10. For schools with no existing department heads, the school head shall

qualihcation and demonstrated creditable competence.

11. The School HRMPSB in coordination with the EPSs and PSDS in-charge shall
be responsible for monitoring and facilitating tlle paper pre-assessment, classroom
observation/demo-teaching, and other recruitment related activities in their
respective schools.

12. Furthermore, the School HRMPSB shall ensure the timely submission of duly
sigrred and accomplished reports and forms as stated in Item No. 7 of this
Memorandum.

13. A secretariat/ School HRMPSB Focal Person shall be assigned to facilitate t}te
documentation, minutes of the meeting, and consolidation of papers.

19. As pmvided in Sec 26 (b) Paragraph 2 of RA 9293 entitled "An Act Amending
Certain Sections of Republic Act Numbered Seventy-eight Hundred and Thirty-six
(RA 7836), Otherwise Known as the Philippine Teachers Professionalization Act of
1994," teachers who have not practiced their profession for the past live (5) years
shall be required to trke at least twelve (12) units in education courses, consisting
of at least six (6) units of content courses.

20. Following pertinent rules and regulations ald guided by the CAR-RQA, in the
exercise of sound discretion, the undersigrr.ed as Appointing Authority, select, insofar
as practicable, the candidate deemed most qualified for appointment.

21. The CAR-RQA shall be valid for one (1) school year reckoning from issuance.
However, the Schools Division Offrce may call for another recruitment if all teachers
in the CAR-RQA are already exhausted.

22. Teacher-applicants shall undergo the pre-employment mental/ physical and


medica-l examinations required under tlle Magna Carta for Public School Teachers
only prior to the issuance of their appointment by the appointing authority and
before they perform their actual teaching assignments.
