About Us.
POPCOM is the lead agency in the implementation of the population and management
programs in the country. The three (3) program components of the PPMP include:
Responsible Parenthood and Family Planning (RPFP), Adolescent Health and
Development (AHD) and Population and Development (POPDEV) Integration.

The COVID 19 Pandemic in 2020 put a challenging role for the


Commission on Population and Development (POPCOM) to implement
its programs, projects, and activities in the ”new normal.” The strict
health protocols affected the face-to-face targets and activities set
by the agency and its regional offices. Our resilience was put to test
on how we can empower couples, individuals, and communities to an
improved quality of life.

POPCOM continued to uphold its commitment to achieve the PPMP


goals in support of the President’s 10-Point Agenda and the Sustainable
Developmect Goal. It formulated plans, conducted training, seminars,
orientations, held special events, and developed IEC materials on the
three program components using the different online platforms.

RESPONSIBLE PARENTHOOD
AND FAMILY PLANNING
The Responsible Parenthood and Family Planning (RPFP) Program has
continuously adapted with the demands of the new normal towards the end of
the year. This is by creating an alternative strategy specifically for the house
to house information drive by capacitating community volunteers and online/
virtual RPFP classes. This would enable LGUs with high targets to cope with
their accomplishments despite the pandemic.

The Regional Offices worked closely with the Local Government Units (LGUs),
partners and other stakeholders to continue their demand generation activities
such as counseling and profiling of walk-in clients.

The community volunteers throughout the country spent their time


resupplying Family Planning commodities to warrant full access of supply
during the pandemic. Further, the Regional Offices and their counterparts
at the local levels worked together for responsive critical plans to address
population issues during the challenging and difficult “new normal.” Catch-up
plans were conducted to strategize on how to reach the remaining targets
for the year. Orientations and planning workshops for localization strategy to
selected pilot LGUs were also undertaken.

In addition, POPCOM Central Office set up its Supply Chain Management Unit
(SCMU) to deliver family planning supplies in the regions with the purpose of
decreasing the incidence of stock out. Some of the POPCOM Regional Offices

Pre-Marriage Orientation and


Counseling (PMOC)

One of the major tasks of POPCOM is to train


members of the Pre-Marriage Orientation
and Counseling (PMOC) team of the Local
Government Units (LGUs).

RPFP PROGRAM AND ADVOCACY COMMUNICATION

The Information Management and Communications Division (IMCD) led the production of Usap-tayo sa Family Planning with
Doc Jeepy Talk show.

Usap- Tayo sa Family Planning with Doc Jeepy Talk Show is an online program which aims to provide
a platform for the discussion of various population management information, knowledge, strategies
and events to the general public and key stakeholders. The show discussed topics ranging from
family planning, adolescent health, population and development, as well as other topics that affect
the larger population in terms of social and health needs as well as development opportunities for
every Filipino citizen.

It is hosted by Usec. Juan Antonio Perez III, MD and co-hosted by IMCD’s Assistant Division Chief,
Mylene Mirasol Quiray. Other guests and resource persons were invited to provide inspirational
messages and valuable insights.

Family Planning Month


August 2020

POPCOM observed Family Planning (FP) Month which


carried the theme, “Mag-FP para sa ligtas, malusog at

contraception and to enable young people to make
informed choices on their sexual and reproductive

The AHD Program aims for the total well–being of young people ages 10-19 years old. Specifically,
the program’s objective is to address adolescent sexual and reproductive health issues and
problems since among the priority concerns are related to their risky sexual behaviors resulting
in teenage pregnancy and sexually transmitted infections (STI) including HIV and AIDS.

POPCOM conducted virtual awarding of the AHD Film Festival. In its 4th year, the film festival
successfully engaged youth from different regions to develop documentaries under the theme,
“The Youth and the Demographic Transition.” Moreover, it also developed a pool of communicators
who can help promote Demographic Dividend to a wider sector of the population. The Film Festival
aims to produce advocacy materials for adolescents and program stakeholders on population and
development issues.

The Virtual Live Screening and Awarding ceremony was held from July 20-23, 2020. The national

Observance of the International Youth Day

POPCOM joined the international community in the celebration of the 2020 International
Youth Day. The theme for this year’s celebration was, “Youth Engagement for Global Action”
which seeks to highlight the ways in the engagement of young people at the local, national
and global levels is enriching national and multilateral institutions and processes, as well as
draw lessons on how their representation and engagement in formal institutional politics
can be significantly enhanced.

In this connection, POPCOM-IMCD conducted and supported online activities and campaigns
such as Tiny-concert series in partnership with the Philippine Legislators’ Committee
on Population and Development (PLCPD). The series maximized online platforms and
the contribution of music and artists in advocacy in relation to adolescent sexuality and
reproductive health.

In the regions, POPCOM I partnered with the SK Federation of City of San Fernando, La Union
and San Carlos City to conduct the Virtual Spoken Poetry contest among young people in
the city last August 24, and November 27, 2020 respectively.. The objectives of the activity
is to define the role of the youth during the pandemic; and to engage all youth sectors to be
more productive, creative and engaging in local and global transformation and development
as they celebrate the International Youth Day.

Lastly, in celebration of International Youth Day, the family members particularly the young
children, nephews/nieces including the young neighbors of POPCOM-NCR staff took part in
the webinar on SHAPE-A held on August 13-14, 2020.

of a community. These demographic variables include population density, household size, type of housing
unit, and number of the most vulnerable population particularly the older persons.

It is important to consider these factors in planning for pandemic responses such as quarantine and other
support strategies at the municipal/city and barangay levels to make the responses more effective and
efficient. These are the tools that can be used for a more comprehensive perspective of the vulnerability
situation which can be used as a guide by the LGUs on their plans and strategies in addressing Covid-19
pandemic situations.

Region III Conduct of Regional Interagency Task Force for COVID- 19- Last May 4, 2020 thru
Google Meet hosted by the Office of Civil Defense. POPCOM III presented to the
members of the RIATF the Demographic Vulnerability Assessment Tool. The members
were very appreciative of the initiative of the POPCOM. As a result of this, OCD will
include DV Tool as part of the action plan of the local COVID-19 task forces and
instruct local task forces to coordinate with respective local population offices. Also,
NEDA will come up with geo-mapping using the DV results and DOH-RESU will help in
providing COVID-19 cases to compare with LGU-released data.

Region IV-A Orientations on the use of Demographic Vulnerability Tool as part of the training
module on Strengthening BHERT Capacity during COVID-19 to five (5) provinces and
14 municipalities of Rizal.

Region IV-B The Demographic Vulnerability Tool (DVT) was discussed by a radio guest at the
DWLC 1017AM Radyo Pilipinas Lucena on December 4, 2020.

REGIONAL ACTIVITIES ON THE DEMOGRAPHIC VULNERABILITY


TOOL ASSESSEMENT FOR COVID-19 RESPONSE

Region V RD Nacionales presented to the members of the Regional IATF the results of the
Demographic Vulnerability (DV) Tool for the City of Legazpi on April 29, 2020. She
explained that during pandemics, geographic spread is a vital factor in identifying
the most effective health interventions to mitigate disease outcomes and that
demographic characteristics such as sex and age composition of the population at
risk play an important role in determining the pattern of epidemic spread.

Region VI Orientation on the Demographic Vulnerability Tool to Regional Partner Agencies.


This activity was conducted last June 3, 2020 via Zoom cloud virtual platform. It
was virtually attended by 18 participants from regional partner agencies in Region
VI. The main purpose of the activity was to present and assess the demographic
vulnerabilities of communities in Region VI to COVID-19.

Region VII DVT was presented during the conduct of Provincial Population Management
Conference in Siquijor Province participated by IATF members in LGU in Siquijor, the
only Province in the region with zero local transmission of COVID-19.

Region XI POPCOM XI was able to reach 254 participants from LGUs, partners, population
offices were able to attend a series of orientation of DVT in response to the pandemic

NCR POPCOM-NCR conducted an orientation on DVT to the 20 Department Heads/Planning


Officers from 11 LGUs on November 19, 2020, via zoom.

The region also collected data regularly on the status of the LGU COVID-19 cases as
to facilitate the analysis on the trends of infection, recoveries and deaths. A separate
worksheet had been prepared by the regional office for this particular activity. Similarly,
updating of the COVID-19 cases in the DemVul tables are being done periodically until
December 7. A revised LGU specific/disaggregated DemVul fixed tables have been
initially prepared and distributed to the regional staff for updating. The results and
data are also shared to LGUs.

CAR The region initiated a cross-analysis of confirmed cases in the region and the results
of the DVT. This study aimed to ascertain any key factors in the prevalence of positive
cases among populations and communities in the region. The findings of this study
were shared with regional coordinating bodies like the RIT, RPEB, and through the
media.

Region IV-B Orientation of the Enhancement of the Ecological Profile has November 23, 2020
been carried out by the region. The Local Chief Executives and
the local planning team of the five (5) pilot cities/municipalities
representing each province of the region participated.

Region VIII Series of PPMP Reorientation and Localization and November 10, 16
Institutionalization for LGUs of Biliran and Leyte which was and December 2,

CAR An orientation-meeting on current Regional POPDEV initiatives December 16, 2020

on the goals and objectives of the PPMP specifically on the

BUDGET UTILIZATION REPORT

To monitor and evaluate the quantitative and qualitative measures of agency performance, PMED
through the Monitoring and Evaluation Section is tasked to monitor the budget utilization of POPCOM
regional offices as reflected in the units of their work measurement and other indicators of agency
performance, including the standard and actual costs per unit work. These reports are designed and
used for the purpose of monitoring the efficiency and effectiveness with which budgeted funds are
being utilized, and generally for verifying the attainment of goals established in the budget process.

Figure 1 presents the amount obligated and disbursed in the 3 programs of POPCOM. For the year
2020, a total of 123,226,727.32 million Pesos was disbursed or 85% of the total 138,011,589.88 million
Pesos budget for the 3 programs of POPCOM, namely, Adolescent Health and Development (AHD),
Population Development (POPDEV), and Responsible Parenthood and Family Planning (RPFP).

In table 1, presents the detailed amount of obligated, disbursed, and unutilized amounts of the 3
POPCOM Programs. As detailed, the RPFP budget has P107,126 Million – of which 85% or about
P99,049. Million – were disbursed. While the AHD budget has P13,409 Million – of which 86% or
about P11,653 Million – was disbursed. And lastly, the POPDEV budget has P17,126 Million – of
which 85% or about P14,665 Million – were already disbursed by the regional offices.

Figure 2 shows the breakdown of expenses per activity of the overall budget of 138M. The conduct
of training has the highest expenses for the year, which follows the salary of job orders, other
professional services, supplies, the printing of materials, and maintenance and repairs expenses.

POLICY FORMULATION AND DEVELOPMENT


One of the key roles of POPCOM is to lead in the development and preparation of
population policies and operational plans in the population development sector.
POPCOM works with different program partners at different levels by providing
technical assistance and advocating for favorable policy climate in order to
implement population development goals set forth in the Philippine Population
Management Program Directional Plan 2017-2022.

Region I There were four (4) Memorandum of Agreements (MOAs) forged to strengthen the
implementation of the programs and projects:

1. MOA with FPOP for the provision of Commodities and Services Delivery
2. MOA with PBHAP for the Delivery of PSI
3. MOA for the Localization and Institutionalization of PPMP at the Local Level
4. MOA between POPCOM and National Commission on Indigenous Peoples (NCIP) in
the promotion of the Philippine Population Management (PPMP) among Indigenous
Peoples and Indigenous Cultural Communities (ICCs) in the region.

PMOC-RTWG Joint Advisory R1 2020-01


The members of PMOC RTWG namely DILG, DOH, PSA, DSWD and POPCOM-1
convened to comply with the NTWG instruction to operationalize the Joint Advisory
Interim Guideline in providing Pre-Marriage Orientation and Counseling (PMOC)
Services during the State of Public Health Emergency.

Memorandum of Understanding between POPCOM and Philippine National Police


(PNP) Police Regional Office I

This served as a springboard for a more strengthened partnership not only in the
province of La Union, but also in other provinces to empower Filipino families. The
MOU resulted in various RPFP Orientations conducted to PNP Officers and personnel
which shall extend to their provincial offices of PNP, especially during this time
of pandemic where there are unwanted or unintended pregnancies and domestic
(sexual/ verbal) abuse among homes.

Region II For year 2020, POPCOM-Region II forged RPFP Memorandum of Agreements/


Understanding with the following organizations/radio station/training institutes:

- Two (2) Memorandum of Agreement (MOA) with BITE


- Two MOAs with the Integrated Midwives Association of the Philippines (IMAP)
Region 2 Chapter for the conduct of the demand generation activities and provision
of FP services/PSI
- Zonta Club of Tuguegarao
- DWPE Radyo Pilipinas Tuguegarao for the airing of the Family Planning on Air (FP-
On-Air)
- Philippine National Police Training Institute-Regional Training Center (PNPTI-RTC)
for the conduct of demand generation activities to all PNP trainees of the institution

As a manifestation of support by the LGUs in the implementation of the RPFP program


component at the local level, twenty-nine (29) policies were issued by different
Provinces. Cities and Municipalities in the implementation of RPFP Program in the
Region.

Region III Five MOAs were develop to efficiently implement projects on the ground:

Memorandum of Agreement between POPCOM III, and DKT on Reducing Unmet Need
for Modern Family Planning through FP Outreach Activity;
Memorandum of Agreement between POPCOM, DSWD, and DOH on the support
to the implementation of 4Ps by the 4Ps Project in response to the intensified
implementation of NPPFP;

Amendatory MOA with Cooperative Development Authority to catch-up the remaining


targets. POPCOM and CDA agreed to revise the work and financial plan that suits the
situation nowadays and also to respond to the health protocols of physical distancing
and prohibition of mass gatherings after several consultative meetings.

Memorandum of Agreement with Family Planning Organization of the Philippines ;


Supplemental of the Amendatory Memorandum of agreement with Cooperative
Development Authority - Due to lack of time in the implementation and to accomplish
the identified targets in the said agreement, POPCOM III and CDA agreed to extend
the implementation until June 30, 2021. The agreement was signed last December
28, 2020.

Regional Joint Memorandum Circular No. 2020-001: Interim Guidelines on Recording


and Reporting of Unmet Need for Modern Family Planning in Central Luzon (for
harmonization of data on unmet need and MWRA reached through demand generation
activities)

Region IV-A In compliance to DILG Memorandum Circular 2020-132 dated October 7, 2020 re
Guidelines for the Establishment of Implementation Team of RPRH Law, the following
LGUs submitted their approved Executive Order as follows:
(a) Laguna Province- PIT EO No. 27 s. of 2020; (b) Cavite Province - PIT EO No. 3 s.
of 2019; (c) Rizal Province- PIT EO No. 44 s. of 2020; (d) Biñan City- CIT EO No. 44
s. of 2020; (e) Antipolo - CIT EO No. 62 s. 2020; (f) Bacoor - CIT No. 46 s. of 2020; (g)

and finalized the assessment Paper on Penalizing Hilot entitled “Penalizing Traditional
Birth Attendants (TBAs) of Hilots for Home Deliveries through local Ordinance: Policy
and Program Implications”

Region IV-B Nine (9) Executive Orders were issued for the implementation and institutionalization
of Republic Act No. 10354 or the Responsible Parenthood and Reproductive Health
Act of 2012. These EOs were focused on creating Implementation Teams in the
Province of Palawan, Romblon, Occidental Mindoro.

A total of 50 Resolutions were issued in different barangays in the municipalities of


Naujan and Pola, Oriental Mindoro. The resolution was titled “Resolusyon sa Pagbuo at
pagpapatibay sa Pagtatalaga sa mga Lokal na Opisyal sa Populasyon at Pagpapakilos
ng mga opisyal sa komunidad, mga boluntaryo at manggagawa upang pasidhiin ang
pagpapatupad ng Pambansang Programa sa Populasyon at Pagpaplano ng Pamilya."

Region V Memorandum of Agreement with FPOP Masbate, FPOP Camarines Sur and FPOP
Sorsogon (October 2020) to engage in Family Planning Services provision particularly
the Long-Acting Reversible Contraceptives (LARCs) and Permanent FP methods to
women with unmet need for modern FP in Region V.

Region VI Established a Regional Memorandum on the RPFP Helpline.

respective roles and responsibilities of each party.

Region IV-A The Memorandum of Understanding between POPCOM-IV B and the Western
Philippines University-Palawan has been revised to include new areas of partnership
and is currently under review by the WPU Board.

Region IV-B Resolution Enjoining all Local Government Units of the Eighteen (18) Municipalities of
the Province of Antique to Establish Information and Service Delivery Network (ISDN)
for Adolescent Health and Development.

An ordinance Mandating the Conduct of Yearly Symposium on Social Menaces


and Health Issues and Concerns Affecting the Youth in the Province of Antique and
Providing Funds for the Purpose.

An Ordinance Mandating the Establishment of Youth Desk in Barangay Halls within


Municipality of Cabatuan defining its function and for other purposes.

Region VII Memorandum of Agreement with LGU Maria of Siquijor on the newly established
Teen Center which was witnessed by Key Officials of the Province.

with primary and secondary schools covering 35 schools in the Region.

Region X Partnership Agreements were forged between the Commission on Population-Region


X and Teen Centers in Oroquieta City, Aloran, and Jasaan sustaining and strengthening
the implementation of AHD program in the locality through the operations of teen
centers.

Region XII Memorandum of Understanding between POPCOM XII represented by RD Edwin


Mateo P. Quijano and Department of Education- Regional Office XII represented by RD
Allan G. Farnazo, CESO IV – December 2020

CAR POPCOM requested for an ordinance requiring all boarding houses to have an
orientation on RPFP and AHD during the Baguio City Implementation Team meeting
last January 30, 2020. The Sangguniang Panglungsod Chair on Health requested
POPCOM to assist the body in drafting the ordinance.

On December 3, 2020 DEPED-CAR and POPCOM-CAR formally forged a partnership


in addressing sexual abuse and teen pregnancies among Cordilleran learners through
the Salaknib tan Namnama (Saving and giving Hope) program. This regional initiative
aims to bring back to school learners who unfortunately became victims of abuse and
those who had unintended pregnancies.

NCR City Ordinance No. 51, Series of 2020 which mandated all of their SK Councils to
allocate funds for the Adolescent Health and Development Programs of San Juan
City.
Memorandum of Understanding on AHD with the Rotary Club of Manila Fort Santiago
on September 10, 2020. This is to strengthen the AHD program in the region with the
Rotary Club serving as another partner that will serve as the marketing arm of the
program.

Region II Twenty one POPDEV policies were issued to efficiently and effectively implement the
programs and projects at the local level in support of the implementation of the
population program at the regional and local level.

Region III Memorandum of Understanding to 7 LGUs (Bataan, Pampanga, Zambales (MOU),


Olongapo City, Meycauayan City, San Jose City and San Jose del Monte) The
agreement was intended for the Localization of Population Strategies at the Local
Level.

EO No. 017 An Order Creating and Establishing the Meycauayan COVID-19 Task Force
(inclusion of City Population Office as a member of the Task Force)

Region IV-A In compliance to DILG Memorandum Circular 2020-132 dated October 7, 2020
“Guidelines for the Establishment of Implementation Team of RPRH Law”, the 1O
LGUs submitted their approved Executive Order adapting the said MC

Region IV-B With the continued advocacy and lobbying efforts of POPCOM-MIMAROPA to the
Local Government Units, and the strengthening of the implementation of the PPMP, a
total of ninety-eight (98) policies were formulated and gathered for the year through
Executive orders and Resolutions.

Region V The Memorandum of Agreement between POPCOM V and Naga City on the
“Localization of National Program on Population and Family Planning “ is to enhanced
the capacities of local institutions including local offices and coordinative bodies
to design, plan, implement and deliver, monitor and evaluate effective strategies
to improve demand and supply of information and services for RPFP including the
reduction of adolescent pregnancies in the locality.

Region VI PDC ExeCom Resolution no.50-2020 - A resolution favorably endorsing the Central
Visayas Regional Development Council (RDC) the list of priority programs, activities
and projects (PAPs) of the POPCOM VII for the Province of Bohol in the CY 2021
Budget proposal of POPCOM.

POPULATION AND DEVELOPMENT (POPDEV) INTEGRATION

Region X Various Executive Orders, Memorandum, and Resolutions were issued by different
LGUs in support of the PPMP strategies. Some of these were the creation of ISDNs,
creation of RPRH implementing teams, and Implementation of PMOC programs at the
local level.

Region XI Municipal Resolution No. 2020 -221, Granting authority to the Hon. Mayor Atty Eufracio
Dayaday, to sign for and in behalf of the Municipal Government of Asuncion, Davao
del Norte, the MOA with the POPCOM XI, Davao City , represented by its RD, Bai Agnes
Sampulna.

EO No. 59 -An order amending the creation of the TWG for the integration of Population
Dynamics into Plan Development, Policy making and program Implementation.

EO no. 53 - Creation of Population and Development Council dated on September 8,


2020

Region XII Four Local Government Population Management Conferences (LGPMC) were
successfully conducted by POPCOM XII last February 12-14, 2020 at Hotel Dolores,
General Santos City, July 16-17, October 6, and December 3 respectively via zoom
online platform.

CAR By Resolution No. 2 Series of 2020, CORDILLERA RIATG COVID19 adopted the use of
Demographic Vulnerability Assessment Tool (DVT) in local planning for emergency
response E.G. Covid-19 response in the Cordilleras supporting DILG-NEDA-DOH-
POPCOM Joint Memorandum Circular (JMC) 2020-01. Likewise, NEDA organized the
inter-agency workshop for the Regional Recovery and Rehabilitation plan where DVT
is included as a main strategy.

The Provincial IATF of Kalinga approved PIATF Resolution No. 1 Series of 2020
adopting the DVT in Local Planning for Emergency response in the province. From
July to August 2020, the regional office lobbied during the meeting of the Benguet
Provincial Inter-Agency Task Force to lobby for the use of the DVT. The said meeting
was participated by local chief executives, provincial board members, department
heads and regional agencies.

NCR An Ordinance Establishing Barangay Population Workers (BPWs) in the Twenty-One


(21) Barangays of the City of San Juan as Key Focal Person (s) of the barangay in
relation to the City’s Population Development Office (POPDEV) Programs and Projects
and Providing funds for the purpose.

EO No. 26 Providing for the Creation of the TWG on PopDev Planning of the City of
Muntinlupa, its composition and functions

Memorandum of Understanding (MOU) between POPCOM-NCR and Muntinlupa City


and issuance of EO Order on the creation of TWG in City

Joint Regional Memorandum Circular no. 2020-01 between the Department of Interior
and Local Government-National Capital Region (DILG-NCR) and the Commission
on Population and Development-National Capital Region (POPCOM-NCR) on the
utilization of the established regional Gender and Development (GAD) Database.
