Subject: Terrorist activities by RAW Chief Samanth Goel, PMO office staff,
and NSA Ajit Doval under the guise of National Security.

Sir,
1. I am Vikram Buddhi, advocate Supreme Court of India, MSc (IIT Bombay),
LLM (Mumbai University).

2. I bring to your attention an unlawful and classified program being conducted

in India by India's Defence Ministry, Prime Minister's Office, RAW, and
Department of Atomic Energy on Indian citizens, on behalf of the United
States Department of Defence (DARPA) medical research program of
National Institutes of Health (NIH) in brain-signals.

3. Under this program, brain-signal transmitters are inserted into the brains of
humans without their consent or knowledge. These brain signals are used to
study the human brain and its functioning.

4. Some of the alarming applications of this brain-signal technology are:

(a) Using machine learning software, to listen to a person's thoughts. The
brain signals are converted to audio speech, which can be listened to using
a speaker. (See attached technology document).
(b) Study interconnections among neurons in the brain to understand how the
brain functions.
(c) Motor control of muscles can be performed by sending signals to the
motor cortex of the brain without the consent of the person.
(d) Sensory signals can be sent to a person's sensory neurons in the brain to
induce artificial sensations without a source of sensation present.
(e) A person's thoughts, ideas, images, and concepts can be visually
represented and viewed on a screen. In particular, a person's dreams can
be visualized and heard. One can see on a screen what a person is
visualizing in his brain.

5. This classified program has been authorized by Prime Minister Narendra
Modi under a secret agreement with the USA's Department of Defence and
National Institutes of Health to use Indians as unsuspecting guinea pigs for
medical experimentation in the brain-research program, which is otherwise
unlawful if done in the United States.

6. In particular, Prime Minister Narendra Modi has authorized the use of

Central government resources such as RAW, the Department of Atomic
Energy, Ministry of Defence, among others to hide the existence of this
unlawful program from the victims by lying to them and telling doctors to
give false reports to the victims to hide the existence of the program from
the victims.

7. I am a victim of this classified program. My mother and father are also

victims, and they are not aware of it because the doctors have lied to them
and avoided telling the victims anything about the brain devices. The RAW
intelligence agency sought the help of doctors and neighbours under the
guise of National Security to help RAW keep this a secret from me and other
victims, by telling the doctors that this is a highly classified program that
will be hard to believe by others if the victims complained.

8. RAW believes that if everybody lies then they will be able to keep this
shocking technology of mind-reading a secret from the victims. Moreover,
by listening to the mind of the person, they can take counteraction to prevent
the person from pursuing legal actions against RAW and Government by
hijacking and jamming the person's brain using radio signals to the micro-
transmitters in the person's brain.

9. The reach of RAW, using Prime Minister Narendra Modi's orders is vast,
and RAW is misusing its resources to commit these aforementioned
unlawful activities, under the guise of National Security and Prime
Minister's orders.

10. Other unlawful devices inserted in me, constituting human rights violations
and violation of privacy, include:
(i) Wireless very thin-film (only 0.2 mm thick) eyeball video camera inserted
into the lenses of my eyes, by which RAW and Defence Ministry are
receiving video from my eyes. This is a new technology already patented
by Google company, among others, in 2014.
(ii) micro-transducers and transmitters in my penis, anus, tail bone of the
spine to send wireless signals to study ejaculation and other medical
research purposes, without my consent.

11. Other unlawful terrorist activities constituting crimes by RAW, Narendra
Modi, the Department of Atomic Energy, Ministry of Defence, include:
(i) attempt to murder by poisoning with radioactive Polonium-210, to stop me
from revealing this unlawful medical research program being conducted
by the Government in India.
(ii) water poisoning with radioactive chemicals, done by RAW, of the water
pipeline in my room at 202/2A Rattan Vihar using the assistance of the
landlord Ashwini Bharti and Archana Anand at Rattan Vihar;
(iii) water poisoning with radioactive chemicals, done by RAW, of the water
pipeline & RO filter in my flat at A4-1205 Global Solera Sector 107
Gurugram using the assistance of the maintenance department of Global
Solera;
(iv) poisoning food, milk, bread, and soft-drink at local grocery stores with
radioactive chemicals and quantum-dot & piezoelectric nanoparticle
chemicals, by RAW taking into confidence the storekeepers and local
residents under the guise of National Security;
(v) installing high-power radio frequency radiation equipment in adjoining
rooms to extract the brain signals from my body (similar to RFID
technology, for a layman)
(vi) deploying military-grade anti-personnel equipment to disable me from a
distance, such as ultrasound weapons and gamma-ray radiation projectors
deployed from adjoining rooms—these cause body damage and can lead
to death.

12. Some neighbours hired by RAW to help RAW in this unlawful medical
research and attempt-to-murder operations are
(i) Rohit Raj, House No. 209/2A, Rattan Vihar, Rajendra Park, Gurugram
Haryana 122001;
(ii) Ashwini Bharti and Archana Anand, second floor, House No. 202/2A,
Rattan Vihar, Rajendra Park, Gurugram Haryana 122001;
(iii) Nagendra, House No. 201/2A, Rattan Vihar, Rajendra Park,
Gurugram Haryana 122001.
(iv) Brajesh Singh, House No. 200/2A, Rattan Vihar, Rajendra Park,
Gurugram Haryana 122001;
(v) Police officers from the Gurugram Police Headquarters and
Rajendra Park Police department, including DCP East Maqsood
Ahmed, DCP West Deepak Saharan, Parvin Kumar SHO Rajendra
Park, who are assisting RAW in committing the aforesaid crimes;
among many others in the Gurugram Haryana, Delhi-NCR area.

13. The Government can misuse this technology to control the minds of people
by sending brain signals from mobile transmitters at 900 MHz frequency
ISM bands, and make them vote for BJP. This is possibly why BJP has won
elections since 2014 by misusing covert brain-signal technology and by
poisoning the water and food of vast communities supporting opposite
parties to debilitate them and prevent them from voting against the BJP. In
particular, Cambridge Analytica, a company in London, UK had
previously helped the BJP in this regard during the 2014 elections.

14. I am attaching a brief introduction to mind-reading technology. The

unlawful part of this technology is in invasively inserting the micro-devices
into a person's brain without their consent and damaging the internal organs
of the person. This technical document is a brief introduction, for a layman,
to the feasibility of the technology involved in the unlawful activity of the
Government of India.

15. A PIL and investigation into the terrorist activities by public servant
officers, and their prosecution for crimes, is required to reign in the
unlawful activities of the government and restore justice and true democracy

On mind-reading / thought-reading technology
Scientists Brian Pasley et al., at the Helen Wills Neuroscience Institute, University of
California Berkeley, developed software to listen to our thoughts.
The main idea is: neurons in specific regions of brain that react to frequencies of spoken
words are activated when the words are imagined (thought). Software uses this brain
activity to reconstruct our thoughts into speech which can be heard through audio speaker.

The technology for mind-reading (telepathy) is as follows:
1. Electrodes record electrical-activity (brain signals) around the temporal gyrus, bracca
area of brain, and transmit the data to external receivers.
2. Brain activity from the electrodes is analyzed. Algorithm extracts brain activity
associated with different frequencies of sound and displays each as it occurs over time
(called spectrogram).
3. Machine Learning associates each pattern of frequencies in the spectrogram to its
corresponding specific word. Algorithm then uses the machine-learned association to
transform the “spectrogram” of the imagined speech (thoughts) into audible speech.
