ABSTRACT

Online Single Submission (henceforth referred to as OSS) is an initial step taken by the
government to synchronize and simplify permit issuance services for companies by simplifying
the protracted bureaucratic process of permit issuance marked by the enactment of Presidential
Regulation Number 91 of 2017 concerning Business Setup Acceleration. Moreover, Regulation
Number 24 of 2018 concerning Integrated Electronic Business Permit Issuance services has
been a breakthrough for the policy concerned simply because the related activities will often
utilize technology such as integrated electronic system services or OSS. This research aims to
study the legal protection of personal data used in OSS electronic-based permit access services
according to Law Number 27 of 2022 concerning Personal Data Protection. The OSS practice,
however, is prone to security infringement regarding the use of the personal data of users. This
research employed normative-juridical methods, conceptual, and statutory approaches,
discovering that, in terms of the security of personal data protection, electronic system-based
permit service access has incompleteness of regulations in the personal data of users. It is, thus,
necessary to provide legal certainty for users of this OSS service to fill the legal loophole
concerning the protection of personal data in an OSS system.
