[IIIB Chairperson, NTF COVID 19 DNL-216146 SUBJECT : GUIDELINES ON THE IMPLEMENTATION OF GRANULAR LOCKDOWNS DATE August 19, 2021 Background: March 8, 2020, President Rodrigo Roa Duterte declared a State of Public Health Emergency in the entire Philippines through Proclamation No 922 which required the mobilization of a whole of government response to the pandemic. March 16, 2020, the president placed the entirety of Luzon under Enhanced Community Quarantine and declared a country-wide State of Calamity through Proclamation No 929 that gave the Local Government Units (LGUs) to utilize appropriate emergency funds for disaster response. IATF Resolution No 19 s. 2020 Recommendations relative to the Management of Corona Virus Disease 2019 (COID19) Situation, outlined the need to develop a science based approach in determining parameters in the implementation of Enhanced Community Quarantine. In June 16, 2020, the NTF approved the OPERATIONAL GUIDELINES ON THE APPLICATION OF THE ZONING CONTAINMENT STRATEGY IN THE LOCALIZATION OF THE NATIONAL ACTION PLAN AGAINST COVID 19 RESPONSE, which recognized the role of Local Government Units (LGUs) in the effective operationalization of policies and strategies provided in the framework Through the said framework, LGUs, could accurately monitor and adopt a calibrated Tesponse and adapt to the emerging conditions in their respective localities. This will allow them to effectively prepare ahead of the outbreak trajectory needed. Their ability to re-impose drastic restrictions as critical parameters starts to rise, is imperative. As such they should be ready to implement rolling classifications of restrictions and re-calibrated and selective responses can be imposed as deemed appropriate by the LGUs to contain and mitigate the impact of the pandemic.NATIONAL TASK FORCE AGAINST COVIDI9 National Incident Command ~ Emergency Operations Center RESPONSE CLUSTER COMMUNITIES SUB-CLUSTER ‘Camp Gencral Eno Aguialdo, Quezon City To operationalize this, the NTF recognizes the role of the local government units in the localization of the National Action Plan against COVID 19 Response, as provided in Section 2 of Executive Order (EO) No. 112 s. 2020 which states that “provincial governors shall be authorized to impose, lift or extend ECQ in CCs and municipalities upon the concurrence of the relevant regional counterpart body of the IATF. This is without prejudice to the authority of the IATF to directly impose, lift or extend ECQ in these areas should cireumstance call for it’ The current surge of COVID 19, Delta variant all over the country calls for all participating agencies and the local government units to strengthen the implementation of the Prevent — Detect- Isolate — Treat —Reintegrate Strategy (PDITR) to intervene early and stop the further spread of the virus. In the continued dialogues among LCEs conducted by the Communities Sub-cluster under the NTF Response Cluster, issues and concerns have been gathered with regard to the rising cases of the Delta Variant in their respective localities. As such, the implementation of granular lockdowns has been recommended by the Communities Sub-cluster to provide a more strategic approach of the National Action Plan in the local level and provide for flexibility of local chief executives to impose these strategies. Duration of Granular Lockdown « Granular Lockdowns shall last up to 14 days 3. Scope of Granular Lockdowns e Province o Granular lockdowns to be declared by the provincial governor shall be effective immediately; o The provincial health office (PHO) shall recommend the implementation of lockdowns to the governor with written explanation; o The RIATF shall concur within 24 hours that that there is valid Justification for such declaration * Cities and Municipalities © Granular lockdowns to be declared by the Local Chief Executive shall be effective immediately;\\ US NATIONAL TASK FORCE AGAINST COVID19 ERyRkAME National Incident Command ~ Emergency Operations Center RESPONSE CLUSTER COMMUNITIES SUB-CLUSTER Camp General Emilio Aguinaldo, Quezon City © Granular lockdowns may be implemented to include house, residential building, business establishments, markets, streets, block, purok, subdivisions/ village, barangays, cities, municipalities: © The City/ Municipal health office shall recommend the implementation of lockdowns to the local chief executive (LCE) with written explanation; The IATF-MEID, in accordance with EO112 shall retain its mandate to declare lockdowns on provinces, HUCs and ICCs as needed The IATF maintains the power to reverse all lockdowns declared by the governors. and city/ municipal mayors as needed 4. Security * The Philippine National Police (PNP) shall ensure peace and order at all times, they shall make sure that security protocols are maintained in lockdown areas. 5. On APORs * In the implementation of granular lockdowns in affected areas, only Health Care Workers (HCWs) shall be allowed to leave identified quarantined areas. * HCWs can only be allowed to return after lifting of the lockdown 6. Food Packs * Food packs shall be provided by LGUs for areas to be declared under granular lockdown * DSWD shall coordinate with the LGUs to augment the supply of food packs in the affected areas within their locality. 7. Deliveries Deliveries shall be allowed at the borders; * Food and essentials are the only goods allowed for delivery inside the lockdown areas. 8. Reporting © All Granular Lockdowns shall be reported to the Department of Interior and Local Government and submitted to RTFs, for monitoring purposes; * RTFs shall monitor all Granular lockdowns in the region per LGU, and provide monitoring reports.
