EXECUTIVE SUMMARY
This report is provided by the Regulatory Services Division (RSD) of the Texas Department of Public Safety (DPS)
in accordance with the requirements outlined in House Bill 1927 (Government Code, Section 411.02096), 87th
Regular Session of the Texas Legislature, 2021.

The report is to include information related to the carrying of firearms by persons in this state, including
information specific to the License to Carry (LTC) program and any other relevant information related to the
carrying of firearms in Texas.

The Regulatory Services Division licenses individuals to carry handguns within Texas, evaluates the eligibility of
applicants through criminal history background checks, and monitors those currently licensed to ensure their
continued eligibility.

The DPS Crime Records Division maintains various programs that collect information submitted by local criminal
justice agencies throughout the state. Submitted information is compiled into statewide databases or systems
and forwarded to national criminal justice databases at the Federal Bureau of Investigation (FBI).

1. DEFINITIONS
The reports provide data based on calendar year.

Regulatory Service Reports


i Applications Received

The number of paid original and renewal applications received during the reporting period.

ii Licenses Issued

The number of original and renewal licenses issued during the reporting period.

iii Average LTC applications 2010-2021

The total number of original and renewal applications received in the current year compared to the average
from 2010-2021.

Crime Records Reports


The number of arrests and convictions reported to the department during the specified year. These are grouped
by offense codes.

iv Arrest

Arrest data indicates the year of the arrest, which may not be the year in which the outcome is determined.

v Conviction

Conviction data indicates the year in which the conviction was finalized, which may not be the year in which the
arrest originally occurred.

vi Offense Codes

Offense codes are grouped by three broad categories:

• 63 Offenses that only include firearm/handgun


• 61 Offenses that reference deadly weapon
• 24 Offenses that reference firearm/handgun or other types of weapons

5. FEDERAL RESOURCES AND REPORTS
5.1 Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
ATF issues firearms licenses and conducts firearms licensee qualification and compliance inspections. In addition
to aiding the enforcement of Federal requirements for gun purchases, compliance inspections of existing
licensees focus on assisting law enforcement to identify and apprehend criminals who illegally purchase
firearms. Information on this site includes data compiled by ATF relating to firearms.

5.2 Criminal Justice Information Services (CJIS)


The National Instant Criminal Background Check System (NICS) conducts background checks on people who
want to own a firearm or explosive. Information on this site includes how NICS is utilized during a firearm
purchase and reports on data collected by NICS.
