Sub:- Registration of all PIBOs & PWPs under PWM Rules in Central
Pollution Control Board's Centralized EPR Portal -reg.

The Ministry of Environment, Forest and Climate Change, (MoEF & CC) New
Delhi, notifred guidelines on Extended Producer Responsibility (EPR) for Plastic
Packaging on 16.02.2022 as 4m amendment to Plastic Waste Management Rules,
2016 under Environmeqtal (Protection) Act, 1986. The Central Pollution Control
Board (CPCB) has' communicated to all the State Pollution Control Boards
regarding the implgmentation of the said notifrcation.

Further, as per the said amendment, all Plastic Packaging Material

Producers, Importers, Brand Owners (PIBOs) and Recyclers, Plastic Waste to
Enerry Plants, Plastic Waste Co-processor (PWPs) units are required to register in
the Centralized EPR Portal of the CPCB. CPCB vide letter dated: 0I.06.2022,
L7.O8.2O22, O8.O9.2O22 had directed all State Pollution Control Boards to take
action to register PIBOs and PWPs on Centralized EPR Portal. In the meanwhile,
the CPCB had issued notice to all the PWP units on 26.07.2022 directtng them to
get registered in Centrafized EPR Portal (https://www.cpcbeprplastic.inl) on or
before August 5, 2022. Accordingly, the Regional Offrces of the Board were
instructed to take action for registration within the stipulated time as per the said
directions. Further, the CPCB has issued one more notice on O2.1I.2O22 to all
SPCBs to take action for registration of PIBOs and PWPs within LS.LL.2O22.

Accordingly, a final notice is issued to the all PIBOs & PWPs units operating
in the State to get registered in the CPCB portal by 15.1L.2O22. It is hereby
informed that in case registration is not done before 15.II.2O22 action shall be
initiated to withdraw the consent order issued under the Water Act, L974 & Air
Act, 1981 and Envlronmental Compensation will be levied by KSPTCB without
grving any further opportunity. | -
