Motion : THW implement a salary cap in football clubs

- Background

Ladies and gentlemen, Salary cap in football club is good to be

implemented in football club to ensure salary earned by football
players, and to avoid missunnderstanding because of clear and firm
decision about the salary. Salary cap in football club is a concrete
decision, this decision can also avoid dissatisfied of the difference in
salary received because salary cap in football club pay the same
amount of salary for evey football players.

Salary cap in football clubs should be implement to giving a fair

payment among football players also prevent unacceptable of the
difference in salary they receive

salary cap is an agreement or rule that places a limit on the amount of

money that a team can spend on players' salaries. It exists as a per-
player limit or a total limit for the team's roster, or both. Several
sports leagues have implemented salary caps, using them to keep
overall costs down, and also to maintain a competitive balance by
restricting richer clubs from entrenching dominance by signing many
more top players than their rivals.

Article 3 paragraph (2) and (3) of the Human Rights Law states:
"Everyone has the right to
recognition, guarantee, protection, and fair legal treatment as well
obtain legal certainty and equal treatment before the law.” And
Everyone has the right to protection of human rights and fundamental
freedoms
human beings, without discrimination.

For sample case :

 Okay, we have found a diference salary among football clubs. For
example the salary difference between arsenal and chelsea has
reached 63 million pounds. Instead of diference salary between club,
now we are talking about diference between football players. Salary
diference between Cristiano Ronaldo and Kevin De Bruyne has
reached 2 trilion in Rupiah.

Refers to Article 5 paragraph (1), paragraph (2) and paragraph (3)

states: "

humanity before the law, and everyone has the right to get help
and fair protection from an objective and impartial trial,
As well as Everyone who belongs to vulnerable groups of people have
the right
receive more treatment and protection with respect to
its specialty

Thats giving a positif impact to football league s in Indonesia. For

example the relationship between soccer players is getting better
because there is no difference in salary to make them jealous of one
another

3.How do we implement
Refers principle of wage policy as contained in the laws and
regulations, law 11 of 2020 states : Everyone has the right to equal
treatment in the application of the wage system without
discrimination. Article 88A paragraph (1) and (2) states : Everyone
has the right to receive equal wages for work of equal value.
Football league clubs can start to implement a salary cap in football
clubs with make a new regulation about the salary cap.

4.How is this motion solve the problem

If this motion implemented, football player will get a same amount of

salary, there will no longer be jealous footballers because of the
difference in pay

5.Why is this motion effetive

This Motion is very effective to increase for every football club and
players relationship, football players economic, even the football
clubs economic to consider the money spent to provide salaries to
football players.

With so many law and constitution support to implement a salary cap

in football clubs, with a voice to deliver justice, and lift the economy
of both sides. It is should be implemented to every football clubs
