May 13, 1993 DENA ADMINISTRATIVE ORDER } NO. 29 2 Series of 1993 } SUBJECT: GUIDELINES ON THE COLLECTION. OF ADDITIONAL AND RE- PLACEMENT OF UNPRODUGTIVE, AGEDVOVERAGED AND BRECEASED MONKEY BREEDERS. Pursuant to Section 7 of Act 2590 as amended, PD 70S as amended, and Executive Order 192, the folowing gukielines on the collection of additional and replacement of unproductive, aged and deceased monkey breeders ara hereby promulgated for the guidance and compliance of all concemed: Section 1. Statement of Policy and Objectlves. itis ihe pokey of the State to ensure the suslainable use, managemenl ard conservation of the country’s Ralural resources, including the protection thereof. Towards this and. the collection of additional and replacement ol unproductive, agedand deceased monkey breeders shalf have the following objectives 1.1 Ta regulates ihe collection of monkeys from the wild in preparation of the phase-out of this activity: and, 1.2 To establish the pmcedure for the dispaskion of subject monkeys in line wih the govemment'’s support far conservation and sustainable-criented economic activities like Ihe monkey breeding industry. Section 2. Coverage. These guidelines shall apply to ail Filipino permitiaes. engaged in breeding including domestic sale of breeders to authorized monkey breeding, Filipina oF foreign-owned, Section 3, Definition of Terms. As used in this Order. the following terms shall be defined thus a1 Unereductive Stage - the stage wherein no reproduction hava bean recorded for a minimum period of aightsen (18) months alter reaching the reproductive age; 3.2 Aged or Overaged - a monkey breeder that has reached the age of seven (7) oF eight (8) years from the date of firsi repreduction, of about twelve (12) years old and above: 33 |ATA - Intemational Ait and Transport Association; 3.4 DENR Wildlife Managemant Committee - an inter-agency commitiee chaired by DENA wih the representative/s from academe, non-governmental organi- zations (NGOs), and widlte exporter group as members, tasked to ass66s 168 and evalualé a applications for widlife jrade including the operation of a breeding farm: 3.5 Monkey Breeding Permit - refers io the permit issued py PAWB to a person engaged in tha breeding of menkey tor scientific purposes; and 3.6 Monkey Trappers - refers to individual or groups engaged in the Proper hunting of monkey fer breeding puposes. Section 4, Collection of Additlonal and Replacement of Unproductive, Aged/ Qveraged and Deceased Monkey Breeders. The following procedures shall be observed by the concerned gartyfies: 4.1 All requesis shall be mada in wriling addrassed to the Director, Protected Areas and Wildife Gureau (PAWB}. 42 in the case of request for replacement, the sale must contain the following information presented in tabular form: 4.1.1 Tattoo number's of unproductive, aged of overaged monkeys; 4.1.2 Place of collection; 4.1.3 Date of collection; 414 Weight; 41.5 Sex: 4.4.6 Total number of live proganias delivered by the breeders during captivity: 4.1.7 Number of years in captivity: 4.1.8 Femara on the health condition of the breeder/s, particulary if the same has been infected with ebola virus or other organisms; 43 Preliminary evaluation shall bs made by ihe concerned personnel of PAWB and the general findings shall be referred to ihe DENA Wildife Management Commitiee for tinal assessment and evaluation. Section 5. Procedure for the Evaluation of Request for Replacement by the Committee. All requesis shall be svaliated based on the checklist of criteria prescribed under the Standards for Breeding Facilities, as listed hereunder, 5.1 CAPTIVE BREEDING. For roplacement to be undertaken in the breading farm, tha fotowing shall be considered: 5.4.1 Fam Capacity The AnimaSpace Ratio must ba one (1) and two (2) ‘cubic meter/s per head for breeding cages and nursing/grawing cages, respectively, The declared optimum capacity ai one time shaif be based on the cage measurement. 169 5.1.2 Cage Quality, The structure of the cage shall be assessed based = on the type of construction materials used whether wood frame or steel frame both with cyclone wire and concrete flooring. The caga must aiso have atleast fifly percent (60%) roofing either made of nipa or galvanized iron sheets, 5.1.8 Basic Faciities. The following basic facilities must be present in the breeding farm: Wateters or water dispenser, Feeding trough; Adequate ventilation, lighting and shade; Parches and shelves for resting: Culverts for hiding and shelter from agrassion, and Septic vaults for sewage and waste disposal. teaocgrn 5.1.4 Support Facilities. in adailion 1s the items listed in the preceding section, the presence af other suppor facilities shall also te considered, such as: a Basic workable veterinary clinic; b Basic clinical pathology laboratery or a written agreement with a contract laboratory (6.9. UP-NADDL: c. Adequate feed storage faciliies; d Portable water supply, and e Stall quarters. 5.2 Island Breeding For replacement to be undertaken in a particular island, the following prescriptions and breading faciltles shall be taken into account 5.2.1 Quarantine Fequiroment. The monkey breedar/s shall be subjected to an addtional sity {60} day quarantine and laboratory teste for antibiotic sensitivity, throat cudure, salmonella or shigella and for the presence of parasiies. Alsc. the breeder shai undergo the slandard veterinary care and tuberculosis testing for a minimum of sta (6) times Atter the above stage, braoders shail be transported.to the islands injATA-approved ctales with drinkingand feeding facilities. The coflected progenies from the breeders shall likewise be subjected to anothar thiny (80) day quarantine, 5.2.2 Capacity. The space allocation Must be seventy (70} square meters peradut head, supplemented with pelletized feeds, truils and drinking water. The standard sex ratio must be one (1) male for ten (0) terrales, A daveloped land area of twenty (20) hectares and ten (10) hectares: must have a minimum capacity of two thousand eight hundrad (2,800) and one thousand four hundred (1,400) heads, respectively. 70 §.2.3 Basic Requiremants. in general, the island breeding must be rejatively isolated from influx of people with five (5) fulltime caretakers stationed outside of the'monkey island”. Monthly inspection bya veterinarian and a quarterly standard testing proceduve must be indicated in Ihe breeding program, The tapping cage should be made of galvanized iron pipes, sheets and cyclone wire in order to monitor Population growth. To facilitate inter-island Inanspon a motorized boat is necessary. 5.2.4 Support = Facilities = and Services. The — storage facility/ies musi be made of concrete and galvanized iran sheet rooting. Basic Chnical laboratory service and a quarter for the caretakers should also be present. Section 6. Committee Actlon. The DENR Wiklife Management Committee shal render its decision within thitty (90) calendar days from receipt of such request. ‘Otherwise, t shall be assumed that the sequest shall have been approved provided that all requirements under the Chacktist for the Standards for Breeding Facilities have been complied with. Section 7. Selection of Mankey Breaders for Replacement or Additional Collection, The selection of monkey breeders to replace unproductive, aged’ overaged of deceased bieaders or as addifional collection of the breeding farm owners must strictly by purchased or acquited from monkey trappers. The monkeys must possess the required minimum waight of one and a half (1.5) kilograms per head. Monkey trappers caugnt seling monkey breeders not within the weight requirement preseribed above shall be subject fo apprehension and appropriate disciplinary action, Section 8. Transport and Inspection of Mankey Breeders. Original transport permit/s issued by the DENA Region concemed must be surrendered within thes (3) days to PAWB upon arwval of the animals in the respective farms for issuance by PAWE qf tattoo codes and weigth inspection Section 9. Tattoo Coding ot Monkey Breeders. Within three (3) working days from the date of recaip. of the original transper! permit, PAWB shall nolify the permittee of the corresponding tattoo coda/s and which shall be determined following the ceding mH standard below: 9.1 FOR REPLACEMENT BREEDERS trC1 - 1 to infinity where; L - code of the permitiee: r- replacement; G- the place of collection: and 1+ represents the baich number of the animal 1 - individual sumber 9.2 FOR ADDITIONAL BREEDERS LaC1 - 1 to infinity where: a - addilional (Noe: afl variables in item (9.1) mean tha same for Item (9.2). Section 10. Inspsction and Validation of Tattoa Codes, Within thity (30) days from the receipt by the permittes of the prasctibed tattoo codes, FAWB shall indpect arid Validate the same. Violations or deviations from the standards prescribed in this Order. shall subject tha monkey breeders to confiscation, they shall be deposited at the PAWB RESCUE CENTER and shall be disposed o in accordance with DENA Administrative Order No. 142, series of 1989. Section 11. Disposition of Unptoductive, Aged/Overaged and Deosased Monkey Breeders. Unproducive and aged/overaged female monkey breeders as certified by PAWB shall be disposed of through sale and export, \n case of male breeders that are incapable to reproduce the same maybe subject for donation lo 2005, mexiical institutions, human healih research instfutions, subject to the proprietary ownership by the Philippine government and be euthanized Strict supervision and monitoring during and after the release shal be made by the CENRO concerned or his duly authorized representative/s. A report thereon must be made to PAWB within fifteen (15) days from (ha date of (he release. Saction 12. Proceeds of the Sale or Export. Sky percent (66%) of the proceeds fromm the sale of export of monkey breeders shall accrue te the INTEGRATED PROTECTED AREAS FUND or IPAF. Section 18 Repeating Clause. Allmemoranda, orders, cimculars, and other regulations inconsistant herewith are hereby repealed and/or amended accordingly. Section 14. Etfectivity.
