Grant Program Description:


Multimodal Transportation Fund (MTF) Program - PADCED

The Multimodal Transportation Fund provides grants to encourage


economic development and ensure that a safe and reliable system of
transportation is available to the residents of the Commonwealth.

Funds may be used for the development, rehabilitation and


enhancement of transportation assets to existing communities,
streetscape, lighting, sidewalk enhancement, pedestrian safety,
connectivity of transportation assets and transit-oriented development.

Project Background:
Bicentennial Village Corridor

“Promote Pedestrian Connectivity Between the Downtown and Lock Ridge Park”

• Existing sidewalk, driveway aprons and curbing are deteriorating and are not
ADA-compliant.
• Facilities for non-auto travel are limited, substandard, and unable to compete
with the attractiveness of single-occupancy vehicle travel.
• Marked Pedestrian crossings on Lockridge Lane are infrequent.
• Bicycle access is difficult with few alternative paths.

Project Introduction:
The Bicentennial Village Improvements Plan is intended to reflect
the community’s vision and priorities of increasing safety for
bicyclists and pedestrians and increasing the use of these modes of
travel. It also addresses other benefits associated with biking and
walking including reducing reliance on fossil fuels, reducing
emissions, improving health, improving the local economy and
ultimately enhancing our quality of life, which are additional benefits
associated with our commitment to increasing multimodal
transportation options for our public.

Physical Improvements Description:


The scope of work involves replacing existing concrete sidewalk, vertical
curb and driveway aprons due to deteriorating conditions, as well as
providing ADA-compliance; Improving stormwater drainage; Repairing
and overlaying the existing pavement (Lockridge Ln., E. 2nd St. & Roberts
St.), Raising/adjusting existing utilities and curb boxes; Performing
intersection upgrades to emphasize pedestrian safety.
