Good day…

I extend my sincere appreciation for the great opportunity you had extended to me as Chairperson of
the BAC Secretariat-Designate for NORSU-Bais Campuses I & II, Bais City, Negros Oriental. I do not
possess some of the required qualifications as stipulated in the IRR of RA 9184 Manual, Volume 1-
Guideline on the Establishment of Procurement Systems and Organization, under section 2,
paragraph C, page 12-13 states that;

The Head of the Procuring Entity should consider the following factors in selecting the personnel who
will be assigned to the BAC Secretariat, among others:
i. Integrity;
ii. Procurement proficiency, as shown by experience and trainings attended;
iii. The appropriate Civil Service qualification standards;
iv. The appropriate rank of the head of the BAC Secretariat, which should be:
 At least a fifth ranking permanent employee, in Central/Head Offices of NGAs, GOCCs
and GFIs, as well as SUCs and LGUs; or
 At least a third ranking permanent employee, in bureaus/regional offices and sub-
regional/district offices; or
 A permanent official of a lower rank, if the fifth or third ranking permanent employee is not
available.

In connection with this, may I humbly inform your highly-esteemed office that I will tender my
resignation in my designation as Chairperson of the BAC Secretariat for NORSU Bais Campuses I &
II effective August 31, 2021. I am submitting this ahead of time to ensure smooth transactions with
clients at the BAC Secretariat Office during the transition.
