For this purpose, the Chaplain Service is tasked to: (1) develop an Interfaith SQUAD System Manual which prescribes the guidelines and procedures for institutionalizing the SQUAD Weekly Interactive Meetings (SWIM), also known as Squad Leader's Time, for DHRDD approval; (2) coordinate with accredited SUGO Partners to identify, orient and train a pool of volunteer Values/LIFE Coaches composed of church ministers, lay leaders, pastors, a‘immah, and priests from their respective organizations; and (3) supervise the deployment of one Velues/LIFE Coach to each Squad This Manual provides information and guidelines on how to implement the Interfaith SQUAD System, It includes fifty-two (62) weekly Discussion Guides for the ‘Squads to share and learn from as they embark on their respective journeys of moral and spiritual transformation. Section 1-1 Enhanced Revitalized PNP Internal Cleansing Strategy The ERPNPICS aims to achieve the following primary objectives: (1) prevent PNP personnel from being involved in illegal activities; (2) identify, arrestiapprehend, prosecute and punish PNP personnel who ate involved in illegal activities; (3) remove PNP personnel who are incorrigible, iredeemable and hopeless; and, (4) reorient, reform, convert and reintegrate PNP personnel involved in illegal activities who are still redeemable to become responsible police personnel once again. The three-pronged Strategy is anchored on the PNP Core Values and Principles, Chapter 1 RESTRICTED 1 PNPM-CHS-NSU-04-02-019 RESTRICTED 1.1 PNP Core Values. The Preamble of the 1987 Philippine Constitution, as quoted below, embodies the PNP's Core Values and serves as the foundation for its vision of becoming “a highly capable, effective and credible police service working in partnership with 2 responsive community towards the attainment of a safer place in which to live, work and do business.” "We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.” a. Maka-Diyos. The PNP encourages its personnel to love and respect God, obey His commands, and live a life that is pleasing to Him b. Maka-Bayan. As the country’s premier law enforcement agenoy, the PNP requires its personnel to exhibit the highest respect for the rule of law. Its One Commendable Act (OCA) program motivates them to consciously perform deeds that promote patriotism, unity in diversity, and the common good. ¢. Maka-Tao. In enforcing the law without fear or favor, the PNP underscores respect for human rights in all its operations. Its OCA program also advocates that PNP personnel show compassion toward people in need, which may be as simple as helping a senior citizen safely cross a busy intersection, d. Maka-Kalikasan. The PNP understands the importance of caring for the environment. It helps mitigate land/sea/air pollution and the effects of climate change by undertaking special projects such as tree planting, clean-up drives and solid waste management. It is a member of the government's response team for disaster risk reduction and management. , Maka-Pamilya, The PNP acknowledges the importance and influence of family in the spiritual welfare of PNP personnel, hence the addition of Maka-Pamilya (family-based) to its core values and principles for the ERPNPICS. As Article XV, Section 1 of the Philippine Constitution asserts: "The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development." 1.2. ERPNPICS Core Principles. Under PNP MC No. 2019-027, the PNP adopted the following core principles: Chapter 1 RESTRICTED 2 PNPM-CHS-NSU-04-02-019 RESTRICTED God-Centered. Being God-centered means putting God first in all aspects of a person's life. Whether one refers to Him as God, Almighty Creator, Allah (SWT), Lord, Heavenly Father, Jehovah or by any other reverential name, the individual acknowledges the fact that He is the Supreme Being who governs his/her existence, and his/her plans and priorities must be in accordance with this Supreme Being's will Service-Oriented. Being service-oriented refers to an individual's willingness and ability to recognize and respond to another person's needs. PNP personnel are expected to embody the service orientation envisioned in Section 2 of Republic Act No. 8551 which specifies that “The Philippine National Police (PNP) shall be a community and service oriented agency responsible for the maintenance of peace and order and public safety.” Family-Based. Being family-based means that a person understands the value of his/her family, properly prioritizes its needs, and maintains healthy relationships with its members. As the basic unit of Filipino society, the family imparts values and beliefs which underpin an individual's personality, mold his/her attitude toward others and impact upon his/her personal and professional decision-making, 1.3. The Preventive Approach. This is a proactive way to maintain discipline and preempt misbehavior among PNP personnel, whether at work or off-duty. The Preventive Approach shall restrain PNP personnel from involvement in illegal activities by inculcating the values of love of God, country, people, and family. It seeks to attain the following objectives: a b. Chapter 1 Maintain order and discipline in the ranks at all levels; Implement a more effective reward and punishment system; Enhance accountability and professionalism among PNP personnel particularly the Squad leaders, ESPOs, PCP Commanders, COPs, DDs, PDs, RDs and other unit commanders of NSUs and PNP NHQ; Uplift the morality and spirituality of all PNP personnel; Enhance the physical and mental well-being of all PNP personnel; Monitor the activities of PNP personnel whether on duty or off-duty; Wam, advise, counsel and mentor PNP personnel to shun illegal activities; and, RESTRICTED 3 PNPM-CHS-NSU-04-02-019 RESTRICTED h. Impress upon all PNP members the concept of a God-centered, service-oriented, and family-based PNP. 1.4 The Restorative Approach. As the “soft hand” of the internal cleansing strategy, this utilizes programs on moral recovery and spiritual renewal to transform and redeem erring PNP personnel. The Restorative Approach shall reorient, reform, convert and reintegrate PNP personnel involved in illegal activities who are still redeemable to become responsible police personnel once again. It seeks to attain the following objectives: a. Conceptualize and implement an effective moral and spiritual recovery program; b. Enhance the values system of erring PNP personnel and embrace the PNP's true ideals of Maka-Diyos, Makabansa, Makatao, at Makakalikasan; c. Create integrity circles as accountability, mentoring and support groups to prevent the transformed PNP personnel from returning to their former illegal activities; d. Provide psychological and psychiatric interventions; and, €. __Institutionalize a continuous assessment program. 1.8 The Punitive Approach. As the “iron hana" of the internal cleansing strategy, this follows due process in investigating and imposing appropriate sanctions on erring PNP personnel. The Punitive Approach shall undertake programs to identity, artest/apprehend, prosecute and punish PNP personnel who are involved in illegal activities, and to remove PNP personnel who are incorrigible, irredeemable and hopeless. It seeks to attain the following objectives: 2. Monitor illegal activities committed by PNP personnel; b. Identify PNP personnel who are involved in illegal activities; c. Conduct case build up against involved PNP personnel; d. File administrative and criminal cases; . Arrest and neutralize erring PNP personnel; f Remove involved PNP personnel from the police service; Chapter 1 RESTRICTED 4 PNPM-CHS-NSU-04-02-019 RESTRICTED 16 9G. Monitor cases filed against PNP personnel; and, h. Monitor activities of dismissed PNP personnel. Section 1-2 The Interfaith SQUAD System The Meaning of SQUAD. This acronym stands for Spiritual Quest, Undertaking and Activities for Discipleship. For PNP personnel to better appreciate what the SQUAD System is about, the five words in the acronym are explained below: 17 Spiritual relates to the human soul/spirit as opposed to the physical body or material things; also refers to feelings and religious or sacred beliefs. Quest - is a search for something; in the PNP’s context, itis the pursuit of moral and spiritual transformation by seeking the Lord and finding meaning in life Undertaking - refers to a formal pledge or promise to do something; for the ERPNPICS, it is a commitment to the task of animating the whole organization with the same spirit of excellence throughout its ranks. Activities - may be a variety of actions, projects or interventions that help achieve the ERPNPICS's objectives, such as prayer meeting, mass or worship service, Bible/Qur'an reading, sharing of experiences, and lifestyle enhancement, self-care or self-help initiatives. Discipleship - is the process of creating faithful followers which entails learning and living by specific teachings; in the PNP’s context, this is a process that helps PNP personnel develop a lifestyle which is anchored on the agency's core values and principles. Objectives. The Interfaith SQUAD System is envisioned to: a. Serve as the primary vehicle for achieving the Preventive Approach's objectives; Chapter 1 RESTRICTED 5 PNPM-CHS-NSU-04-02-019 RESTRICTED 18 G Provide a venue for 2 regular SQUAD Weekly Interactive Meeting (SWIM), also known as "Squad Leader's Time" (SLT), to discuss the agenda and guide for the week; Bring together PNP personnel in a spirit of camaraderie, teamwork and a shared journey of transformation; Promote a sense of responsibility for each other and a sense of belonging to the Squad; Strengthen the Squad Members’ walk of faith and encourage accountability for their personal and professional actions; and, Allow Squad Members to reach out to the CHS and/or Values/LIFE Coaches if they need counseling for issues affecting their well-being. jelines for the Organization and Composition of a Squad. Ina military organization, a Squad is a group of eight to fourteen (8 to 14) soldiers led by a non- commissioned officer. In layman's terms, it is a small group of people who are trained to accomplish a task. As defined by MC 2019-027, a Squad is “a group of PNP personnel composed of a minimum of five (5) to a maximum of eight (8) members led by a Squad Leader.” a All PNP personnel, whether PCOs, PNCOs or NUP, shall be included in the composition of a Squad A Squad Leader (SL) is the most senior PCO/PNCO or most ranking NUP in a Squad. He/she is expected to mentor the Squad members and assume responsibility for their discipline The SL is assisted by an accredited and trained Values/LIFE (Leadership, Integrity, Faith, Excellence) Coach from any of the SUGO Partners. 1.9 Roles and Responsibilities of the Squad Leader. A Squad Leader (SL) is the most senior PCO/PNCO or most ranking NUP in a Squad who mentors his/her ‘Squad Members. He/she is also responsible for: a b. Chapter 1 Determining the schedule and venue for convening the SWIM/SLT; Presiding over the SWIM/SLT; Getting to know the Squad Members and Values/LIFE Coach assigned to the Squad; RESTRICTED 6 PNPM-CHS-NSU-04-02-019 RESTRICTED 1.10 Roles and Responsi Consulting the Squad Members and Values/LIFE Coach on the appropriate Discussion Guide for sharing; Ensuring the presentable appearance of their Squad Members at all times, in accordance with the guidelines in “Tamang Bihis", Monitoring the Squad Members’ daily attendance; Imposing rules on and monitoring of the Squad Members’ discipline; Accomplishing a weekly evaluation report on the performance of Squad Members; Rendering a written report on any offense/s or infraction/s committed by Squad Members; Recommending any Squad Member for reformation if necessary; Recommending the Squad Members’ IPER; Endorsing the Squad Members’ leave application for approval of the appropriate Administrative Unit/Section; Endorsing recommendations for the Squad Members’ schooling and promotion, among other personnel transactions; and, Serving as the custodian of the Interfaith SQUAD System Manual and ‘Squad Journal fies of the Volunteer Values/LIFE Coach. The ValuesiLIFE Coach is a member of the PNP MFPC-accredited SUGO Partners (please refer to the list in Annex A) who volunteered, was vetted, oriented and trained to facilitate the SWIM/SLT's Discussion Guide. As such, he/she is responsible for: a b. Chapter 1 Assisting the SL in conducting the SWIM/SLT on a weekly basis; Getting to know the Squad Leader and Members; Coordinating with the SL in determining which Discussion Guide to facilitate for the week; Studying the appropriate Discussion Guide in advance; RESTRICTED 7 PNPM-CHS-NSU-04-02-019 RESTRICTED . Facilitating the SWIM/SLT using Discussion Guides in this Manual and similar material in other CHS-recommended and DHRDD-approved SQUAD System resources; f. Promoting the values of LIFE - Leadership, Integrity, Faith and Excellence - in the Squad; g. Responding to a SL's or Member's request for clarification during the sharing session; and, h. Responding to a SL's or Member's request for counseling andior referral to a suitable counselor. 1.11 Roles and Responsibilities of Squad Members. All PNP personnel have been directed to sign up as Members of a Squad, As such, they are responsible for: a. Getting to know their SL and the Values/LIFE Coach assigned to their respective Squads; b. Reporting for work in the prescribed attire, in accordance with the guidelines in "Tamang Binis", c. Complying with the rules on attendance and discipline; d. Participating actively in the SWIM/SLT, and bringing their own notebooks or journals if they wish to take notes during the meeting; . Providing inputs and feedback to the SL and Values/LIFE Coach on the points that were shared and discussed; f Applying their learning and insights to their daily life and whenever feasible, sharing the learning and insights with their families; g. Reaching out to the SL or Values/LIFE Coach in case they need clarification on what was discussed; and, h. Reaching out to the SL or Values/LIFE Coach in case they need counseling and/or referral to @ suitable counselor. 1.12. Roles and Responsibilities of the PNP Chaplain Service. The CHS's mission is to provide pastoral, religious, moral enhancement, spiritual guidance and counseling services to PNP personnel and their dependents, regardless of their religious affiliations. In implementing the Interfaith SQUAD System, it is responsible for: Chapter 1 RESTRICTED 8 PNPM-CHS-NSU-04-02-019 RESTRICTED Developing an Interfaith SQUAD System Manual, for the DHRDD's approval; Coordinating with SUGO Partners, the Faith-Based Groups duly acoredited by the PNP Multi-Faith Pastoral Counoil under LO! 17/10 “Spiritual Upliftment and Growth in the Organization (SUGO)", and Catholic, Evangelical, Muslim and other religious denominations and NGOs to identify and vet volunteer Values/LIFE Coaches for the Squads; Formulating the POI for orienting or training the identified SLs and Values/LIFE Coaches, Serving as OPR for such orientation or training; Providing related training materials for the use of Values/LIFE Coaches, as approved by DHRDD; Monitoring the progress and accomplishments of SUGO Partners; and, Attending and providing guidance during the quarterly assessment and evaluation of the Interfaith SQUAD System implementation. 1.13 Basic Do's and Don'ts. Squad Leaders and Values/LIFE Coaches are encouraged to take note of the following: Do: a Chapter 1 Pray for a change of heart. Genuine transformation comes from within Practice active listening. Be tactful always, especially in addressing issues raised. Understand that Squad Members come from different backgrounds and possess varying levels of expertise, experience and exposure to values. Encourage Squad Members to actively participate. Keep SWIM proceedings and personal disclosures confidential. For this purpose, level off with the Squad Members on what is known as the "Chatham House Rule", wherein the participants are allowed to use the information received, but the identities and affiliations of the speaker/s and other participants are kept confidential RESTRICTED 9 PNPM-CHS-NSU-04-02-019 RESTRICTED ft, Cultivate genuine relationships. g. Be conscious of the time - SWIMs/SLTs are designed to run for 60 to 90 minutes only. The date and time agreed on is probably the most convenient for majority of the Squad Members. h. Address minor infractions immediately so that these do not escalate into causes for grave concern. ValuesiLIFE Coaches are requested to refrain from the following: DON'T: a. Ask for money or PNP IDs or signed business cards. b. Give out solicitation letters to the Squads. c. Be offended by any “foul” or “street language used during the ‘SWIM/SLT. d. — Proselytize - the SWIMISLT is not a venue for recruiting Squad Members into your own church. Always remember that the Interfaith SQUAD System respects all religions in the PNP . Drop names of ranking officials or politicians to gain favor. The Squad Members must be made to feel comfortable in a non-threatening learning environment where everyone is treated as a peer or equal. Endorse nor attack any religion Section 1-3 How to Use this Manual 1.14 How the Manual is Organized. This Manual is composed of five (5) Chapters. Its 52 Discussion Guides - equal to the number of weeks in a year - are supposed to be shared during the Interfaith SQUAD System's initial year of implementation. a. Chapter 1 (Introduction) discusses the background, rationale, objectives and other policy- and procedure-related concems on the Interfaith SQUAD System. Chapter 1 RESTRICTED 10 PNPM-CHS-NSU-04-02-019 RESTRICTED b. Chapter 2 (We Serve and Protect) contains 18 Discussion Guides that help Squad Members understand the PNP Core Values, Police Creed and Police Ethical Doctrine as these apply to their daily life. c. Chapter 3 (We Walk the Talk) contains 15 Discussion Guides that illustrate in practical terms how Squad Members can live a God- centered, service-oriented and family-based life d. Chapter 4 (We Live Victoriously) contains 19 Discussion Guides on LIFE skills that are valuable in the journey for personal transformation They are divided into Sections on "Experience New Life’, "Build Strong Faith" and "Win in Life” e Chapter S (Conclusion) discusses the Interfaith SQUAD System's sustainability and mechanisms for monitoring and accountability. It also recommends reading materials and other resources that Squad Members may find useful in strengthening their walk of faith Each Section of Discussion Guides is designed as a “stand alone" material The SL and Values/LIFE Coach may opt to follow the overall sequence as presented (ie., from Discussion Guide 2.1 to 4.19) or to study each Section as a distinct series, (e.g.,"A God-Centered Life" first, then move on to "Build Strong Faith"). Some PNP Offices started implementing their respective SQUAD Systems even prior to the issuance of PNP MC No. 2019-027, and may already be “advanced” compared to Squads that were organized only after the MC was approved. It is up to the SL and Values/LIFE Coach to consult the Squad Members and determine which Discussion Guides from this Manual are suitable for them, Likewise, in the event that the Squad is composed of Members from different religious affiliations, the SL may wish to confer with them on their preference for a ValuesiLIFE Coach (e.g., priest, pastor, imam, INC minister). 4.18 Recommended Sequence of the SWIMWSLT. A SWIMISLT is similar to the Bible study or cell group meeting that many Christian churches practice. These churches believe that a midweek “feeding on God's Word is necessary to build up its members’ faith. The SWIM is also akin to the Islamic "mashwarah" - a mutual consultation on matters of importance such as home, career, community and country. Therefore, among the Muslim faithful in the PNP, the SWIM may mean a SQUAD Weekly Interactive Mashwarah The SL presides over the SWIMISLT. In the first 20 to 25 minutes, he/she will do the following a. Check the Squad's attendance. Chapter 1 RESTRICTED " PNPM-CHS-NSU-04-02-019 RESTRICTED 9 Lead the opening prayer or have a Member do so. Call the SWIM/SLT to order. Acknowledge the Squad’s cooperation and support in maintaining discipline, and note any good deeds and small acts of kindness done by individual Members. Briefly discuss any reported or observed misdemeanor, misconduct, breach of internal discipline, administrative negligence or any violation of regulations and laws during the week, and resolveldispose the same. Check on any issues affecting morale, and listen to any grievances or problems. Family or work-related problems and concerns may be referred to the Values/LIFE Coach for prayer and guidance. Identify actionable items, if any, then provide final guidance The Values/LIFE Coach facilitates the delivery of the Interfaith SQUAD System Discussion Guide for the week. In the next 30 to 60 minutes, he/she will do the following: a Chapter 1 Recognize birthdays, anniversaries and other significant events for the week. Introduce the Discussion Guide. Please refer to the succeeding item on Discussion Guide Format. Encourage Squad Members to read the passages from the Holy Bible or Holy Qur'an which are quoted in the Discussion Guide, even during the first SWIM/SLT, Suggest that Squad Members bring a Bible or Quran during the ‘SWIMISLT or download the appropriate app on their phones. Exercise care when doctrinal issues are raised during the sharing and emphasize the SWIM/SLT's interfaith nature (refer to the last item in this Section on the Interfaith Approach). Gently remind the Squad Members that the Discussion Guides’ Key Learning Points (KLP) focus on moral values and practical tips on how to apply them to daily life Ask questions that encourage participation and sharing of experiences and insights. RESTRICTED 12 PNPM-CHS-NSU-04-02-019 RESTRICTED 9. he Entertain any special requests for prayer from the Squad Members. Lead the prayer and close the SWIM/SLT with a group recitation of a faith declaration. 4.16 The Discussion Guide Format. A SWIM/SLT Discussion Guide follows the RIGP format - Reflection, Inspiration, Challenge and Prayer. This acronym may be easy to remember because it also represents the PNP's Revitalized internal Cleansing Program. a Chapter 1 Reflection (5 to 10 minutes). Questions are used to help break the ice and establish connection among the Squad Members. The Values/LIFE Coach may opt for an icebreaker activity that is related to the topic. For Squads that have been meeting even before the ERPNPICS MC was approved, the discussion may begin with a sharing of answered prayers. Inspiration (20 to 30 minutes). Each Discussion Guide contains Scripture from the Holy Bible, an Ayat (verse) or two from the Holy Quran and a Hadith (teaching from Prophet Muhammad). Depending on the Squad's religious profile, the Values/LIFE Coach may choose which Inspiration to use Each Discussion Guide has two or three KLPs. The Values/LIFE Coach may enumerate all of them before going into a more detailed discussion of each KLP as the meeting progresses. The Bible verses accompanying each KLP may be shared as a means to encourage ‘Squad Members to read and meditate on God's Word. The Squad Members may choose to take notes during the sharing and write their insights in their own notebook or journal. It is possible that due to time constraints, the Squad may not be able to finish all the KLPs in a Discussion Guide, Depending on the Squad's consensus, the Values/LIFE Coach may decide to: (1) extend the time for a few minutes, (2) agree to tackle the remainder of the KLPs during the succeeding week, or (3) convert the KLP into a question for take- home assignment. All Scriptures are from the New American Bible Revised Edition (NABRE), New Living Translation (NLT), New Intemational Version (NIV), and English Standard Version (ESV) of the Bible, and can be accessed from Bible Gateway (https:!mww. biblegateway.com), RESTRICTED 13 PNPM-CHS-NSU-04-02-019 RESTRICTED ¢c. Challenge (6 to 10 minutes). This asks the Squad Members to share what their most significant learning of the week is, and how they can apply it to their own life The Values/LIFE Coach may opt to integrate the sharing of insights and potential application of learning in the discussion of each of the KLPs. The goal is to help the Squad Members gain understanding of the learning’s value in their life d. Prayer (10 to 15 minutes). This is the most important part of the SWIMISLT. It is a time to take specific requests to God. The goal is to unleash the power of prayer in this journey of moral and spiritual transformation. For those who are not used to praying, the guide below (ACTS) may help: 1) Adoration - Begin by praising God for who He is. Acknowledge that God is the Supreme Being who is worthy of our worship 2) Contrition - Confess and ask forgiveness for any sins. A pure heart clears the communication lines to God. 3) Thanksgiving - Express gratitude for God's blessings and open the heart to receive more, 4) Supplication - Ask and lift up any prayer requests for provision, protection, healing, promotion, ete. It is recommended that the SWIM/SLT close with all Squad Members reciting a Faith Declaration which is at the end of every Discussion Guide. The Faith Declaration harnesses the power of the spoken word and verbalizes what the Squad believes in or desires for its Members. In Discussion Guide 2.1, for example, the Faith Declaration invokes the Lord's blessing upon all Squad Members; in Discussion Guide 2.2, it asks God to make them instruments of His peace; and in Discussion Guide 2.3, it uses the Serenity Prayer, The Faith Declarations aim to end the SWIM/SLT on a positive note. Many self-help and success coaches advocate the verbalization of positive thoughts (affirmations) as a means to build self-confidence and reinforce desired changes in behavior. 1.17 An Interfaith Approach to the SQUAD System. The PNP officially adopted an interfaith approach for its spiritual development programs, and as such it welcomes all religions and denominations, especially those which desire to partner with the CHS in the preventive and restorative aspects of the ERPNPICS. Chapter 1 RESTRICTED 14 PNPM-CHS-NSU-04-02-019 RESTRICTED This Manual is a tool for supporting the moral and spiritual transformation of all PNP personnel, regardless of their religious affiliations. The vision is to transform them into God-centered, service-oriented and family-based public servants. According to data from the DPRM as of June 2019, PNP personnel are predominantly Roman Catholic (71.42%). Other religions within the PNP include Islam (5.00%); Evangelical, that is, Protestant, Baptist, Adventist, Pentecostal and Aglipayan (3.83%); Iglesia Ni Cristo (2.55%); and Others (17.20%). Given this diversity, it is essential for the Interfaith SQUAD System to focus on the common ground among religions, that includes: (a) a belief in the existence of God, Allah or a Supreme Creator; (b) prayer as a cornerstone and expression of that belief; and, (c) the reading of God's Word which is contained in a Holy Book (i.., the Bible or Quran). Likewise, it is important that different policies and practices are respected Among the Iglesia Ni Cristo's kapatiran, for example, only INC ministers and church workers are authorized to teach or facilitate learning about the Bible. Therefore, the CHS shall endeavor to request volunteer Values/LIFE Coaches from local INC churches to ensure the active participation of an estimated 4,800 Squad Members nationwide who belong to the INC. Section 1-4 Inspirational Guide for Squad Leaders and Values/LIFE Coaches The very nature of law enforcement requires moral ascendany, or the ability to influence others by conforming to and exhibiting the highest standards of decorum, As public servants, police officers will find it easier to enforce the law when they enjoy the respect and confidence of the people they serve. For them to attain this, they need a strong spiritual foundation that can preclude any possible misuse or abuse of the power and authority which are vested in them Squad Leaders and Values/LIFE Coaches have been tasked with responsibilities that are critical to the success of the Interfaith SQUAD System. They are deemed the Chaplain Service's “force multipliers" in shepherding the PNP's journey toward genuine moral and spiritual transformation. As such, they are likely to encounter different challenges as they discharge their duties. Because Discipleship (the “D* in SQUAD) is a deeply personal and highly subjective process, the Activities (the "A" in SQUAD) conducted may produce varied Chapter 1 RESTRICTED 15 PNPM-CHS-NSU-04-02-019 RESTRICTED results. Similar to the parable of the sower, SLs and Values/LIFE Coaches scatter the seeds of faith through the SWIM/SLT, but these seeds fall on different types of soil (people with diverse personal attitudes about faith), which may or may not grow and bear fruit The insights in this Section intend to inspire SLs and Values/LIFE Coaches to equip themselves and persevere in the assignment they are given. Some are excerpts adapted from a Leadership Group Guide designed by Victory (victory.org.ph) in 2017 for its Victory Group (VG) Leaders. A VG is similar to a Squad in composition (5 to 8 people from the same age bracket), activity (to meet once a week for Bible study, sharing and prayer), and goal (discipleship). This Inspirational Guide follows the acronym LIFE, which stands for Leadership, Integrity, Faith and Excellence 1.18 Leadership. Transformational leadership seeks to bring out the very best in others by encouraging, motivating and inspiring them to identify areas where change is needed. Together, the leader and team members create a vision to guide them and execute a plan for the change they seek. The leader sets the example for team members to follow. a. Servant Leadership. Servant leaders put the needs and welfare of their team first, their own second. They recognize and listen to other people's perspectives, provide the support to help team members achieve their personal and professional goals, involve them in decision- making when necessary, and create a culture of community and cooperation among them: Everyone in the Squad has the potential and opportunity to become a servant leader, whether or not he/she has a formal title. At home or at Work, a person can serve by being faithful in everything that he/she does, without complaining or feeling entitled. The key is to develop a “servant's heart" - the willingness to serve others first and to sacrifice self-interest for the greater good of the Squad. b. Discipleship in the PNP. The PNP's 187,864 personnel (based on data from DPRM as of June 2019) represent a possible 23,483 Squads (with 8 members each) that must be organized nationwide. Squad Members come from all walks of life and different backgrounds, Some may have been brought up as devout followers of their religion; others may be nominal or non-practicing members of their church. Given such diversity, it is important that SLs and Values/LIFE Coaches focus on the common ground among Squad Members: a belief in the existence of God, Allah or a Supreme Creator; prayer as an expression Chapter 1 RESTRICTED 16 PNPM-CHS-NSU-04-02-019 RESTRICTED of that belief; and the reading of God's Word which is contained in a Holy Book. This common ground forms the foundation of the Interfaith SQUAD System's SWIW/SLT. Creating a Culture of Leadership. A culture is the set of self- reinforcing beliefs, practices and behaviors in an organization. It is shaped by what beliefs, practices and behaviors its members repeat or eject, and by who each member relates with. Leaders consciously drive and unconsciously influence organizational culture with their own beliefs, practices and behaviors. Transformational leaders create a leadership culture by clearly defining their purpose, communicating their agenda for change, recognizing the value of people, walking the talk, and empowering their members to become leaders themselves. SLs and Values/LIFE Coaches have been entrusted with the task of helping transform Squad Members into God- centered, service-oriented and family-based public servants. In the process of leading and facilitating the SWIM/SLT, they empower Squad Members with the ability to exercise leadership in their own spheres of influence - family, friends, community - and to disciple others by sharing their learning 1.19. Integrity. integrity is defined in two ways: as “the quality of being honest and having strong moral principles” and as "the state of being whole and undivided’. Both definitions apply to SLs and Values/LIFE Coaches. In the course of leading and facilitating the SWIMISLT, they must exhibit strong moral principles and a solid, undivided sense of purpose a Chapter 1 Moral Excellence. In daily life, the world encourages people to compromise or settle for instant gratification. What is easy and what is instant may lead to sin in various areas - morality, time, money, felationships, work. But when a person focuses on God's Word and Will for his/her life, God's power sustains him/her. Compromise - or accepting moral standards that are lower than what one deems desirable - is no longer an option because he/she is confident that by God's grace, he/she will not lack for anything Personal Accountability. Every person must be fully responsible for hisher owns actions and their consequences. Personal accountability is a choice to take ownership of one’s situation and not blame others for its causes and costs. It is a mindset that accepts the obligation and opportunity to do what is expected, or even more, with @ good attitude In the workplace, it means public servants come to work on time, perform the duties required, complete the tasks they are assigned, and go the extra mile to help someone. RESTRICTED 7 PNPM-CHS-NSU-04-02-019 RESTRICTED Personal accountability is an expression of integrity. As British writer and theologian CS Lewis says, it is doing the right thing, even when no one is watching. 1.20 Faith. Faith is confidence in what is hoped for and the assurance of what is. not seen. Faith comes from trusting God's plan and purpose for each persons life God knows every individual inside out - their achievements and mistakes, their hopes and fears. a. Faith in Leadership. Faith in leadership requires reading and meditating on God's Word, praying, and declaring His Word in every situation. Practically speaking, faith in leadership means the SL or Values/LIFE Coach brings God into the Squad's everyday decisions, They lead by trusting God's Word and living what it says as an example to their families, friends, colleagues and Squad Members. God has set apart some chosen people to become SLs and Values/LIFE Coaches so that they will impact the PNP with their leadership of small groups of men and women who need to feel His presence. b. Handling God's Word. The hearts of SLs and Values/LIFE Coaches should be set in advance to study, apply and teach God's Word. Their response to the call to take on the leadership responsibility is to study God's Word diligently and obey it wholeheartedly. They must see God's, Word as “useful to teach us what is true and to make us realize what is wrong in our lives... to correct us when we are wrong and teach us to do what is right." It equips them for every good work 1.21. Excellence. Excellence is usually defined as “the quality of being outstanding or extremely good”. It cannot exist without a baseline, standard or goal to measure it against. To achieve excellence in leadership, Squad Leaders, Members and Values/LIFE Coaches must meet the standard in God's Word across all religions: to honor Him and give Him glory in everything - thought, word and deed. a. Excellence in Leadership. In the eyes of the world, a leader can be successful and excellent, even if his/her health and/or family relationships are being sacrificed. Excellent leadership that honors God, on the other hand, takes care of personal health, values family and relationships, and upholds standards of excellence at work Moses asked God to "teach us to number our days, that we may gain a heart of wisdom". In living a life of excellence in leadership, it is important to recognize that each person's time is limited and his/her Chapter 1 RESTRICTED 18 PNPM-CHS-NSU-04-02-019 RESTRICTED Chapter 1 days are numbered. Equally important is knowing that it is impossible to live such a life apart from a relationship with God, hence Moses asks Him to “teach us". Through reading and meditating on God's Word, seeking Him and obeying Him, honoring God becomes a priority. When this happens, everything else will follow. SLs and Values/LIFE Coaches must learn to make the most of each day, valuing both people and productivity, and seek excellence in leadership by honoring God in everything, every day. Leadership in the Family. Marriage is God's idea and happens by God's design. Children are a blessing and reward from God. The gift of family is very close to God's heart, so family must be important to all SLs and Members as well. Marriage and family must never be sacrificed on the altar of “temporal success" - the demands of the job, the aspiration for promotion, the desire for material wealth. Marriage and family are designed to be top priority. No one else on this, earth can be what each person is to their family. No one else can be a father or mother to their children. No one else can be @ son or daughter to their parents. Squad Leaders, Members and Values/LIFE Coaches ate supposed to be the best models of God's Word to their family at home and to their Squad at work. What they do reflects who God is in their life and shows whether they honor Him or not. His grace and presence enable them to demonstrate humility, forgiveness and obedience to their family in all aspects of life RESTRICTED 19 PNPM-CHS-NSU-04-02-019 RESTRICTED Chapter 2 WE SERVE AND PROTECT Section 2-1 PNP Core Values 2.1 Love of God (Maka-Diyos) Reflection Do we believe in God or a Supreme Being? How do we experience His presence in our life? Be diligent about our responsibilities as citizens. We pay our taxes, follow the law, and set a good example for our children to follow. Even Jesus Christ understood that a citizen should abide by his obligations to God and to the government. “Teacher,” they said, “we know that you are a man of integrity and that you teach the way of God in accordance with the truth. You aren't swayed by others, because you pay no attention to who they are. Tell us then, what is your opinion? Is it right to pay the imperial tax to Caesar or not?" When we pollute the land, sea or air, our actions affect God's other creations and their ability to survive and grow. You make springs pour water into the ravines, so streams gush down from the mountains. They provide water for all the animals, and the wild donkeys quench their thirst. The birds nest beside the streams and sing among the branches of the trees. You send rain on the mountains from your heavenly home, and you fill the earth with the fruit of your labor. You cause grass to grow for the livestock and plants for people to use. You allow them to produce food from the earth - wine to make them glad, olive oil to soothe their skin, and bread to give them strength. (Psalm 104:10-15) What is our most significant learning today? Evil people dont understand justice, but those who follow the Lord understand completely. They are every harsh, haughty, and arrogant person.” (Sahih Bukhari) ‘lyad Ibn Himar reported, the Messenger of Allah, (PBUH), said: “Verily, Allah has revealed to me that you must be humble towards one another, so that no one ‘wrongs another or boasts to another.” (Sahin Muslim) How do we show humility as public servants? a. We are public servants, so we are expected to serve the people with humility. The Filipino taxpayers pay for our salary; they are our bosses, And he gives grace generously. As the Scriptures say, "God opposes the proud but gives grace to the humble.” Humble yourselves before the Lord, and he will lift you up in honor. (James 4:6,10) b. Do not seek personal glory. We must be motivated by a heart to serve and aim to do a good deed as often as we can, without expecting anything in return. Let someone else praise you, not your own mouth - a stranger, not your own lips. We must familiarize ourselves with the PNP's SOPs for both administrative and operational aspects of our job. Those who listen to instruction will prosper; those who trust the Lord will be joyful. (Proverbs 16:20) Have confidence in your leaders and submit to their authority, because they keep watch over you as those who must give an account. Do this so that their work will be a joy, not a burden, for that would be of no benefit to you. (Hebrews 13:17) b. Be good stewards and minimize waste of time, money and effort in accomplishing our tasks. This includes creating and synchronizing schedules as a team, staying within approved budgets, and using material resources (utilities, supplies, etc.) wisely.
