“INTRODUCTION TO LAND MANAGEMENT SYSTEM”

SUMMARY REPORT
Introduction
Land Administration and Management System (LAMS) - is an information system, designed
to provide effective and efficient management of land records, delivery of transactions and
information services to the public. LAMS, was developed during the implementation of the
Second Phase of the Land Administration and Management Project (LAMP2. It is also
supported under DAO 2010-18.
Objectives of Land Administration and Management System
The three objectives of LAMS are to improve delivery of land services through automated
land transactions, to improve land management of land records information by promoting
transparency, accounting, and integrity, and lastly is to improve access to integrated land
information for better analysis, planning and decision making.
Background of Land Administration and Management System

YEAR DESCRIPTION
2004 The province of Leyte was established as a testing site for this system.
2005 When LAMS was designed and was being released as a prototype in the
One-Stop-Shop office in LAMP2 Leyte for pilot testing.
2007 LAMS became fully operated.
2008 Transaction Tracking System (TTS) was introduced.
2009 Further modified to include functionality specific to operations of DENR,
namely progression of survey plans from receipt to approval (IVAS or
Inspection, Verification and Approval of Surveys) and scanning of survey
plans and other documents.
Present LAMS is installed in 16 DENR-Regional Offices in the country, where a
massive data will be outsourced. And is expected to make overall
management of land titling activities more efficient.

Land Operational Benefits

• Increase efficiency, accountability and accuracy in land related transactions.


• Improved access to land records and information at reduced costs to government,
private and public clients.
• Reduced land conflicts and disputes brought about by erroneous, overlapping, or
missing records.
• Double titling is avoided.
• Improved land records, management and maintain up to date information through
linkage with other land info systems.
• Accurate land information to LGUs to support their land resources, development
planning and tax mapping.
Policy Issuances under LAMS

• Department Administrative Office (DAO 2010-18) - Improving management of land


information through the adoption of LAMS
• Department Administrative Office (DAO 2016-01) - Adoption of Digital Land
Survey Data (DLSD) lodgement as a standard format for the submission and
exchange of survey data in digital form under the LAMS.

o DLSD - is an XML file containing all the coordinate data and other textual
information of the survey plan.

• DMC 2016-06 - Adoption of the manual for the operationalization of the land
administration and management system Inspection, Verification and Approval of
Surveys (IVAS).
Components of LAMS

1. Inspection, Verification and Approval of Surveys (IVAS) - system designed for


tracking of the verification and approval process of land surveys at the DENR
Regional Offices, has special GIS functionalities to facilitate automated checks which
aid in the automated verification process.
2. Public Land Application (PLA) - database application with customized transaction
tracking system tailored for efficient monitoring of all ongoing and pending public land
applications in all PENROs and CENROs.
3. Client Transaction Monitoring (CTM) - a feature of LAMS Philippines which
enables clients to know the status of their transaction without having physical contact
with DENR personnels. And is possible through Online LAMS TTS, text message
sent by the system and the LAMS Kiosks at the Regional Offices.
4. eSurveyPlan - easy to use windows application designed for the preparation of
survey plans in Digital Land Survey Data (DLSD) format. - a medium to online digital
submission of survey returns for faster verification and approval process and online
access to land records and information as per DAO 2016-01.
Conclusion
The country's land administration system is a foundation for effective land governance and
plays a significant role in the economy. Poor governance can lead to significant issues and a
loss of public trust in the system, which is frequently exacerbated by ineffective
administrative and management practices that fall short of the public's expectations.
