Pursuant to Presidential Decree No. 1566 (Strengthening the Philippine Disaster Control
Capability and Establishing the National Program of Community Disaster Prevention and RA
10121, and by virtue of the powers vested in me by law, do hereby order the organization of the
said council.

Section 1: Composition

Section 2: Function

The council shall perform the following DUTIES AND RESPONSIBILITIES:

A. CHAIRMAN
1. Developing the Disaster Preparedness Plan to protect life and the property and to
minimize damage in event of a disaster/calamity.
2. Coordinating such planning with the higher local authority;
3. Selecting, Organizing and training an adequate staff to conduct the emergency
operations required by the plan;
4. Establishing designated primary and alternate evacuation areas; and
5. Directing and supervising the activities of the evacuees/victims during an enforced
stay in the shelters.

The Punong Barangay performs at least the following duties:

1. He ensures that the basic provisions of the plan are disseminated to all persons in the
barangay.
2. He establishes a Barangay Operation Center (BDOC) from where the activities of the
BDCC may be directed in an emergency;
3. He maintains liaison with the Mayor who mis the chairman of the MDRRMC;
4. He maintains liaison with other barangays;
5. He initiates and conducts training courses for disaster activities with assistance from
appropriate agencies;
6. He coordinates arrangements for and directs all drills and exercises;
7. He exercises commands responsibility for the implementation of the barangay disaster
preparedness plan;
8. He arranges for and supervises the storage and disposition of required supplies and
equipment;
9. He works closely and cooperates with the CDRRMC Chairman in all matters involving
planning, organization, training, operations; and
10. He assesses the nature and the extent of damage.

B. VICE – CHAIRMAN
- Serves as the principal assistant of the Punong Barangay and the acts for him in
his absence. He performs the same duties as the BDRRMC Chairman whenever
necessary.

C. WARNING SERVICE LEADER – ensure that the warning signals can be achieve by
all the residents in the barangay. He performs the following tasks:

1. Educates all residents on the meaning of the different warning signals and the
different actions to be taken if such signals should be given;
2. Organizes the warnings service and assign members to certain blocks in the barangay;
3. Keeps and maintains appropriate warning devices such as sirens, bells, gongs, lights
and others to operates these devices when needed;
4. Maintains constant contact with the Punong Barangay so that warning issued by the
National Agency may be properly disseminated; and
5. Undertakes warning drills as necessary.

D. RESCUE SERVICE LEADER – responsible for locating injured, trapped and stranded
persons and moving them to a place where can be cared for safely in an emergency.
Under the general direction of the Punong Barangay, he performs the following duties:

1. Organizes and trains the Rescue Service provided in the plan;


2. In cooperation with the Medical Service leader, insures that the members of the
rescue service are proficient in on – the spot first – aid techniques; and
3. In cooperation with the fire brigade leader, obtains appropriate equipment (e.g. hand
tools, ropes and others.

E. EVACUATION SERVICE LEADER – responsible for supervising and expediting the


planned and controlled movement of all the residents in an emergency. Under the general
direction of the Punong Barangay. The evacuation Service Leader performs the following
duties:
1. Plans movement routes and establishes movement procedure to give effect to the
evacuation plan;
2. Divides the barangay area into convenient zones/blocks or puroks and assigns
block/purok leaders; and
3. Directs and supervises evacuation activities during drills and actual emergencies
F. DISASTER RELIEF SERVICE LEADER

1. Receipt of evacuees/victims from the evacuation service leader;


2. Provisions of housing of displaced persons or evacuees in evacuation center or in private
homes;
3. Receipt of supplies like canned food, clothing, medicines, household utensils, equipment
needed for operations, materials for temporary shelters and others;
4. Informing the CDRRMC through the Punong Barangay of the status of disaster relief
activities; and
5. Coordinating with other relief agencies

G. MEDICAL SERVICE LEADER – responsible for training and equipping all personnel
assigned to perform medical or first aid services in an emergency, and for supervising
emergency first – aid or medical self – help operations within the barangays during an
emergency. His duties include among others:

1. Arranging with the government health agencies, Red Cross and other sources for first
aid or medical self - help – training for all organization personnel who need it;
2. Supervising the selection of first aid or medical treatment areas in shelters and
elsewhere as required:
3. Directing first aid and/or medical self – help operations and controlling access to
medical supplies, as required to assure the proper use, conservation, and availability
for emergency use;
4. Maintaining adequate sanitation and hygienic standards and other matters relating to
emergency health, hygiene and medical activities within the barangays during an
emergency and;
5. Inspecting the storage and handling of food and drinking water in shelter areas.

H. FIRE BRIGADE LEADER – organizes fire - fighting teams/brigade for initial fire
fighting operations. His duties include:

1. Providing fire – fighting instructions through available resources, such as training


schools, local fire department, and others;
2. Assuring the fire – fighting personnel with ready supply of water; and
3. Deploying fire – fighting personnel to fire areas to extinguish or contain fire pending
the arrival of regular fire – fighting forces;
4. Providing fire – fighting personnel with ready supply of water; and
5. Working closely with dwellers or residents on matters of fire prevention and
protection.

I. DAMAGE CONTROL SERVICE LEADER – responsible for controlling utilities in


the community during an emergency. The functions of Damage Control Leader include:

a. Establishing a plan to attend a gas valves, power switches and others;


b. Deploying personnel after any disaster to reconnoiter and correct damage to utilities
or report conditions which require assistance;
c. Clearing roadways and streets of fallen trees and other debris;
d. Clearing canals and waterways of accumulated trash/junks.
e. Putting marks or signs on open manholes, unrepaired dangerous structures/facilities
pending arrival of techniques; and
f. After performing the primary tasks in paragraph 1,2,3,4, and 5 above, Damage
Control Team maybe assigned by the Barangay Captain to maintain the physical
facilities of evacuation center and to assess damages inflicted in the area.

DUTIES AND RESPONSIBILITIES OF STAFF SERVICES:

1. SECURITY SERVICE LEADER – responsible for:

a. Protecting persons and properties in vacated houses or areas, evacuation center


and areas of operations;
b. Implementing and enforcing personnel identification and control by checking
unauthorized persons and vehicles in colored areas;
c. Responding to alarm signals or other suspicious activities to higher authorities
concerned through the BDCC Chairman or any person in authority;
d. Performing escort duties in the transport of persons, supplies and equipment; and
e. Coordinating with the PNP, POSO and other law enforcement agencies for the
security in areas.

2. SUPPLY SERVICE LEADER – responsible for determining the supply


requirements of all the action teams. He shall:

a. Identify the sources of such supplies as may be needed and


b. Receive such supplies and channel the same to the service leaders as needed.

3. TRANSPORT SERVICE LEADER – responsible for the transport needs of the


BDRRMC. His duties include:

a. Identifying all locally available transportation facilities in the barangay and


tapping these sources as needed; and
b. Supporting the transportation needs of the barangay during operations activities.

4. COMMUNICATION SERVICE LEADER – responsible for:

a. Receipt of warning information from the local civil defense authorities or other
sources and disseminating the same to the Barangay Warning Service Leader;
b. Maintenance of appropriate communications link with the city;
c. Organization and equipage of couriers;
d. Keeping of records of all warning and communication messages; and
e. Acting on all communication messages.

Section 3: Effectivity.

This order shall take effect immediately.

REORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM


(BHERT)

In compliance to DILG MC No. 2020 – 18 dated January 31, 2020 on the Guides to
Action Against Coronavirus, particularly 4.1.2.1 on the organization of Barangay Health
Emergency Response Team, by the powers vested in me by law as Punong Barangay, there is
hereby created a BHERT in all barangays nationwide purposely for the prevention of the spread
of coronavirus with the following membership and functions to wit;

Section 1: The Barangay Health Response Team (BHERT) composition:

Section 2: Functions. The Barangay Health Emergency Response Team (BHERT) shall
exercise the following functions:

1. With or without the list of arrivals from the Mayor supposed to be given by the
Bureau of immigration (BI) conducts visits to the home of every arriving person from
a coronavirus affected country;
2. Immediately list down the person/persons, arriving residents came in contact with
prior to his/her arrival in his/her residence;
3. Require the arriving residents to check and record temperature daily, in the morning
and in the afternoon, for the duration of the 14 – day home confinement period.
Advise the arriving residents (s) to watch out for any other symptoms of coronavirus
like cough, difficulty of breathing or shortness of breath.
4. Check on the condition of the arriving residents distance or more than one (1) meter.
In checking, always wear N95 surgical mask;
5. If symptoms are observed, immediately isolate and confine the arriving resident, now
a coronavirus suspect, to a room away from the members of the household prior to his
immediate transport to a DOH-designated coronavirus – referral center or hospital for
further examination and treatment. Require the coronavirus suspect to wear N95 or
surgical mask. Place the rest of the household also under 14 - day home confinement.
Repeat the process for them, including contact tracing. If no sign manifest, report to
the Municipal Health Officer for lifting of home confinement;
6. If no symptoms are observed after the 14 - day home confinement report the matter to
the MHO for lifting of the home confinement; and
7. Report to the punong barangay on measures or actions taken per arriving resident.

Section 3. Funding Support. Funding support for the Barangay Health Emergency
response Team (BHERT) shall be charged against the fund of the Barangay Government
subject to availability of funds and to the usual accounting and auditing rules and
regulations.
Let copies hereof furnished to all concerned members for information, reference and
guidance.

WHEREAS, due to the continuous spread of COVID-19 at a very alarming level, it is hereby
declared to require all person to wear face mask outside of residence and to all public places
within the territorial jurisdiction of Barangay Buli, La Paz, Abra;

WHEREAS, The Barangay Council Members and Barangay Peace keeping force are hereby
directed to implement this Executive Order;

WHEREAS, it is hereby declared that only one (1) member of every family is allowed to
procure basic needs outside their residence;

NOW, THEREFORE, by the virtue of the powers vested in me by Law, do hereby order to
require all person to wear face mask outside residence and to all public places within territorial
jurisdiction of Barangay Buli, La Paz, Abra.

AN ORDER ORGANIZING THE BARANGAY EMERGENCY SEARCH AND RESCUE


TEAM

WHEREAS, it is declared policy of the state to institutionalize the policies, structures,


coordinative mechanism and program on disaster risk reduction from national down to local
levels;

WHEREAS, there is a need to establish a response team in the municipality to readily address
emergency situations and give assistance during calamities brought by natural and man – made
disasters;

WHEREAS, it is essential to institutionalize the response team in the municipality in order to


efficiently serve the population especially during crisis;

WHEREAS, said responders are group of individuals who will voluntarily contribute time,
service and resources whether full time or part tile in the belief that their activity is mutually
meaningful and beneficial to public interest as well as to themselves;

WHEREAS, under the IRR of RA 10121 Rule 6. Section 4 No. 16, states that every MDRRMCs
shall perform the functions to: organize, train, equip, and supervise the local emergency response
teams and the Accredited Community Disaster Volunteers (ACDVs), ensuring that humanitarian
aid workers are equipped with basic skills and to assist mothers to breastfeed;

WHEREAS, there is a need to reorganize and activate the established emergency response team;

NOW, THEREFORE, by the powers vested in me by Law, I, ALICIA G. PALOPE, Punong


Barangay, do hereby order the reorganization of the Barangay Emergency Search and Rescue
Team.

POST ACTIVITY REPORT

September 28, 2019, the Bureau of Fire protection of La Paz headed by SFO4 Joey

Siganay in participation of Barangay Buli Employees, Barangay Tanod and Barangay Health

Worker headed by Punong Barangay Alicia Palope conducted Fire Drill at Barangay Buli, Sitio

Ar – Arosip.

The activity was participated by the community, to learn and be prepared in times of

disaster like fire. To which the members of BFP – La Paz discuss some procedures in emergency

responses during disaster. Also taught the members of barangay health workers on medical

responses if there are casualties in the disaster. The members of BFP – La Paz also reminded

everyone in the community to always be safe. They discuss different Do’s and Don’ts to avoid

fire cases in the barangay. They discuss different ways on how to prevent the cause of fire that

will damage properties and life. They also provide the community a risk map that will determine

the prone areas of any kind of disasters of the barangay especially on fire. The activity shows

unity and oneness of the community in helping during the disaster happening. The community

was able to learn important things that will help them save life and save others.

SFO4 Joey Siganay with the Barangay Council members of the barangay on the

discussion of disaster plan of the barangay where he discussed about the programs that is

provided in the plan that will ensure the safety of the barangay. He also provided them

information on how to prevent fire in times of emergency where the BFP cannot response

immediately. And give them some advices that will help them in times of emergency.

The activity is a big help to the barangay. To assure the safety of the community during a

disaster. The BFP – La Paz on their advocacy of Ligtas na Pamayanan was a big success

especially on the drills that was made and on the information that was presented. The activity

provides the people knowledge to make them safe and always ready in times of emergency. The

activity measures the readiness of the barangay and the people to save life and protect properties.

POST ACTIVITY REPORT

March 18, 2021 at Barangay Buli Gymnasium, on the first semester of Barangay

Assembly 2021. Punong Barangay Alicia Palope discussed regarding the continue following of

health protocols in the barangay. The wearing of face mask when outside residence and in public

places. It is one way to lessen the spread of virus in the barangay. She also mentioned the

implementation of penalties to violators so that disciplined will be maintain in the barangay. She

also said the prohibition of gatherings in the barangay. And restrictions in contact games like

basketball.

PB Palope also encourages the community in always sanitize hands and always follow

protocols. She encourages the elderly not to roam around if not important. She also suggests that

one member will only be allowed to go out and buy for their necessities for protection of the

members of the family.

With the help of all the barangay employees especially the Barangay Health worker the

encouragement that the barangay is doing in the vaccination of the community. She said that it is

the right time for the protection of the community to be served and given to them. So that we can

be soon be free from this pandemic PB Palope added. And with your cooperation we will be able

to reach that aim soon.

PB Palope also reminded the people of this pandemic that we should protect each of us

that we will not be defeated by this pandemic I am humbly encouraging you to always follow

health protocols not only to protect yourself but your family and the people around you. I am

encouraging you to participate in all the programs to lessen the effect of this pandemic. Let’s

save our life and the life of our love one’s. we should always do our responsibility as part of the

community and have a better days to come for us and the whole Barangay Buli.

“AN ORDER DESIGNATING SECOND FLOOR OF BULI BARANGAY HALL AS AN


EVACUATION CENTER IN TIMES OF DISASTER AND CALAMATIES”

WHEREAS, the barangay government of Barangay Buli declares that it is the policy of the
barangay to uphold the people’s constitutional rights to life and property by addressing the root
causes of vulnerabilities to disasters, strengthening the barangay institutional capacity for
disaster risk reduction and management and building the resilience of local communities to
disasters including climate change impacts;

WHEREAS, the barangay government sought the need to have an accessible venue that can
accommodate more people in times of disaster and calamities;

WHEREAS, it is hereby declared the second floor of Buli Barangay Hall as an evacuation
center;

NOW, THEREFORE, by the virtue of power vested in me by Law, do hereby order to


designate the Second Floor of Buli Barangay Hall as an evacuation Center in times of disaster
and calamities.
