Introduction

Background of the Study

The Philippines is a developing country with a significant portion

of its population living below the poverty line. To address this issue, the

government implemented the pantawid pamilyang pilipino program

(4P's), a conditional cash transfer program that aims to provide financial

assistance to poor households.

While the program has shown some success in alleviating

poverty, it is not without challenges. As such, the researchers aims to

study the challenges and opportunities encountered by 4Ps grantees in

the Malaybalay City to gain a deeper understanding of how the program

can be further improved to better serve the needs of the marginalized

communities it seeks support.

The Pantawid Pamilyang Pilipino Program (4Ps) is a social

protection program of the Philippine government that provides

conditional cash transfer to poor households to improve their health,

nutrition, and education. The legal basis for the 4ps is Republic Act No.

11310, also known as the "Pantawid Pamilyang Pilipino Program Act,

which was signed into law on April 17, 2019. This law institutionalizes
supported by several executive orders, including Executive Order No.

867, which created the National Advisory Council for the 4Ps, and

Executive Order No. 841, which directly the Department of Social Welfare

Development

(DSWD) to develop and implemented a comprehensive social protectio

program that includes the 4Ps.

Furthermore, the 4Ps is mandated by the Philippine Development

Plan (PDP)2017-2022, which aims to reduce poverty and promote

inclusive growth. The PDP includes the 4Ps as a key strategy for poverty

reduction and human capital development. Overall, the 4Ps is grounded

on various legal instruments, policies, and development plans, which

provide the legal and institutional framework for its implementation and

continuity.

While the program has been implemented nationwide and aims to

alleviate poverty and promote human capital development, it is important

to identify and address any existing research gaps to ensure its

effectiveness in specific localities such as Malaybalay City.

To establish this research gap, a comprehensive literature review

and analysis of existing studies, reports, and academic papers on the

topic should be conducted. Here are some potential research gaps that

could be identified:
Program Effectiveness. While the 4Ps program aims to alleviate

poverty, improve health and education outcomes, and break the cycle of

intergenerational poverty, there are research gap regarding the

effectiveness of the program in achieving these objectives in Malaybalay

City. Assessing the impact of the program on poverty reduction, health

and nutrition outcomes, school enrollment and attendance, and overall

well-being of beneficiaries in Malaybalay City can help identify areas for

improvement.

Empowerment and Long-Term Impact. This research gaps exist in

examining the long-term impact of the 4Ps program on the empowerment

of beneficiaries in Malaybalay City. Assessing whether the program

enables beneficiaries to improve their livelihoods, enhance their skills,

access sustainable income-generating opportunities, and break the cycle

of poverty can help identify strategies for fostering self-reliance and long-

term development.

Addressing these research gaps can contribute to evidence-based

policy-making and program improvement, ensuring that the Pantawid

Pamilyang Pilipino Program (4Ps) in Malaybalay City effectively addresses

the challenges faced by low-income households while maximizing the

opportunities for poverty reduction and sustainable development.

The challenges and opportunities of the Pantawid Pamilyang

Pilipino Program (4Ps) in Malaybalay City is relevant for several reasons:


Policy Evaluation and Improvement. It helps evaluate the

effectiveness and impact of the program in the specific local context and

identifies areas for improvement. By addressing the identified challenges

and leveraging the opportunities, the program can be enhanced to better

serve the needs of the target beneficiaries and contribute to poverty

reduction.

Localized Implementation. It acknowledges that the challenges and

within the Philippines. By understanding the unique circumstances,

Overall, the relevance of the background of the study lies in its

potential to inform policy formulation, program design, implementation


strategies, and resource allocation for the Pantawid Pamilyang Pilipino

Program (4Ps) in Malaybalay City. By addressing the challenges and

leveraging the opportunities, the study aims to contribute to the effective
