The meeting called to order by the presiding officer at exactly 9:20 in the morning followed by a prayer lead
by Kagawad Emersito P. Balacos.
Agenda:
1. Curfew Hour - Gipaabot ni Punong Barangay ngadto sa konseho ang kabahin sa mga computeran
nga dugay mag-undang magabie diin sa mga 10:00 pm to 11:30 pm aduna pay mag lakaw-lakaw na
mga kabatan-unan. Sa ilang pagpanguli magsaba-saba sa kadalanan diin hinungdan nga
makadisturbo sa mga nangatulog na basis a mga taho sa mga ginikanan ngadto sa Barangay. Gi
suggest ni Punong Barangay nga magpadayon sa pag conduct ug curfew diin mag robing ang mga
tanod sa mga computeran sugod sa alas 9:00 sa gabie paingon sa alas 11:30 aron kung kinsa kining
mga bataa nga gasigi pa ug computer ug aron usab masita apil na ang tag iya sa maong computeran
nga dapat taman lang kini sa alas 8:00 to 9:00 pm. I-awhag usab ang mga ginikanan nga badlungon
ang ilang mga anak nga dili na maglakaw-lakaw pag-abot sa alas 9:00 sa gabie ug mangatulog na
aron dili makadisturbo sa mga nangatulog.
Ang sunod nga meeting schedule is on June 11, 2020 ug kini giuyunan kini sa tanan.

WHEREAS, the Children and Youth Welfare Code per issued Presidential Decree 603, The Child is one
of the most important assets of the nation. Every effort should be exerted to promote his welfare and
enhance his opportunities for a useful and happy life;
WHEREAS, Republic Act No. 7610 issued for Special Protection of Children Against Child Abuse,
Exploitation and Discrimination Act;
WHEREAS, DILG Memorandum Circular No.2002-121 provided Revised Guidelines on the Organization
and Strengthening of the LCPPC Incorporating thereat Early Childhood Care Development Coordinating
Committee at the barangay level per Republic Act No.8980, Section 8(d);
WHEREAS, it is hereby directed to be the policy of the state to provide special protection for children from
all form of abuse, neglect, cruelty, exploitation, discrimination and other conditions and prejudicial to their
development;
WHEREFORE, I SATURNINO P. PASAGDAN JR., Punong Barangay virtue of the power vested in me
by law, do hereby order the reorganization of Barangay Council for the Protection of Children (BCPC) of
Barangay Sto. Niño, Kolambugan, Lanao del Norte;
Section 1. CREATION. The Barangay Council for the Protection of Children is hereby reconstituted for
Barangay Sto. Niño, Kolambugan, Lanao del Norte.
Section 2. COMPOSITION.
Section 3. FUNCTIONS. The Council shall exercise the following duties and functions:
Foster education of every child
Take steps to prevent juvenile delinquency and assist parents off children with behavioral problems
Adopt measures for the health of children
Conduct capability-building projects to increase knowledge and skills in handling children’s program
Encourage the proper performance of the duties and responsibilities of parents, and provide learning
opportunities on the adequate rearing of children and positive parent-child relationship
Promote wholesome entertainment in the community, especially in movie houses
Prepare Annual Work and Financial Plan (AWFP) for children and recommended appropriations to
the Sanggunian
Provide coordinative linkages with other agencies and institutions in the planning, monitoring and
evaluation of plans for children
Establish and maintain a database on children in the barangay
Advocate for the establishment and maintenance of play grounds, day care centers, and other
facilities for child and youth development
Advocate for the passage of barangay resolutions/ordinances and ensure the inclusion of children of
children’s program in the executive agenda
Protect and assist children in need of special protection, and refer cases filed against child abusers to
proper agencies
Monitor situational reports on children, prepare quarterly updates, and
Perform such other functions and other child related laws especially in matters of child and parent
education, health, entertainment, etc.

Chart 6 shows the general referral flow where the entry of victim-survivor is either from the barangay, police
or the C/MSWDO. The first box shows the basic services provided at initial contact – medical care and
emergency shelter based on initial assessment of the victim-survivors needs. The second box shows the
recovery and reintegration services available to the victims-survivors taking into consideration their needs,
capacities and other resources.
At the initial contact, the concerned barangay official shall undertake the following based on their mandate:
Interview the victim-survivor and the witnesses to determine the facts and inform the victim-survivor
of her rights and remedies. The interview must be done in a child-friendly and gender-sensitive
manner with a non-judgmental and non-blaming attitude towards the woman and her children, if
any. Fill up the VAW Client Card (VAW Form 1).
the victim-survivor and her child/ren, if any, must feel safe in a secure place where they have
privacy and separate from the perpetrator.
Transport or escort the woman and her child/ren to the nearest hospital or available medical facility
for treatment and medico-legal examination. Fill up the Referral for Service Form (VAW Form 2)
addressed to the C/MHO or medical facility or PNP/NBI and enter these referrals in the
Referral Registry (VAW Form 4).
In the event that the woman and her child/ren wish to be placed in a shelter or a safe place of their
choice, the barangay official shall assist them in taking their personal belongings and taking her
children and transfer them in a safe place of shelter. Fill up the Referral for Service Form (VAW
Form 2) addressed to the Women’s Center or any residential facility and enter the said
referral in the Referral Registry (VAW Form 4).
In accordance with the IRR of RA 9262, report shall be made to the C/MSWDO within four (4) hours
from the time of reporting as well as to the PNP’s Women and Children’s Concerns Desk (WCCD)
within the same period. Fill up the Referral for Service form (VAW Form 2) addressed to the
LSWDO and the Women and Children’s Concerns Desk (WCCD) and enter the referrals in the
Referral Registry (VAW Form 4).
Arrest the perpetrator or advise him to temporarily leave the house to prevent further violence.
Assist the victim-survivor in filing the appropriate complaint with the PNPWCCD or the NBI and
forwarding all pertinent documents to them.
Ensure the privacy of the victims-survivors and the confidentially of all records, including having
separate logbook for VAW cases.
The Barangay Council is composed of the Barangay Chairperson and his/her Kagawads are assisted by
the Barangay Tanods, Barangay Health Workers/Nutrition Scholars and other staff. In some barangays, a
Barangay Women’s Desk or the Committee on Social Services is responsible in assisting the VAWC
victims-survivors.
The roles and responsibilities of the barangay are divided into immediate interventions and intermediate
functions particularly to carry out their mandated functions in the implementation of the VAW laws. 32 A third
function is on the prevention of VAW in terms of information and advocacy on women and children’s rights
and capacity building of the service providers.

Chart 7 shows the entry of the victim-survivor at the barangay level and the actions to be taken by them
based on their roles and responsibilities particularly in the issuance of a Barangay Protection Order. As
mandated under RA 9262, they are to report within four hours, after the report of any VAW incident to the
PNP and the C/MSWDO. Emergency services such as counseling, but not mediation, and medical
treatment (referral to the Rural Health Unit/medical facility) may be provided as deemed necessary. The
Barangay also has to assist in the reintegration of victim-survivor in coordination with the C/MSWDO/case
manager.

kabataan nga naka experience ug panamastamas sa ilang mga ginikanan physical man o mental
abuse.
Ang aksyon sa mga ginikanan kinahanglan ipakita ang ilang pagmahal sa ilang mga
anak.Ang pag disiplina dili pinaagi sa pagbunal ug pagbungat ug mga pulong nga malaw-ay
ug pamalikas kay kini maoy ma instill sa ilang mga hunahuna ug mahimo na hinuon silang
prolema sa kumunidad.
1. BULLYING – Gipasabot usab ni Punong Barangay kabahin sa mga kabataan nga mahilig
mag bully sa ilang isig bata. Kini dako nga epekto sa mga kabataan nga envolve ilabina sa
ilang mental health.
Ang aksyon sa mga ginikanan kinahanglan e instill sa ilang ang mga anak ang values ug
ang pagrespeto sa ilang isig kaingon ug ang pagtahud sa mga elders.
