A. Definition
- Establishment of plans and education for the prevention of sexual harassment and sexual
violence incidents, and performing tasks for timely handling of incidents
B. Concepts
(1) What is sexual harassment?
- When someone commits an act that makes another person feel sexually humiliated, when
someone's words or physical behaviors of a sexual nature cause discomfort in another person,
or when someone utilizes their position or power in relation to employment-related duties
to put another person at a disadvantage in their employment for not complying with sexual
requests.
(cf. Framework Act on the Development of Gender Equality)
120
Chapter 5. Student Welfare
Ch1
- Most everyone agrees that sexual harassment and sexual violence is bad, but it may not be
obvious what behavior qualifies. Many studies have shown that people have different
opinions as to what can be considered sexual harassment. For instance, women and men
generally have significantly different opinions about what qualifies as sexual harassment.
Ch2
- Therefore, even those who do not intend to commit sexual harassment may still do so if their
habitual conduct causes sexual humiliation and discomfort in others. How can this
unfortunate situation be prevented? It begins with small practices that each of us can do.
Ch3
・ Accept that your colleagues are independent human beings with dignity and human rights
and respect differences that may exist between you and your colleagues.
・ Avoid unnecessary physical contact. Ask people before engaging in any conduct that could
be deemed as invading their privacy.
Ch4
・ Remember that silence about unpleasant sexual conduct that you receive can cause
further misunderstandings. Do not hesitate to express your disapproval and discomfort.
Ch5
a) Clearly indicate your refusal to engage in behavior requested of you or your desire that
behavior that affects you stop.
- Most offenders will say their conduct is an expression of intimacy. If you do not indicate your
refusal to accept such behavior, the perpetrator may have a misconception about whether
Ch6
their actions are welcome. Therefore, it is necessary to express refusal to the offender
immediately.
- If you find it difficult to express your refusal verbally, display an unpleasant expression and
leave the area. Ch7
