Greetings!
I humbly present you this Barangay Development Plan of Barangay Canmaya Diot, Sagbayan,
Bohol. This will serve as our compass in the next three years of our Development Goal. Together with all
the members of the Sangguniang Barangay of Canmaya Diot and the Barangay Development Council, we
were able to make this Plan possible.
The true Development is not measured on this plan alone. There are more challenges waiting for
us to transform this plan into reality. Your unending support including your prayers gave us the courage to
become an extra-miler.
The administration’s full capability has been surrounded by a minefield of gaps and issues that
has held us back from achieving the ultimate goal. When most effective planning and activities are
approved, it is slowly disarrayed by financial incapacities.
When we, the Barangay Officials have the responsibility of this plan, I would like also to remind
you that all of us have part in it. Together, let us face the challenge and transform this document into

PREFACE

Barangays are the building blocks of cities/municipalites. The development of a


city/municipality depends largely on the vitality, health and dynamism of the different
barangays which comprise the city/municipality. Economic activities to name a few, occurs
in specific barangays where sea /air ports, reclamation area, shopping malls, markets,
cultural heritage and tourism sites are located if taken together, these activities comprise the
city/municipal economy which provides employments, spurring investments, generating
income and building revenue base for the city/municipality. Any serious problems and
deficiencies in the barangays in turn affect the pace of development not only in the barangays
but in the city/municipality as a whole.
The primary objective of a city/municipality‘s development through its
comprehensive development plan is to improve the quality of life of its residents who are all
living in barangays. Thus, any city/municipality development effort should start with
barangay development which is initiated, defined and planned not only by the barangay
officials but by residents and other barangay stakeholders as well.
Development planning is mandated by law-The Local Government Code (LGC) of
1991 (R.A 7160); The Urban Development and Housing Act of 1992 (R.A 7279); and the
Social Reform and Poverty Alleviation Act of 1997 (R.A 8485) all mandated the formulation
of local developments plans.
As defined by the LGC, thaT barangay is “the primary planning and implementing
unit of government policies, plans, programs, projects and activities in the community, and
as a forum wherein the collective views of the people may be expressed crystallized and
considered“
Furtheremore, the LGC also stipulated the creation of the Barangay Develoment
Councils (BDCs). Sec. 106 states that ”each local government unit (including barangays)
shall have a comprehensive multi-sectoral development plan to be initiated by its
development council and approved by its sanggunian“ For this purpose, the development
council at the barangay level, shall assist the corresponding sanggunian in setting the
direction of economic and social development, and coordinating efforts within its territorial
jurisdiction. Ensuring people’s participation in local developmeent efforts; prepare
barangay development plans and monitor and evaluate the implementation of national or
local programs and projects.
Most importantly, said development plan must be a Gender-Responsive (with sex-
disaggrated data in the Socio Economic Profile to facilitate the gender gaps and gender
differentiated impacts of PPAs) and Disaster Risk Reduction-Climate Change Adaptation
(DRR-CCA) mainstreamed (with database on barangay disaster hazard, risk, climate change
vulnerability/exposure assessments to increase adaptive capacity of the community, managed
risks and disaster impacts on the lives and properties).

Hence, the formulation of the Barangay Development Plan of Brgy Masipag thru the
full support and guidance of the City/Muncipal Local Government Unit of Pinamungajan,
Liga ng mga Barangay, DILG Office, C/MPDO, C/MSWDO, C/MHO, C/MDRRMO,
C/MBO, C/M Engineering Office, C/M Accounting Office, C/M Agricuture Office, Barangay
Council of Masipag, purok leaders, and other stakeholders.

History of Barangay Canmaya Diot


Barangay Canmaya Diot is one of the 24 Barangay under the Municipal Government of
Sagbayan, Municipality under the Province of BOHOL.

HISTORICAL BACKGROUND

Canmaya Diot is one of the most progressive Barangay in the Municipality of


Sagbayan. Although it is just a middle-sized Barangay to its land area, people are happy and
contented cause the land is evenly distributed to its populace.
This Barangay is once a part of Canmaya Centro. Because Canmaya Centro’s
land area was large and the population was rapidly growing as well as the people petitioned
to split it into two Barangays, so that the newly form Barangay retained the oldname.
This Barangay is located on the plain amidst vast rolling hills. Its ricefield are
irrigated by numerous streams.At the foot of almost every cone-shaped hill are coconut
groves outlining the base.These hills are so numerous that one can say that this is an
extension of the Worlds Famous Chocolate Hills of Carmen. There are no more forest to be
found and it can be noticed that the land had been cleared for Agriculture. Patches of green
alongsides and on top of the hills are the reforestation project of the people. At the top anyone
can see the distant City of Cebu on a near day.
GEO-PHYSICAL FEATURES
Barangay Canmaya Diot is geographically bounded on the East of Barangay Mantalongon,
West of Barangay Canmaya Centro and Barangay Kagawasan, North of Barangay Dagnawan and
South of Barangay Poblacion.

Way back 1928, the first Teniente del Barrio named Pascual Samputon and the
Barangay Captains respectively were the following:

Profile of Barangay Canmaya Diot

Physical Characteristics
Barangay Canmaya Diot has a total area of 2,542, 567 square meter where in 70
hectares is used in agricultural and 60 hectares is used in timberland. It has a distance of 2.5
kilometers from the heart of the city/municipality.

Barangay Canmaya Diot is geographically bounded on the East of Barangay


Mantalongon, West of Barangay Canmaya Centro and Barangay Kagawasan, North of
Barangay Dagnawan and South of Barangay Poblacion.
It is classified as urban place, and upland barangay.

Based on the 2018 Commission on Election (COMELEC) records, the barangay has 840 registered
voters 411 are males and 429 females. It has 6 Precincts.
Barangay Canmaya Diot has six Puroks.

Barangay Canmaya Diot has no proper equipment needed for disaster for disasters, through
this, the Barangay is allocating funds to purchase the said equipment..
Barangay Canmaya Diot worst fearing disaster would be the earthquake and unexpected
typhoon into a super typhoon where in the households would be the recipients.
A. Community Risk Assessment (CRA)
Ang Community Risk Assessment (CRA)ay isang paraan ng pagtukoy ng
mgapanganib o piligrong maaring maranasan at malaman ang kalakasan at
kalawakang maaring idulot ng panganib o peligro sa komunidad. Sa pamamgitan ng
sama-samang pag-alam ng mga kalakasan at opurtunidadna mayroon sa kapaligiran
ng barangay para makatulong sa pagbawas ng panagnib o peligro.

1. Barangay Disater Risk Profile

Barangay Canmaya Diot had experienced calamities like typhoon, earthquake but
because of the cooperation and participation of the constituents with the
leadership of the Municipal LGU through the DRRMO, we are able to cope with
the various calamities due to the preparedness plan of the barangay with zero
affected individual and less damaged to properties and source of livelihood.

METHODOLOGY ON DATA GATHERING USING BARANGAY


GOVERNANCE PERFORMANCE MANAGEMENT
SYSTEM(BGPMS) TOOL AND OTHER AVAILABLE DATA
Barangay Canmaya Diot has organized a BDP Planning Team through an Executive
Order/Barangay Resolution to spearhead the gathering and collection of needed data in
coordination with the Local Government Unit of Sagbayan(Office of the Mayor, Sanggunian
Panlungsod/Bayan, Liga ng mga Barangay, Office of the Municipal Planning, DILG and
other LGU departments and offices), analyze and validate the assessment result, prepare and
present them during the BDP planning workshops until done. The barangay planning team
uses BGPMS and other available data from the city/municipality to capture the current state
of the barangay in order to find solutions and address the development gaps.
The Enhanced Barangay Governance Performance Management System (BGPMS) is
an assessment tool that measures Barangay delivery of services and accomplishments in
relation to their functions as mandated in the 1991 Local Government Code (R.A 7160) and
other related issuances.
Data gathering covers barangay’s performance for Calendar Year 2017 as the year
under review. Data interpretation was limited only to the indicators required in the 2017
enhanced BGPMS Data Capture Form. Data and information are useful in the identification
of priority areas for improvement were also made available to enable barangay officials to
plan and implement appropriate strategies for their constituents.
The BGPMS shall focus on the following priority performance areas: (1)
Administration; (2) Social Services; (3) Economic Development; and Environmental
Management. The performance areas are further subdivided into several service areas as
follows
