Minutes of the Department Monthly Meeting (21 November 2022)

1. The meeting was open out in the Surgery Conference Room last 21 November 2022 at 1030 am.
2. The minutes of the previous meeting was duly approved by the body.
3. Dr. Barapantao asked the consensus for the CF4. Dr. said that it is still being discussed with the
MEDMANCOM, that the other departments don’t agree with giving sanctions to the residents.
4. For the PCS, as previously discussed and agreed upon, the money that was given by the
institution will be transferred to the Department Fund.
5. The Chairman discussed the different plans for the Department.
a. Plan A: Dr. Casib will be the chairman, with Dr. Guro as Training Officer
b. Plan B: the training program will be addressed primarily by General Surgery. Dr. Lucman
is still the department Chairman, and his work is purely administrative. Dr. Gutoc will be
the Chief Operating officer. Dr. Guro will be the training officer with Dr. Cader as
assistant training Officer. Plan B, according to the chairman, is in preparation for the
future plans and hospital expansion.
Dr. Bangcola said that in SPMC, each division is independent of other division. If there is
a problem in the GS or ENT service, it will be solved by the GS or ENT committee
respectively.
Dr. Lucman suggested the Junior Consultants to attend the PATOS. He also informed the
body of the schedule for the submission of list of materials/equipment to CAO.
Dr. Casib raised the problems with the procurement. November 25 was the schedule to
submit the list of equipment/materials and no templates were sent. He also opened up
about problems with infrastructure especially with the hospital’s future plans (e.g. IM
department is planning to expand to Station 4 & 5, how about the GS ward?)
Dr. Gutoc also opened up about their plans of separation from the GS service, since the
Orthopedics section is planning to be departmentalized on 2025.

c. Plan C: as suggested, to retain plan B, however with internal and external affairs officers.
Dr. Guro will be the Chairman, Dr. Bangcola is the Internal Affairs Officer and Dr.
Gutoc, the External Affairs Officer.
Problems were raised as to the requirements to become the Department
Chairman, however Dr. Bangcola said that according to the PSGS manual, the
Chairman could be a PCS or PSGS fellow.
