant documents of registration and
endorsement in respect of each listed farmer during inspection of LG.
• Mr. Vikrant Gupta will physically verify the peer appraisals of all listed farmers and check
the consistency of certification decision with degree of compliance of PGS-India
Standard.
• Mr. Vikrant Gupta will randomly select a small percentage of Farms and conduct
sampling of soil / farm produce for residue testing.
• Mr. Vikrant Gupta will verify the non-compliance committed by the farmer as well as the
subsequent corrective measure taken by the farmer and also its outcome on the grant of
certification decision by the group.
• Mr. Vikrant Gupta will verify the records of group meetings and key field day training and
the turnout of farmers.
• Mr. Vikrant Gupta will have to fill up the check list and get it signed both by himself and
by the three members of the local group and submit the report to RC along with his
comments on compliance of PGS India standards by the local groups.
• After the Validation of record and other documents including land location etc. is
completed by our authorized representative, final decision for the approval of local group
will be done by Mr. Mukesh Kamboj and The certification approval committee following
the following Procedure for Grant of approval of Certification decision:
Mr. Mukesh Kamboj and Certification Approval Committee will impartially take decision
on endorsement of certification decision subject to verification of following documents :

1. LG work summary sheet is complete in all respect

2. Annual surveillance inspection report verifies the compliance of PGS-India Standard without
any complaint against any farmer

3. Results of residue testing is negative

4. No non-compliance by any farmer

5. Compliance of PGS-India Standard

6. We will issue approval within 15 days online to LG for taking printout of scope certificate.

7. We will approve or disapprove the certification decision of the group but shall not include or
exclude any individual farmer from the group.

Condition for withdrawal of certification decision:

1. RC shall withdraw approval of certification decision from the whole group subject to following
conditions:

2. Major non-compliance committed by any member of the group which affects the organic
integrity as evident from LG summary sheet and surveillance inspection report.

3. Local groups granted certification decisions without taking corrective action in respect of
major non-compliance committed by farmers.

4. Major non-compliance observed during surveillance inspection.Positive residue test report.

5. RC shall communicate the decision of withdrawal of certification approval to the local group
with justification within 15 days of receipt of LG Summery Sheet from LG.

• After the approval of the LG certificates will be issued accordingly.

Generation And Issuing Of PGS Certificate To LG


• We will grant approval of certification decision based on compliance of PGS-India
standard to local groups.

• We Will generate scope certificate bearing Unique Identity Code(UID) which shall
contain the entire information regarding the production system, Peer appraisal and
decision of group for traceability and public access.

• The scope certificate as well as summary information will be uploaded by Our RC in the
PGSIndia website.
• The PGS-India Organic Logo as well as logo of Our RC will be printed on Scope
Certificate.

• The LG farmer will be given print out of scope certificate after getting approval.

We May rationalize our tariff structure for providing paid services to the Local Group(LG) by
entering into the agreement with the local group during registration. Our tariff will be structured
in terms of following components.

We will enter into an agreement with LG in a prescribed format in which the LG will fulfill all
requirements of certification including payment for services .

We will make online registration if data and application are received online and subsequently
issue user ID and password on PGS website whereas for offline application We will grant
registration and issue ID and Password in hard copy and publish information in website of PGS-
India.

• We will randomly select a small percentage of farms/products and draw soil


samples/products for testing of pesticide residue. The testing of pesticide residue shall be
coordinated by the PGS Secretariat.
• The result of the residue testing will be uploaded on the website of PGSNAC.

Further with the increase of area and farmers, the number of employees will be
increased and assigned with roles and responsibilities as per the requirement of the
organization.

Also the SOP will be improved with the time and application feedbacks on the ground
with strict implementation of rules and regulations.
