With over 34,000 members and growing, we are governed by 2 Council of representatives from Bank Negara Malaysia (BNM), The Association of Banks in Malaysia (ABM), and the Malaysian Investment Banking Association (MIBA). We are also proud to be the only Institute in Southeast Asia approved by the Chartered Banker Institute, UK, to award the Chartered Banker status to qualified members. The principal activities of AICB are propelling as a distinct professional body focusing on membership, professional standards, education, and examination. To this end, our deliverables are aligned to industry needs, attuned to cultural changes as well as the evolving landscape of the financial world AICB offers 10 professional qualifications in key areas of banking which comprise of 21 examinable modules. AICB administers over 10,000 examinations annually in Malaysia, Cambodia, Maldives, Myanmar, the Philippines, and Vietnam. OBJECTIVE The objective of the RFI exercise is to gather information for the implementation of an integrated solution for Online Examination that meets and/or exceeds the current and near future needs of AICB. AICB currently delivers its examinations online via its partners platforms as an interim solution in response to Covid-19 pandemic that has greatly affected AICB's previous paper-based examination model. ‘Additionally the RFI is also to gauge the Vendor's expertise and previous track record for similar project engagements and implementation (including resource persons’ roles, expertise and team structure), and also assess the Vendor's methodologies and project management approach throughout all key phases of this project from strategy, planning and implementation to achieve the project outcomes. 24 22 Pagel4 PROJECT OVERVIEW PROJECT DESCRIPTION AICB plans to implement an Integrated Online Examination (e-Exam) solution that will enable the Institute to efficiently create and deliver quality examinations to our members and students. The aim is to achieve the following business outcomes: High impact members/students experience with flexibility of anywhere and anytime for registration and sitting for e-Exam, © On-demand e-Exam platform caters for more frequent examinations and shorter turnaround time for results processing. * Frequent examinations provide greater opportunity for members to complete the certification and qualify as a certified member within a shorter time frame. © Secure and stable online examination in line with globally recognised professional standards in examinations ‘= Ensures continuous availability of e-Exam services under any circumstances, SYSTEM OVERVIEW System Overview — AICB Online Examination An integrated Online Examination (@Exam) System to efficiently create and deliver quality examinations a Diagram 1: System Overview Diagram 1 illustrates the overview of the online examination system. The system expected to assist AICB to achieve its goal of having an integrated online examination system to efficiently create and deliver quality examinations. The vendor is expected to propose a system that meets and/or exceeds the current and near future needs of AICB, for future growth in exam development and delivery. The users of this system are categorized into two groups, as follows: Internal users: Assessment Staff, Finance Staff and Management «External users: Members/Students of AICB and Examiners. Pagels The system can be accessed by users from any web browser, e.g. Google Chrome, Internet Explorer, and Safari via laptops and mobile devices. System integration is required with the existing AICB systems such as: «Integrated Membership and Qualification System (IMQS) + Learning Management System (Moodle) + AICB Website ‘*AICB Data Mart Abrief description of the above-mentioned systems is in the Appendix 1 There are 2 key business areas as follows: ‘+ Exam development; and «Exam registration and delivery. Exam development comprises question bank management, question authoring and test assembly functions. When a qualification is developed and launched, development of questions for establishment of question bank will commence. A pool of examiners will be engaged to develop new questions. Subsequently, vetting process will begin. Reviewers will deliberate to improvise questions. Once questions have been finalised and approved, questions will then be published in the question bank of the online examination system The system will then generate exam questions based on the exam blueprint. Questions with issues will be reverted to Examiners for further deliberation and improvement. Examiners will decide whether to enhance the questions or retire/archive them. When the decision has been made, the revised question will be published and the question with issue will be retired and archived from question bank. Exam Registration and Delivery comprises the following functions: Eligibility Setting Exam Scheduling Exam Registration Identity Verification Remote Proctoring Mark and Result Processing Eligible members register for an exam via IMQS and access the online examination booking system through single sign on. Members can book exam anytime and can be accessed from all types of electronic devices such as laptop, tablet and mobile devices. Members may reschedule their exam sessions if required, with or without any payment, within a specified period prior to the original exam date. Members can either opt to attempt an exam via remote proctoring at their preferred location or at an accredited test centre. Details of the exam activity will be updated in Imas. On the day of the exam, thorough verification on the exam taker must be done. It is important that the system eliminates impersonation, prevents exam takers from accessing the intemet and monitors behaviour and actions for any suspicious activity Pagel6 Upon completion of exam, the system automatically marks the questions for multiple- choice questions (MCQ) based exam. For the written based exams, the markers are able to mark the answers online. Upon completion of marking, if required, a moderation process will take place where the moderator can moderate the answers online Upon completion of the above processes, the results are then transferred to IMQS system for further analysis and approval by AICB. Upon approval, the results will be published in IMQS at a date to be determined by AICB and will be accessible by Members. Post exam delivery, reports will be generated by the system for item analysis by AICB. 34 32 33 Pagel? RFI REQUIREMENTS PARTICIPATION TO RFI a. Participation in this RFI is crucial as only the shortlisted tenderers from the RFI exercise will be invited to participate in a closed Request for Proposal (RFP) later. b. AICB reserves the right to amend the requirements and conditions in this RFI to correct errors, rectify omissions or discrepancies or to reflect any change in this project. Any amendments to the specifications will be notified to the Vendor. cc. The Vendor is responsible to ensure information provided in the RFI is correct and complete. d. Vendors that meet AICB's requirements and criteria may be required to perform a presentation of their RFI proposal. e. Vendors willing to participate should confirm to AICB within 2 days of receiving the RFI their Intent to Respond (Appendix 2). We have the mock exam activity for AICB member practical, this is the best supporting for member who are preparation for actual exam. Platform enables conduction of mock test. Mock test can be scheduled min 2 24 members with mock examination towards preparation for actual examination, Please describe how mock exams can be made available for candidates to try and familial progressing to an actual online exam. AICB would also like to track the ‘completion of mock exams on a periodic basis. Please explain if the solution can cater for this feature and the details of the feature. 3 days prior to the actual examination. Communication is sent to the test takers along with schedule, link and credentials. A central team monitors the progress and tracks completion.
