Here are some practical measures I would suggest to the president of Kenya to help curb corruption:

1. Strengthen anti-corruption laws and enforce them vigorously. Review existing laws and make them
more stringent. Also, ensure that they are actually enforced rigorously and violators are punished. This
will act as a strong deterrent.

2. Reform and empower anti-corruption agencies. Agencies like the Ethics and Anti-Corruption
Commission should be reformed and given more independence, authority and resources to investigate
and prosecute corrupt officials. They should not be subject to political interference.

3. Promote transparency and audits. More transparency in government budgets, contracts, accounts,
etc. can help reduce opportunities for corruption. Regular audits of departments and ministries should
also be conducted. Any irregularities found should be addressed seriously.

4. Streamline and digitize government services. Many petty bribes happen when citizens interface with
government agencies for various approvals and licenses. Digitizing and streamling such services can plug
loopholes. Integrating payment systems and records can also help track illegitimate payments.

5. Judiciary reforms. Reforms should be undertaken to strengthen the independence and integrity of the
judiciary. Corruption cases should be fast-tracked and given priority. Strict action against bribery and
political interference in the judiciary should be taken.

6. Civil service reforms. The civil services and administration should be reformed. Transfers and postings
of officials should be made transparent and on merit alone. Strict penalties should be imposed for abuse
of office or demanding bribes.

7. Engage citizens and media. The government needs to partner with citizens, media and civic
organizations in the fight against corruption. They should be given a strong whistleblower protection.
Their advocacy and activism can help nab corrupt officials and push for reforms.
8. Lead by example. The president and his government should demonstrate exemplary conduct
themselves. Any office holder or official found indulging in corruption should be dealt with strictly,
irrespective of their position or connections. A tone needs to be set at the top.

These are some of my suggestions for practical anti-corruption measures that can be effective. But
ultimately, there needs to be political will and commitment to implement them rigorously and
objectively.
