OVERVIEW

The fisherman community plays a significant role in coastal regions, contributing

to the economy and local culture. However, their unique way of living often exposes them

to a range of challenges, including limited access to education, healthcare services, and

financial assistance. This study conducted through community immersion aims to

comprehensively examine the fisherman community, shedding light on various aspects of

their lives, their livelihood, education, health, and socioeconomic factors.

The study employs a mixed-methods approach, combining observation and

qualitative interviews to gather data from fisherman communities in a selected coastal

region. Through purposive sampling, a representative sample of fisherman households

from Lazareto, Calapan City, Oriental Mindoro will be selected, ensuring geographical

diversity and varying levels of socioeconomic development.

The research will begin by exploring the livelihoods of the fisherman community,

examining their fishing practices, traditional knowledge, and dependence on marine

resources. Economic factors such as income levels, occupational hazards, and market

dynamics will be analyzed to understand the sustainability of their livelihoods and

potential threats they face.

Furthermore, the study will investigate the educational landscape within the

fisherman community. It will assess the availability and quality of educational

infrastructure, school enrollment rates, and barriers to accessing education, including

poverty and geographic isolation. By examining educational outcomes and aspirations,

the research aims to identify strategies to enhance educational opportunities for

fisherman children and adults.

In addition to livelihood and education, the study will delve into the health

challenges faced by the fisherman community. It will explore the prevalence of

occupational hazards, such as injuries and exposure to hazardous substances, and their

impact on the physical well-being of the people in the said community. The study will

also assess access to healthcare services, including preventive care, treatment options,

and the availability of health insurance schemes.

Socioeconomic factors will be examined to understand the broader context in

which the fisherman community operates. This includes analyzing government policies,

social support networks, and community organizations that influence their livelihood,

education, and health outcomes. Furthermore, the study will explore the cultural and

social dimensions of the fisherman community, including traditional practices, gender

roles, and community cohesion.

The findings of this study will provide valuable insights into the fisherman

community, their way of living, and the factors affecting their livelihood, education, and

health. The study aims to contribute to the development of targeted interventions,

policies, and programs that can improve the overall well-being and quality of life of the

fisherman community. It also emphasizes the importance of recognizing their unique

knowledge, cultural heritage, and resilience in sustaining coastal ecosystems and

communities.

INTRODUCTION

Mindoro is an island in the Philippines located in Southern Luzon. Mindoro is

divided into two (2) provinces, which are Oriental Mindoro and Occidental Mindoro.

These provinces are surrounded by large bodies of water. They are one of the provinces

that make up Region 4B, along with Marinduque, Romblon, and Palawan. The province’s

land area has a total size of 4,238.38 square kilometers or 1,636.45 square miles (Oriental

Mindoro Profile, Phil Atlas, 1903). Oriental Mindoro has a total of 426 barangays, 14

municipalities, and one component city. Calapan is considered its capital and also serves

as the regional center of Region 4B (MIMAROPA). Calapan has a total of sixty-two (62)

barangays and is also considered a coastal city. Out of 62 barangays, there is a place where

fisherfolks gather 3 kilometers away from the market named Barangay Lazareto.

The name of the barangay originally came from the patron saint, whose name is

San Lazaro, a person who has ketong (the leper). Since then, there had been a belief that

those who had ketong were buried at one of the sitios of the aforementioned barangay,

now called Sitio Silangan. Due to the abundance of Lapu-lapu fish in this area, it is also

known as Lapu-lapu. However, Barangay Lapu-Lapu is a wild place since dangerous

animals like deer, monkeys, wild boars, and snakes like pythons dwell there. Roman Vega

is the first person who has been identified as the barangay's founder. He made the forest

cleaner and more comfortable in accordance with the formal request of the San Agustin

family, who resided in Barangay Suqui. Calapan City. The Ignacio Family purchased the

barangay in 1890. The first family to inhabit the area was from Lubang, where they also

established coconut groves and practiced agriculture. Aldaba, De Lemos, Abelgas, and

Laguerta are the historical family names of those who first inhabited the area.

During the 1950s, the population of the Barangay increased as it reached hundred

families. The first official who led the Barangay, also called Tiniente del Barrio, is Higino

Aldaba during the year 1952. The Barangay was divided into 10 sitios: Upper Lazareto,

Calamiasan, Proper West,Proper East, Cadre, Silangan, Centro, Unlad, Bondele, at Aplaya.

The main occupation of the people who live here is fishing. According to the

Provincial Government of Oriental Mindoro (2018), as of May 2018, there were 3924

registered fisherfolks in Calapan City, male and female. It comprises 22% of the total

population of registered fisherfolks in Oriental Mindoro, with a total of 17,972. This large

sample of fisherfolks in Calapan can be used as a representative of the whole Oriental

Mindoro.

Apart from its economic significance, Barangay Lazareto also holds cultural and

historical value. The presence of Sitio Silangan, which was once a burial site for individuals

with ketong, reflects the community's rich cultural heritage. The belief and reverence for

the patron saint, San Lazaro, have been passed down through generations, adding a sense

of tradition and spirituality to the barangay's identity.

Furthermore, the diverse wildlife found in Barangay Lazareto adds to its ecological

significance. The presence of deer, monkeys, wild boars, and pythons showcases the

area's rich biodiversity. Efforts to preserve and protect these species have been

undertaken, recognizing the importance of maintaining a balanced ecosystem within the

barangay. The lush forests and natural habitats also attract nature enthusiasts and

tourists who are interested in exploring the region's unique flora and fauna.

In recent years, the barangay has experienced growth and development in various

aspects. The establishment of more barangay infrastructure, such as schools, health

centers, and community centers, has improved the overall quality of life for the residents.

The accessibility of education and healthcare services has enhanced the social welfare of

the community, promoting a more inclusive and progressive society.

Despite the progress and advancements, Barangay Lazareto still faces certain

challenges. The effects of climate change, such as rising sea levels and extreme weather

events, pose threats to the fishing and agricultural sectors. The barangay, along with the

local government and relevant organizations, actively collaborates to implement

sustainable practices and mitigate the impact of climate change on the community.

Furthermore, Barangay Lazareto in Oriental Mindoro is a coastal community with

a rich cultural heritage, abundant natural resources, and a predominantly fishing and

agricultural economy. Its historical significance, ecological diversity, and ongoing

development efforts make it a unique and important part of the province. The large

population of registered fisherfolks in Calapan City serves as a representative sample of

the vibrant fishing community in Oriental Mindoro, highlighting the significance of the

barangay's contribution to the province's economy and cultural fabric.

The studies conducted by Tapashi and Methra (2014) and Bijayalakshmi and

Ajitkumar (2014) are invaluable contributions to the existing body of research on the

socio-economic and cultural profiles of fisher communities in India. By incorporating

these studies into our research, we can gain a comprehensive and nuanced understanding

of the challenges faced by fisherfolk, as well as the various factors that shape their

livelihoods.

Tapashi and Methra's study focused specifically on the socio-economic and

cultural profile of fish farmers in and around Lumding town, located in the Nagaon District

of Assam. To gather data for their study, the researchers employed a random sampling

method and collected information from 110 respondents within the region. The findings

of their study revealed that a significant proportion of inland fish farmers belonged to the

scheduled caste and had been engaged in fish farming as their primary occupation for

several decades. However, despite their long-standing involvement in the industry, the

income generated from fish farming was found to be distressingly low, typically ranging

between Rs. 20,000 and 30,000 per annum. This low income level highlighted the financial

challenges faced by fish farmers, who often relied on support from friends and relatives

to meet their day-to-day investment needs. Additionally, the study revealed that a

considerable portion of their earnings was allocated towards fulfilling basic needs,

securing food, and providing for their children's education. Moreover, the research

identified poverty, the lack of marketing facilities, and the absence of sufficient technical

training as the major hurdles confronting fish farmers in the region. These findings

underscore the pressing need for interventions and support systems that address these

specific challenges faced by fisherfolk.

Complementing the insights of Tapashi and Methra, Bijayalakshmi and Ajitkumar

conducted a comprehensive review that encompassed the socio-economic conditions

and cultural profiles of fishers across India. Their research revealed the dire socio-

economic circumstances experienced by fishers, which were characterized by limited

access to education and substandard housing conditions. A particularly notable aspect

highlighted in their review was the persistently low income earned from fishing activities,

which further exacerbated the difficulties faced by fishers in supporting their families.

This financial constraint often compelled fishers to resort to borrowing credits to fulfill

their basic needs. The study emphasized the urgent need for interventions and policies

that address the socio-economic challenges faced by fisherfolk, aiming to improve their

overall well-being and enhance their livelihood opportunities.

The inclusion of these two studies in our research is essential for several reasons.

Firstly, they provide a strong foundation for our study by offering a comprehensive

understanding of the socio-economic and cultural aspects of fisher communities in India.

By examining the experiences and challenges faced by fisherfolk in different regions,

these studies contribute to a broader understanding of the systemic issues prevalent in

the fishing industry. Secondly, the findings of these studies offer valuable insights into the

specific challenges faced by fisherfolk, such as low income, lack of access to education,

inadequate infrastructure, and limited resources. By incorporating these insights, our

research can address these challenges more effectively and propose targeted strategies

for sustainable development within the fisherman community.

Furthermore, these studies serve as a basis for our research by highlighting the

interconnectedness of socio-economic factors and cultural contexts within fisher

communities. By considering both the economic and cultural dimensions, we can gain a

holistic understanding of the fisherman community in our chosen study area. This

comprehensive approach enables us to explore the complex interactions between socio-

economic factors, cultural practices, and livelihood strategies within the fisherman

community. It also allows us to identify potential areas for intervention and propose

recommendations that address the specific needs and aspirations of the community.

In summary, the incorporation of Tapashi and Methra (2014) and Bijayalakshmi

and Ajitkumar (2014) studies in our research provides a robust foundation for

understanding the socio-economic and cultural profiles of fisher communities in India. By

drawing upon their findings, we can develop a comprehensive understanding of the

challenges faced by fisherfolk and propose targeted interventions to enhance their

livelihoods. These studies enrich our research by shedding light on the specific challenges,

systemic issues, and cultural nuances inherent in the fisherman community, ultimately

guiding our investigation and analysis of the socio-economic and cultural profiles of the

fisherman community in our study area.

PURVIEW OF THE IMMERSION

The fisherman community, nestled within coastal regions across the globe,

represents a captivating socio-cultural group that has long thrived on their intimate

relationship with the sea. With a livelihood intricately intertwined with marine resources,

these communities have developed distinct traditions, knowledge systems, and social

dynamics that shape their way of life. However, despite their intrinsic value and significant

contributions to coastal economies, the fisherman community remains relatively

underrepresented and poorly understood in academic research. To address this research

gap and bring forth a comprehensive understanding of this community, this study

proposes an ambitious and immersive research approach that encompasses firsthand

experiences, intensive observation, and in-depth interviews to uncover the multifaceted

dimensions of their existence.

The primary objective of the researchers is to transcend superficial portrayals and

delve deep into the intricate tapestry of the fisherman community's social fabric,

economic systems, cultural practices, and ecological interdependencies. By adopting an

immersive approach, the researcher endeavors to develop a profound and intimate

understanding of the complexities, challenges, and resilience that characterize the

fisherman community's way of life. This methodological choice stems from the

recognition that a mere outsider's perspective or quantitative analysis cannot capture the

essence of their existence. Instead, the researcher seeks to become an active participant

in their lives, embracing their routines, participating in their rituals, and immersing

themselves in the community's collective identity.

This study strives to go beyond theoretical frameworks and abstract notions by

fostering genuine connections and establishing trust with members of the fisherman

community. By residing within their midst, the researcher aims to create an environment

conducive to open dialogue, shared experiences, and mutual learning. This immersive

journey enables the researcher to witness the fisherman community's everyday struggles,

triumphs, cultural celebrations, and collaborative endeavors. Furthermore, it allows for

the exploration of the fisherman community's intergenerational knowledge transmission,

social networks, and intricate socio-economic systems that sustain their livelihoods.

The chosen research design draws upon the qualitative tradition and is firmly

grounded in ethnographic principles. The researcher will spend an extended period

residing within the fisherman community, becoming fully immersed in their lives and

cultivating a deep sense of empathy and understanding. Participant observation will form

a core component of the methodology, enabling the researcher to meticulously

document and analyze various aspects of the fisherman community's practices, including

their fishing techniques, navigation methods, resource management strategies, and

cultural ceremonies. In addition to participant observation, in-depth interviews will be

conducted with a diverse range of community members, including fishermen, community

leaders, elders, and women, ensuring a holistic understanding that encompasses diverse

perspectives and experiences within the community.

The findings from this immersive research endeavor will be analyzed through a

thematic approach, allowing for the identification of recurring patterns, emerging

themes, and underlying dynamics within the fisherman community. These insights will

provide a nuanced understanding of the challenges they face, their strategies for

adaptation and resilience, the significance of cultural practices, and the delicate balance

between human activities and ecological sustainability. By presenting these findings, this

research aims to contribute to the existing body of knowledge on fisherman communities,

inform policies and interventions, and generate a broader awareness of the unique

cultural heritage and socio-economic contributions of these communities.

The outcomes of this research endeavor hold substantial implications for both

academic scholarship and practical interventions. The rich and multifaceted

understanding gained through immersion within the fisherman community will

contribute to the broader field of social sciences, offering a deeper comprehension of the

complexities of coastal communities. Furthermore, the insights derived from this

research will inform policymakers, practitioners, and stakeholders involved in coastal

development, sustainable resource management, cultural preservation, and community

empowerment. By highlighting the fisherman community's resilience, challenges, and

contributions, this study aims to foster greater appreciation, recognition, and support for

their sustainable development, cultural preservation, and overall well-being.

Prior to commencing the immersion phase of the research, a formal request

process was undertaken to obtain necessary permissions and approvals. This process

began with the acquisition of a letter from the adviser of PSY223–Sikolohiyang Pilipino.

The letter, drafted in a formal manner, outlined the research objectives and the

significance of conducting this immersive approach. The adviser's expertise and

endorsement lent credibility and support to the research endeavor.

Following the adviser's letter, the research group sought additional validation and

support by approaching the program chair. The program chair, being a respected figure

within the academic institution and having the authority to provide official endorsements,

reviewed and evaluated the research proposal. Recognizing the academic merit and

methodological rigor of the study, the program chair appended their signature to the

adviser's letter, signifying their agreement and support for the research project.

The finalized letter, now bearing the signatures of both the adviser and the

program chair, served as a formal request letter. It carried the weight of their scholarly

standing and expertise, bolstering the credibility and importance of the research

endeavor. This letter was meticulously prepared, adhering to established conventions of

formal correspondence, and articulating the purpose, significance, and methodology of

the study.

With the letter in hand, the research group proceeded to the barangay captain's

office in Lazareto, Calapan City, Oriental Mindoro, where the fisherman community

resided. The barangay captain, as the local authority and representative of the

community, held the power to grant permission for the research immersion to take place.

The group respectfully presented the letter to the barangay captain, emphasizing the

academic and societal value of the study, and sought their endorsement and consent to

conduct the immersion within their community.

The request letter, bearing the esteemed signatures of the adviser and the

program chair, demonstrated the research group's commitment to academic rigor, ethical

considerations, and community engagement. It conveyed a sincere intention to

understand and document the fisherman community's way of life while adhering to

ethical principles and respecting local protocols. This formal approach aimed to establish

a collaborative and mutually beneficial relationship between the research group and the

fisherman community, fostering trust, transparency, and open communication

throughout the immersion process.

By obtaining the necessary signatures and presenting the formal request letter to

the barangay captain, the research group demonstrated their dedication to conducting

the study in a responsible and respectful manner. This adherence to formalities ensured

that the research immersion would proceed with the necessary approvals, laying the

groundwork for an ethically sound and academically rigorous exploration of the

fisherman community's lived experiences and cultural practices in Lazareto, Calapan City,

Oriental Mindoro.

In addition to the formal request letter, the research group recognized the

importance of safeguarding the rights and well-being of the researchers themselves. To

ensure their participation in the immersion was voluntary and well-informed, the group

implemented a waiver and consent process specific to the researchers.

The waiver was developed to inform and protect the researchers involved in the

study. It outlined the purpose, objectives, and potential risks associated with the

immersion experience. The waiver emphasized the voluntary nature of participation,

ensuring that the researchers were fully aware of the potential challenges, discomfort,

and emotional impact they may encounter during their interactions with the fisherman

community. The waiver also clarified the responsibilities of the researchers, including

maintaining confidentiality, respecting cultural norms, and adhering to ethical guidelines.

In addition to the waiver, a consent form was required from each researcher,

which provided explicit permission for their participation in the immersion. This form

highlighted the researchers' acknowledgment of the risks and responsibilities associated

with the study and their commitment to following ethical guidelines, respecting the

privacy and dignity of the fisherman community members, and adhering to any local

protocols or customs. The consent form also acknowledged the researchers'

understanding of the potential emotional, physical, or psychological impact that may arise

from the immersion experience.

By signing the waiver and consent forms, the researchers demonstrated their

voluntary agreement to participate in the study and their commitment to upholding

ethical principles throughout the research process. This process ensured that the

researchers were fully informed about the potential challenges and risks associated with

the immersion and provided them with the opportunity to freely express their consent to

be a part of the study.

The inclusion of the waiver and consent forms for the researchers reinforced the

research group's dedication to ethical conduct, transparency, and the well-being of all

individuals involved in the research process. By acknowledging and addressing the

potential risks and responsibilities associated with the immersion, the group sought to

create a supportive and respectful environment for the researchers, allowing them to

engage with the fisherman community in a responsible and conscientious manner.

The signed waiver and consent forms for the researchers were kept on record and

made available for reference throughout the research process, ensuring that all

participants' rights and well-being were upheld.

During the research immersion period, the research group planned to establish

their temporary residence within the fisherman community for a duration of two days

and one night. Originally, the group had made arrangements to spend the night and sleep

at the house of one of their fellow groupmates' grandmother. However, after consulting

with the barangay officials, it was determined that staying at the barangay hall would

provide a safer environment for the researchers.

Taking into account the well-being and security of the research group, the

barangay officials advised them to utilize a designated room within the barangay hall. This

room was equipped with air conditioning, ensuring a comfortable living space for the

researchers during their stay. In addition, the barangay hall had a reliable supply of

electricity, which proved advantageous for charging the researchers' phones that would

be utilized for documentary filming purposes. The availability of electricity addressed any

concerns regarding power supply and ensured that the researchers had the necessary

resources to capture valuable visual documentation of their interactions and experiences

within the fisherman community.

To further facilitate their stay, the research group was generously provided with a

rice cooker and an electric fan by the barangay officials. The provision of a rice cooker

allowed the researchers to easily prepare their meals, particularly since they had brought

rice with them. This convenience ensured that the researchers had an adequate and

readily available food source throughout their immersion. The addition of an electric fan

contributed to the overall comfort of the room, complementing the air conditioning and

providing a pleasant temperature during their time in the barangay hall.

The facilities within the barangay hall also included a restroom, complete with a

working faucet. This ensured that the researchers had access to proper sanitation and

hygiene facilities throughout their stay, addressing essential needs and promoting their

well-being during the immersion period.

On the first day of the immersion, the research group engaged in a variety of

activities to prepare themselves for meaningful interactions with the fisherman

community. They dedicated considerable time to cleaning and organizing the barangay

hall, ensuring a welcoming and suitable environment for both themselves and the

potential community members they would engage with. This thorough cleaning process

not only contributed to the researchers' comfort but also demonstrated their respect and

appreciation for the space they were utilizing.

Moreover, the group utilized this initial day to engage in comprehensive

discussions and planning sessions. They strategized and outlined their approach for

engaging with the fisherman community, carefully considering the best timing and

methods for data collection. The researchers aimed to maximize their interactions from

morning to afternoon, recognizing the significance of capturing diverse perspectives,

experiences, and observations that would contribute to a holistic understanding of the

fisherman community's way of life.

As dusk settled, the research group concluded their efforts by finalizing a

comprehensive list of questions and observations to guide their interactions with the

fisherman community. This list was carefully crafted to cover a wide range of topics and

aspects, ensuring a comprehensive exploration of the community's practices, beliefs,

challenges, and aspirations. By thoughtfully compiling these inquiries and observations,

the research group aimed to foster insightful conversations and document the rich

complexities of the fisherman community's existence.

The interview questions that the researchers formulated include an exploration of

the interviewees' background and family and would be conducted in a formal and

respectful manner. In this regard, information regarding the presence of a spouse or

children would be requested, aiming to understand the dynamics and responsibilities

within their family structure. Additionally, details about the number of individuals

residing in their household would be sought, as it plays a crucial role in assessing their

financial and domestic circumstances.

In order to gain a comprehensive understanding of their livelihood, the

interviewee would be asked about any other sources of income apart from fishing. This

line of questioning aims to assess the extent of economic diversification and determine

whether their livelihood relies solely on fishing. Consequently, details regarding the

interviewees' role as the primary provider for their family would be requested, shedding

light on their level of financial responsibility and any associated challenges.

To gain insights into the interviewee's integration within the community, inquiries

about the duration of their residency in the area would be made. This query would help

establish their familiarity with the community and potential connections with other

residents. Furthermore, information about the languages and dialects they utilize would

be sought, allowing for an understanding of the linguistic diversity within the community

and their ability to effectively communicate.

To comprehend the challenges faced by their family, the interviewee would be

requested to provide further details about any problems they encounter. This would

provide valuable insights into financial constraints, lack of resources, access to education

or healthcare, or any other concerns that significantly impact their daily lives.

Transitioning into an exploration of their fishing practices, the interviewee would

be asked about the year they commenced their fishing activities and their age at the time.

This information would provide context regarding their experience and the duration of

their involvement in the fishing industry. Additionally, details about their income would

be sought, aiming to gain an understanding of their financial stability, while also inquiring

about the average, highest, and lowest income they have earned thus far, shedding light

on potential economic fluctuations.

In an effort to delve deeper into their fishing methods, information about the

techniques and paraphernalia they employ would be requested. Furthermore, details

about whether they purchased their fishing equipment or received it as a gift would be

inquired, aiming to ascertain their investment in their livelihood. Lastly, information

about the duration they have been utilizing this equipment and the factors that

influenced their choice to employ these specific methods would be requested.

Shifting the focus towards community organizations, the interviewee would be

asked if there is an established group that encompasses all the fishermen in their

barangay (local community). By inquiring about the group's name and establishment

date, insights into their collective efforts and the sense of community within the fishing

industry would be obtained. Furthermore, information about the interviewee's

membership in this group and the duration of their involvement would be sought, as well

as the ways in which this organization provides assistance or support to its members.

To obtain a comprehensive understanding of the fishing industry's impact on the

local community, information about where their catches are typically directed would be

requested. By exploring this aspect, insights into the distribution and utilization of their

fishing products within the community or beyond would be gained. Additionally, inquiries

about the influence of seasonal variations on their fishing activities and the measures they

undertake to adapt to these changes would be made. This would encompass questions

about their preparations before embarking on a fishing trip, the items they bring along,

their timing considerations, and the decision-making process involved in determining

when to fish.

Lastly, to gain insights into their lives and the hardships they have encountered,

details about the traditions they uphold, the programs and activities they engage in, and

any beliefs they hold regarding elements that bring luck or misfortune would be

requested. Furthermore, information about their motivations for choosing fishing as their

profession, their reasons for continuing in this line of work, and the factors that influenced

their decision to pursue this occupation would be sought. Additionally, the interviewee

The use of a common language further fostered a shared cultural understanding and a

However, it is essential to acknowledge that the fishermen encountered various

financial challenges in their daily lives. Financial problems emerged as a recurring concern

expressed by many of the participants. The unpredictable nature of their earnings from

fishing, influenced by factors such as weather conditions and fish availability, contributed

to the absence of a fixed income for the majority of the fishermen. Our interviews

highlighted a wide income range, with some fishermen reporting the highest earnings of

approximately Php3000.00, while others faced periods of no income at all. This financial

instability posed ongoing difficulties for the fishermen and their families, underscoring

the need for further exploration into the impact of these challenges on their overall well-

being.

By delving into the fishermen's personal narratives and experiences, our

interviews provided invaluable insights into the familial and socio-economic dimensions

of the community. The findings shed light on the intricate interplay between family

structures, livelihood strategies, cultural continuity, and economic hardships faced by the

fishermen. This knowledge serves as a foundation for a comprehensive understanding of

the fisherman community's dynamics and informs subsequent analyses and

recommendations for addressing the various challenges they encounter.

The fishing practices employed by the fishermen in the community were revealed

to encompass two primary methods: net fishing and fishing rods. Notably, these methods

were individually chosen and owned by the fishermen themselves, emphasizing their

autonomy and personal preferences in selecting their fishing techniques. The acquisition

of necessary equipment, including boats and fishing rods, was achieved through personal

investments rather than government provisions. It was reported that the fishermen had

to register their boats to obtain licenses, ensuring compliance with legal requirements

and permitting them to engage in fishing activities within the designated sea areas.

The selection of fishing methods appeared to be influenced by a combination of

personal preferences and considerations of the prevalent fish species in the specific

fishing area. The fishermen took into account the characteristics and behavior of the local

fish population to optimize their catch. By utilizing nets or fishing rods, they tailored their

fishing approach to suit the target species and maximize their efficiency in capturing the

desired fish. This strategic adaptation to the local marine ecosystem reflects the

fishermen's deep understanding of their environment and their ability to adapt their

fishing techniques accordingly.

Within the community, a collective organization known as Fisher Folks emerged

as a significant support system for the fishermen. Fisher Folks served as an inclusive

association that encompassed all fishermen, irrespective of their chosen fishing methods.

and experiences, and addressing common challenges faced by the fishermen. The

collective efforts and collaborative initiatives fostered a sense of unity and camaraderie

among the fishermen, enhancing their resilience and enabling them to tackle common

issues more effectively.

When questioned about the seasonal variations in fishing yields, the fishermen

provided valuable insights into the fluctuating abundance of fish throughout the year. It

was noted that August was consistently identified as the peak season for bountiful

catches, while June stood out as a period with relatively fewer fish available. The

immersion, conducted in May, corresponded with a period when fish catches were

reported to be minimal. This temporal awareness of fish abundance reflects the

fishermen's keen observation and understanding of the cyclic patterns governing the

availability and migration of fish species in the region.

Preparations for fishing expeditions were tailored to the chosen fishing methods.

The fishermen diligently prepared their baits, often utilizing smaller fish, in accordance

with their individual preferences and customary practices. Similarly, those employing nets

allocated time to meticulously set up their equipment, ensuring that everything was in

order before embarking on their fishing ventures. These meticulous preparations,

optimizing their fishing outcomes and attaining successful catches.

By examining the fishermen's fishing methods, equipment ownership,

organizational affiliations, seasonal considerations, and preparatory rituals, our research

These findings provide valuable insights into the local fishing traditions, adaptive

strategies, and the interplay between environmental factors and fishing outcomes.

Moreover, this knowledge lays the groundwork for a comprehensive understanding of

the fishing community's livelihood practices and can serve as a basis for future research,

policy formulation, and targeted interventions aimed at fostering sustainable fishing

practices and supporting the well-being of the fishermen and their families.

RECOMMENDATIONS

Based on our comprehensive study and immersion in the fisherman community,

we have identified several recommendations to foster progress and development in

various aspects, including livelihood, education, health, and other essential areas. These

recommendations aim to empower the community, improve their standard of living, and

enhance their overall well-being.

Firstly, in terms of livelihood, it is crucial to provide the fishermen with additional

training and technical support to diversify their income sources. This could involve

imparting knowledge on alternative fishing techniques, such as sustainable aquaculture

practices or exploring opportunities for value-added fish processing. By equipping the

fishermen with new skills and empowering them to explore alternative income streams,

they can mitigate the risks associated with fluctuating fishing yields and enhance their

financial stability.

Additionally, establishing cooperative enterprises or community-based

organizations can be instrumental in strengthening the collective bargaining power of the

fishermen. Through these initiatives, they can pool resources, access markets more

effectively, negotiate fair prices for their catch, and jointly invest in income-generating

projects that benefit the entire community. Furthermore, creating linkages with

government agencies, non-governmental organizations, and private entities can facilitate

access to microcredit and financial assistance, enabling the fishermen to expand their
