EMERGENCY RESPONSE PLAN

for
Construction of Business Incubator

Balama District

Pemba, Mozambique

1. INTRODUCTION
This Emergency Plan was prepared within the scope of the contract for the Construction of
Business Incubator Facilities.

The main objective of this plan is to enforce the provisions of national legislation, article 160
of Decree Nr 5/2016 of 8 March, with regard to the matter of Safety and Health at Work with
regard to occupational health, first aid, firefighting, evacuation of workers, circulation of
machinery and equipment, as well as the indication of the availability of PPE, phones,
condoms and first aid boxes.

This document also contains a set of measures, standards and rules of procedure, with the aim
of avoiding or minimizing the consequences of an incident or accident that occurs on the site
assigned to this contract. It is also intended to define how existing internal and external
resources will be mobilized and activated in order to manage an emergency situation.

2. DEFINITIONS
Incident: Work-related event(s) which, regardless of severity, cause or could have caused
damage to health.

Accident: Incident giving rise to injury, injury, damage to health, or fatality.

Near Miss: Incident in which no injuries, injuries, damage to health, or fatality (death) occur.
It is also called a hazardous occurrence.

Accident at Work: An accident at work is one that occurs at the place and during work time
and directly or indirectly produces bodily injury, functional disturbance or illness that results
in a reduction in work capacity or earnings or death.

Hazard: Source, situation or act with a potential for harm in terms of injury, injury or health
damage, or a combination thereof.

Hazard identification: Process of recognizing the existence of a hazard and defining its
characteristics.

Risk: Combination of the probability of occurrence of a hazardous event or exposure(s) and


the severity of injuries, injuries or damage to health, which may be caused by the event or
exposure(s).

3. CHARACTERIZATION OF THE CONSTRUCTION

4. Accident scenarios
The work associated with the construction industry involves several risks that can lead to
serious accidents. In order to prevent emergency action, serious accident/incident scenarios
are defined that could affect the normal course of the contract, potentially causing human
and/or material damage.

In this contract, the following accident scenarios may occur:

 Occupational accident;
 Earthquake;
 Fire (on site or adjacent areas);
 Explosion;
 Spill of dangerous products;
 Electrocution.

4.1. DESCRIPTION OF ACTIVITIES FOR EACH MEMBER OF THE

 Decide on the activation of the Internal Emergency Plan,

entities (Ministry of Labour), within 24 hours, in order to
proceed with the respective inquiry;
 Communicate and inform who is entitled;
 Declaring the end of the emergency situation

 In case of impediment or absence, he is replaced by the
Emergency manager
 When the situation is over, it prepares an occurrence report
that should include: type of accident, identification and
analysis of causes, containment measures taken, assessment
of potential problems, correction and corrective action,
preventive actions.
 Review the actions of all stakeholders and propose changes
that are deemed appropriate.
 Works closely with the emergency director
 Notify the emergency director of the occurrence and extent
of the accident
 Decide on the need for outside resources and request them
from the Emergency Director;
HSE Responsible
 Raising the emergency scenario alarm and coordinating the
eventual stop and evacuation; of the work;
 Proceed or request interruption of electrical, hydraulic
and/or gas circuits;
 Together with the emergency director, analyze the evolution
of events and assist in decision-making;
 Coordinate intervention teams until external resources arrive
 Replaces the Director for Internal Emergency in his absence
 Works closely with the HSE technician;
 Communicate the occurrence and extent of the accident to
the HSE technician;
 Decide on the need for external means and request them
from the HSE technician;
 Raise the alarm in the emergency scenario and coordinate
1st intervention the eventual stoppage and evacuation of the work;

Supervisors  Proceed or request interruption of electrical, hydraulic
and/or gas circuits;
 Together with the HSE technician, analyze the evolution of
events and assist in decision-making;
 Coordinate intervention teams until external resources
arrive;
 In case of absence of the HSE technician, inform the Work
Manager.

Consisting of educated and trained employees:

 It is the responsibility of these teams to comply with
instructions from the Emergency Manager, namely:

 Help victims;
 Close doors and windows, help colleagues.
 Evacuate employees and occupants not involved in combat
Evacuation teams operations to the meeting point through the evacuation
routes;
 Check the presence of all employees at the meeting point
and inform the person in charge of any absences.
Rescuer  Integrates the 1st evacuation team;
 Rescues, stabilizes victims and provides first aid;
 If the rescue situation becomes complicated, contact the
emergency manager, taking stock of the situation so that the
need for outside resources can be assessed.

5. CLAIM REPORT
Internal communications

They are carried out verbally, directly or through a communication system by mobile phone,
landline, etc.

External communications

6. MEETING POINT(S)
To choose the locations, some requirements must be taken into account, namely:
 Ample space with good visibility
 Location that does not obstruct the normal movement of means necessary for the
emergency
These locations must be known to all employees on site, as well as external entities.
The meeting point will be identified through signs and/or poster according to the model:

8. EVACUATION PLAN
8.1. PROCEDURES

Establishes the methodology to be adopted in order to promote the quick and safe evacuation
of all people present, in the event of an emergency situation.

In order to locate the escape routes and emergency exits to be used, emergency signs are
posted or indicators are fixed in these same areas.

General evacuation is triggered by direct contact between the emergency manager and the
evacuation team.

In each area, the evacuation is commanded by the evacuation team or substitute, and people
are directed to the respective meeting point.

The meeting point is located outside, as shown above.

Evacuation must take place in order and without incidents, and people under the orders of the
evacuation team must leave the work area using the most appropriate route for each situation.

When information about the evacuation of the shipyard is given, each employee must:

 Stop your work;


 Follow the instructions of the evacuation team member in your sector;
 Not run;
 Use the stairs (never elevators if there are any);
 Leaving the workplace via the established evacuation path;
 Do not go back to collect documents or personal objects;
 If possible, leave the paths unobstructed to facilitate access by the intervention and
outside help teams;
 If you are not at your workplace, join the group in the area where you are and go to the
meeting point;
 Do not leave the meeting point without being instructed to do so.

8.2. WORK ACCIDENT


 Keep Calm;
 Do not scream
 Notify the emergency manager, transmitting the following data: The place of
occurrence, describe the accident, the number of victims, the status of victims,
conscious/unconscious, breathe, bleeds, visible fractures, burns;
 Talk to the victim until the arrival of a rescuer or nurse;
 Clean the victim's mouth and nostrils of any dirt;
 Do not move the victim, except in the case of those intoxicated by fumes, who do not
have other injuries, who must be moved to a cool and ventilated area;
 In the case of burns: remove clothing items;

 Collaborate with the foreman/team leader in fencing the site and controlling access to
people;
 Do not allow local conditions to be changed, except if the safety of the injured person
depends on it;
 In case the intervention of external media is necessary, collaborate with them;
 When your presence is not necessary, leave the place and advise others to do the same,
heading to the meeting point.
 Do not resume work without express authorization from the person in charge of the
emergency.

8.3. FIRE
All personnel have a general duty to contribute to the detection of a fire and, in the event of an
outbreak, to carry out intervention actions.
IF YOU HAVE A FIRE
 If you smell burning or any other sign that makes you suspect the existence of a fire,
but there are no smoke or visible flames, quickly contact the person in charge of the
Emergency Department, and investigate.
IF YOU DISCOVER A FIRE
 Communicate the fact as quickly as possible to the person in charge of the emergency;
 Attack the fire with existing fire extinguishers on site, but don't take any risks,
resorting to colleagues if necessary;
 If you are unable to put out the fire, leave the area. Use the fire extinguisher to provide
a protective cloud against the escape;
 Close the doors without locking them
 Lower to avoid breathing the smoke;
 If possible, stay close to the site to provide the intervention team with the information
available;
 If you leave the site, don't go back.
THE FIRE CANNOT BE EXTINGUISHED WITH OWN RESOURCES
 The director of PEI decides the need to use external means and communicates through
the national emergency number (112);
 The request for intervention must comply with the communication protocol;
 An employee must be sent to the meeting point mentioned in the communication to
facilitate the referral of external assistance resources.

8.4. EXPLOSION
PREVENTION MEASURES - OCCURRENCE OF AN EXPLOSION
 Do not block escape routes and exits;

 Keep the yard clean and organized. Don't create uncontrolled storages. Respect the
zones destined for this purpose;
 Separate explosive and oxidizing substances. Store these substances in appropriate
places;
 Periodically check the status of electrical equipment, packaging of flammable
products, fire protection equipment and notify the PEI director or emergency manager
if you detect any anomaly;
 Make sure you know how to turn off the electricity and shut off the water on the site;
 Do not use open flames in an uncontrolled manner;
 Do not place intense heat sources near combustible materials;
 Do not overload electrical outlets by connecting several appliances to the same outlet;
 Periodically inspect your workplace;
 Only transport, store, distribute or collect unused explosive substances if you are a
“person specially instructed for the purpose” and are duly authorized by the Technical
Director or in charge of the works;
 Do not subject explosives to shocks, extreme temperatures or proximity to moving
equipment;
 Keep all explosive products and detonators away from sources of ignition or flames,
sources of hertzian waves, easily flammable or corrosive substances and places where
shots explode. They must also be preserved from mankind and shock;
 Use and handle explosive substances only if you have an Explosive Substance
Operator certificate and with express authorization from the person in charge of the
work;
 Do not use sharp steel objects or other objects that could cause sparks;
 Do not smoke or open fires in places where explosive products are handled and used;
 Return all daily surplus explosives to the supplier. It is expressly forbidden to store
explosives for more than 24 hours;
 Ensure that there is no one within the established security perimeter before starting the
handle detonation;
 After detonation, wait 5 minutes before examining and disassembling;
 If you detect traces of explosives on the disassembled work front, you should collect
them as much as possible using metal tools;
 Return all these explosives to the supplier of explosive substances;
 Have the emergency contacts at hand.
EXPLOSION OCCURRENCE
 Stay calm;
 Suspend work in the surrounding area, leaving tools and supplies in a safe position;
 Warn your co-workers;
 Do not go to the explosion site. It's definitely a dangerous zone;
 Immediately report the occurrence to the emergency manager in your work area,
transmitting the following data: personal identification, the explosion site, number of
victims, damage caused.
 Wait for instructions;

 Cut the electric current in the partial switchboard and related to the area in question;
 Place a wet cloth around your mouth and nose;
 Do not try to take materials with you that impede or hinder movement;
 Don't go back;
 If you are cornered, inform someone of your location (if you have the means to do so),
or signal your presence;
 If you are stuck, check the dangers of staying where you are and try to eliminate them.
 Go to the meeting point.
ATTENTION: if necessary, make use of the gas masks, available at the work warehouse.

8.5. ELECTROCUTION
In case of contact with medium or high voltage electrical cables:
 Whenever you detect cables with poor insulation, or faulty connections, contact the
person in charge of the work front or the person in charge of the emergency;
 In cases of an accident occurring due to contact with electrical cables, never touch the
victim, report the incident to the person in charge of the emergency and try to quickly
and safely cut off the current at the source.
