Learning Competencies

a. At the end of this lesson, the students should be able to: Discuss the roles and responsibilities of the
Philippine Senate and the House of Representatives;
b. Assess the performance of the Philippines Congress;
c. Discuss the impact of Congress’s performances on the Philippines’ development; and
d. Articulate a position or advocacy to a Philippine legislator through a formal correspondence.
e. Identify the functions of the Philippine judiciary;
f. Discuss how the judiciary exercises political neutrality and fairness; and discuss the performance of the
Philippine judiciary as a dispenser of justice and a protector of constitutional rights and freedom.
g. Identify the different levels of the local government ;
h. Explain the functions of the local government unit;
i. Discuss how decentralization affects government; and
j. Discuss the performance of a local government unit.

I.Objectives
At the end of the lesson, the students are able to:
Week 1 Identify the roles and responsibilities of the Senate and the House of representative;
Make advocacy that may address the current problems or issues in their community.

Week 2 Identify the roles or functions of the Philippine judiciary;


Able to make an Alternative Dispute Resolution in addressing the various complaints
handled by the judiciary;
Week 3 Identify the different levels of the local government by arranging the political positions
from highest to lowest rank;
Explain the functions of the local government units; and
Draw a picture symbolizing the decentralization of the power and functions of the local
government units.

2. ABSTRACTION
The teacher will discuss the legislative power of the government, the term of office, the primary function, the
bill, and the resolution.

3. APPLICATION
Suppose you are a legislative Liaison Specialist of Congress. You Are being interviewed by a journalist for a
documentary on the functions of the Philippine Congress. Answer the following questions of the journalist in the
space provided.

each method. Discuss how each method can help in addressing the various complaints handled by the judiciary.

1. ACTIVITY
Directions: The class will be divided into 4 groups. Each group provided with hand-outs on the
different levels of the Philippine local government. Each group construct a concept map of the
different levels of the Philippine Local Government. After that they will present and discuss their
outputs.

WEEK 1.
Directions: Think of current problems or issues in your community. Make a three-page proposal for a law that
may address the problem. Follow the format of a house bill (see samples from the website of the house of
Representatives or Senate.

WEEK 2
Directions: Write the different courts of the judicial branch from the highest to the lowest and give a brief
description of their functions.

WEEK3
Directions: Draw a picture symbolizing the decentralization of the power and functions of the government
through the local government units. Write a brief description about the symbol.
