This specification has been prepared by the Design Department (NTDC) 0.2 This Specification is intended for the procurement of material and does not include all the necessary provisions of a contract. 0.3. This specification is subject to revision as and when required. 1 SCOPE This specification covers the requirements for voltage transformers of 0.2 accuracy class intended for special energy metering applications in 66KV through SOOKV systems. 2 REFERENCE SPECIFICATIONS 21 The voltage transformers shall-be designed, manufactured and tested in accordance with the latest issue of following IEC Publication and particulars listed herein. soe IEC Publications 60044-2 Inductive voltage transformers IEC Publicaitons 60385 Coupling capacitors & capacitor dividers 2.2 Incase the requirements laid down herein differ from those given in the relevant IEC Publication in any particular, the voltage transformers shall comply with the requirements listed herein in regard to that item. 3 SERVICE CONDITIONS 3.1 The voltage transformers and all accessories shall be suitable for satisfactory operation under the following service conditions: 3.1.1 Ambient Temperature Maximum sore Maximum mean over 45°C any 24 hours. Mean in any year 30°C Minimum -10°C 3.1.2 3.14 41 Relative Humidity ‘The relative humidity may range from 0 to 100 percent. The maximum value of the ambient temperature and humidity, however, do not occur simultaneously. During the monsoon, high humidity may persist for many days at a time alongwith temperature ranging from 30°C to 40°C. Altitude Installation upto 1000m above sea level. Atmospheric Conditions It may be assumed that the air is not normally heavily polluted by dust, smoke, aggressive gases, vapors or salt spray. The voltage transformers shall’ be hermetically sealed. 5.1.2 A magnetic type oil indicator marked with oil level for 25°C shall be provided. 513 5.2 S21 5.2. 5.2.4 5.2. 5.2.6 S27 5.28 ‘The oil to be used for the inductive type voltage transformers and electromagnetic unit of the capacitive voltage transformers shall be class-I oil, conforming to IEC- 296. Construction All material and workmanship throughout shall be of best quality and in accordance with modern practices. The design shall be such that installation, replacement and general maintenance may be under taken with a minimum of time and expense. The core of the voltage transformers shall have interleaved yoke and limb laminations made of high grade silicon steel stampings. These shall be insulated with special varnish with high insulating strength and securely clamped. The primary winding of the voltage transformers shall be miulti-layer, of double enamelled wire with insulation of special paper between layers. The secondary winding shall be of double enamelled copper wire and shall be insulated from the core and the primary winding with pressboard and paper. The primary winding shall be assembled to avoid weak points of insulation and obtain a’ uniform distribution of voltage gradient during impulse voltage conditions. The assembled windings shall be dried under vacuum and heat, The ready~ assembled transformer shall be vacuum treated and filled with de-aerated oil under vacuum, ‘The windings and core shall be accommodated in hot-dip galvanized steel tank. “The CVTs shall consist of a capacitor divider unit containing a large number of series connected oil impregnated capacitor elements and an electromagnetic unit (Intermediate Voltage Transformer) connected between the intermediate terminal and the earth terminal of the capacitor divider unit for providing the secondary output. The entire capacitor divider unit i.e. high voltage capacitor and intermediate capacitors shall be hermetically sealed, preferably, in the same hollow porcelain housing so that the measuring errors due to changes in temperature and due to changes in temperature and due to contamination are minimized. ‘The capacitor units shall be completely filled with oil. In order to increase the margin to corona inception, the capacitor unit shall be pressurized. The oil expansion technique shall incorporate the provision other than nitrogen gas cushion such as synthetic or stainless steel bellows or expandable cells to EFSF? © FOO © U-O8 S © OOD OD . ® e e ba accommodate oil level variation. Suitable grade of stainless steel shall be used if steel bellows are provided with the provision of suitable device for indicating the position of bellows. Each capacitor shall be equipped with a pressure indicator. Oil level gauge shall be of a type which can be read with the equipment energized. The capacitor electrodes shall be made of aluminum foil. The dielectric shall consist of several layers of high quality paper impregnated with special mineral oil and shall be properly assembled. The capacitor divider unit shall offer negligible capacitance variation with temperature. and shall have optimum stability of ratio for different ambient temperatures. Suitable means shall be provided in the design of CVTs to prevent corona discharges, in order to reduce the high frequency noise level. 5.2.10 The capacitors of the voltage divider unit shall have low dielectric losses, small insertion losses at high frequency, high resonance frequency and low radio interference voltage level. 5.2.11 The electromagnetic unit of CVTs shall consist of an intermediate voltage transformer, a device for suppression of ferro resonance oscillations, and a compensating reactor to ensure correct phase and ratio relationship between primary and secondary voltages. These shall be housed ina hermetically sealed steel tank filled with oil. The tank shall be capable of withstanding excessive pressure under fault conditions without distortion. The oil in the steet tank shall be separated form the oil in the porcelain unit, A drain screw and an oil filing screw shall also be provided. The transformers shall have three legged core, made of high grade silicon steel stampings, the winding shall be arranged concentrically on the middle leg of the core and insulated with oi! impregnated paper. The primary winding shall have uniform voltage distribution. The LV.T. shall have a low design flux density. If a ground switch is provided for intermediate transformer, it shall be lockable in the open position. 5.2.12 A test device shall also be provided to check the working of the suppression circuit at any time with the transformer energized. 5.2.13 A signaling device operated by liberation of gas shall be provided for the detection of slightest fault which may effect the accuracy of the measurement and also indicate any abnormal fall in the oil level. 5.2.14 Protective device shall be provided for limiting over voltage to about twice the full load voltage across the auxiliary capacitor in the event of short circuit of burden impedance. 5.3 53.1 Bushings Bushings shall be made of wet process porcelain, which shall be homogenous, free from laminations, cavities or other physical flows and shall be well vitrified, tough and impervious to moisture. Bushings shall have a glaze of brown colour. 5.3.2 The primary winding neutral end connection shall be brought out through the 5.3.3 54 34.1 wo wo iS 5.5.3 5.5.4 5.5.5 5.5.6 welded steel plate tank wall or cover, with a dry polyurethane type bushing, capable of withstanding a 4kV, SOHz test for connection to a neutral conductor. Fittings made of steel shall be hot-dip galvanized. Primary Line Terminals The size of the primary terminal shall be minimum 80mm in length and 30mm in dia. It shall be made of silver plated or tin plated copper. Altematively, a clamp type terminal suitable for receiving Aluminum conductor of 400mm? shall be provided. Secondary Terminals , Terminals Boxes and Marshalling Box All secondary leads shall be brought to an outlet box and terminated in the terminal box located in a weather proof box near the transformer base. Provision shall be made in-terminal box for entry of 75mm dia. GI pipe for 4x2.Smm? control cable. ‘The terminal box shall be located in such a manner that they will line up when the VTs are banked in tine for three phase operation. The name plate shall be fixed at the outside of the terminal box to be visible with ‘the box closed. Connection diagram shall be affixed inside the secondary terminal ‘box so that it can be easily read while working in the box. A marshaling box shall be erected on centre phase supporting structure containing isolating type terminals to all secondary circuits, three single pole, high speed MCBs for VT protection with auxiliary contacts for annunciators purposes. Proper cable glands shall be provided for cable terminations. Humidistat and thermostat controlled heaters shall be provided inside each marshalling box. Lamps with door operated switch shall be provided for internal illumination. An MCB with auxiliary contact shall be for switching ON/OFF the AC power supply to the heating, illumination and power socket. The MCB shalll also be equipped with sensitive earth fault protection for personnel safety. Each star-point of the VT circuits shall be separately grounded through isolating type terminals. The provision of locking by means of pad locks and sealing by means of lashed wire and lead seals shall be made for secondary terminal boxes as well as marshalling box. Provision shall be made in the bottom plate of the marshalling box for entry of 4 Nos. 75mm dia. Galvanized iron pipes for running 4x2.5mm? Control Cables. Earthing Terminals Two number earthing terminals at diagonally opposite positions shall be provided. Each terminal shall be capable of carrying full short circuit current and be suitable for accommodating 95 to 185mm? copper earthing lead. Mechanical Strength The voltage transformers shall be capable of withstanding the mechanical cantilever stresses equivalent to those produced by winds of 150km/h and horizontal earthquake acceleration of at least 0.3g in any direction, Accuracy Requirements - The specified accuracy requirements shall be met without having to make adjustments for changes of power factor, burden or voltage. The limits of error shall apply for power factor from 0.6 to unity . The transformation ratio of the voltage transformers shall not be affected by changes in ambient temperature. ‘The standard reference range of frequency shall be from 99 to 101% of rated frequency for specified accuracy classes. The ratio error and phase displacement shall remain within accuracy limits in these ranges. ‘The ratio error and phase displacement at rated frequency at any voltage between 80% and 120% of rated voltage and with burdens of between 25% and 100% of rated burden, at a power factor of a 0.8 lagging, shall not exceed the prescribed value for specified accuracy class. The stack capacitance at rated power frequency shall not differ from the nominal nameplate value by more than 5% or + 10% before dielectric tests. After dielectric 5.9 5.9.1 5.92 5.9. 5.9.4 Sd S Sl tests the capacitance at rated power frequency shall not differ from the measured value prior to dielectric tests by more than the capacitance of one capacitor element. The dissipation factor at rated power frequency shall not differ from that measured prior to the dielectric tests by more than 0.1%. Effect of Transients The transient response of the capacitor voltage transformer shall be such that on the application of a short circuit to the primary and earth terminal the secondary output voltage shall fall to a value less than 10% of the peak value before short circuit in less than one cycle of rated frequency. When a capacitor voltage transformer supplied at 120% of rated voltage and with substantially zero burden has its secondary terminal short circuited and the short circuit is suddenly removed, the peak of the secondary voltage shall revert to a value which does not differ from its nominal value by more than 10% after 10 cycles of rated frequency. When a CVT supplied at voltage corresponding to its rated voltage factor and with a substantially zero burden, has its secondary terminal short circuited and the short circuit is suddenly removed ferro-resonance shall not be sustained for more than,2 seconds. ‘The exciting impedance of intermediate transformer and capacitance of voltage divider form a resonant circuit. The basic frequency of this circuit shall be greater than 0.3 times the system frequency so that the decaying oscillation shall not be sustained or periodic. Rated Voltage Factor The standard value of rated voltage factor shall be 1.2 for continuous duty and 1.5 for 30 seconds duration. Temperature Rise The temperature rise, of the voltage transformer under conditions specified in IEC 60044-2, shall not be more than 55°C. A reduction of 10° C is specified due to higher ambient temperature. F 6-058 F O68 0 6 6-0-2 © 6-8 o"6"8 @ O08 5.12 Short Circuit Characteristics i e e @ e e 6 e e e eo: e e. e. 6 e e e. e e . e e e e @. ® 8 5.12.1 The voltage transformers shall be capable of withstanding for one second the . mechanical and thermal stresses resulting from short circuit on secondary A terminals with maximum rated voltage maintained on primary terminals, 5.12.2 The temperature of the winding under the short circuit condition given above shall not exceed 250°C assuming an initial copper temperature of 95°C. 5.13 Painting 5.13.1 All exposed metallic parts shall be painted except where painting will interfere with the normal operation of the equipment. Where surfaces are left unpainted for mounting purposes, they shall be suitably protected to prevent rusting during storage and ocean transport. 5.13.2 After surface preparation and cleaning of all surfaces to be painted, the surface not in contact with oil shall be painted with two coats of an epoxy primer 4 containing red lead. The surfaces shall be finish coated with two coats of enamel j applied to provide a uniform smooth surface free from blemishes. 5.13.3 The exterior surfaces shall be painted with dull grey colour. In no case light colour or aluminum paint shall be used, 5.14 Galvanizing Alll the steel and malleable iron parts shall be hot dipped galvanized. , 6. TERMINAL MARKINGS ‘The terminal markings shall be in accordance with IEC-60044-2. 7 RATING PLATE A rating plate made of stainless steel with engraved inscription shall be attached above the terminal box or to an alternate location if the alternate location is more readily accessible when the voltage transformer is mounted. Verification of terminal markings. Power frequency tests on capacitor voltage divider Power frequency tests on earth terminal of the capacitor voltage divider. Power frequency, tests on intermediate voltage transformer. Verification of measuring accuracy at 0.8 lagging power factor. Measurement of capacitance and dissipation factor Clause 5.2.1 (ANSI. C93.2 1976). Accuacy curves for ratio error and phase error shall be supplied for the deviations in the burden form zero to maximum rated value, over the specified range of power factor and frequency from 49 to 51 Hz. Transient response curves with equivalent capacitance, intermediate voltage and burden as parameters, shall be supplied.
