2. PROGRAM DESCRIPTION & RATIONALE:

Person with disabilities are part of the society, thus the government shall give full
support to the improvement of the total well- being of the disabled persons and their
integration in the mainstream society. Toward this end, the state shall adopt policies
ensuring the rehabilitation, self- development and self-reliance if disabled persons. It
shall develop their skills and potentials to enable them to compete favorably for available
opportunities. They have the same right as other people to take their proper place in
society. They should be able to live freely and as independently as possible. This must be
concern of everyone, the family, the community and all government and non-
government organization as stipulated in RA 7277-Magna Carta of Disabled Persons.

3. OBJECTIVES:

3.1 To implement programs and services for the promotion of welfare PWD as
provided by law and the local government;
3.2 To ensure full participation of Persons with Disabilities (PWD’s) in all aspect of
community life;
3.3 To be able to develop the sence of responsibility of PWDs towards themselves
and their community.
3.4 To ensure that PWDs will fully enjoy the benefits and privileges as provided for
in RA 9442

4. METHODOLOGY:

4.1 Community organization/ mobilization;

4.2 Provision of assistive device;
4.3 Paralympic game-local, provincial and regional level;
4.4 Provision and identification card and purchase booklets;
4.5 Participation in barangay, city and provincial activities;
4.6 Conduct of General Assembly and Year-End Evaluation;
4.7 Linkage with other NGO’s who can help the sector.
