GEN 3.1 AERONAUTICAL INFORMATION SERVICES (AIS)

1. Responsible service
1.1 The DGCA ensures the flow of aeronautical data and information necessary for the safety,
regularity, and efficiency of international and national air navigation within area of its
responsibility as indicated under paragraph 2 below.
The Aeronautical information services (AIS) provide Aeronautical Publication, NOTAM Service
and Aerodrome AIS which are provided by AIS Headquarter, International NOTAM Office
(NOF) and Aerodrome AIS unit.

2. Area of responsibility
The Aeronautical Information Service is responsible for the collection, evaluation and dissemination of
information for the entire territory of Ujung Pandang FIR and Jakarta FIR.

3. Aeronautical publications
3.1 Aeronautical information is provided in the form of the Aeronautical Information
Product consisting of the following elements:
- Aeronautical Information Publication (AIP);
- Amendment service to the AIP;
- Supplement to the AIP ;
- NOTAM and Pre-flight Information Bulletins (PIB);
- Aeronautical Information Circular (AIC); and
- Checklist and List of Valid NOTAM.

3.2 Aeronautical Information Publication (AIP)


The AIP, issued in five volumes, is the basic aeronautical information document published for the
Republic of Indonesia and contains information of a lasting character essential for air navigation. It
is available in English only and is maintained up to date by an AMDT service of reprinted pages
and, in the case of minor amendments, by hand amendments.

3.3 Amendment service to the AIP


AIP amendment contains new information of a lasting character to be included in the AIP. Two
types of AIP AMDT are produced:
- Regular AIP Аmendment (AIP AMDT)
Regular AIP Amendment (AIP AMDT) changes to the AIP are published together with
AIRAC changes and may be considered to be effective on recognized AIRAC effective date
- AIRAC AIP Amendment (AIRAC AIP AMDT)
AIRAC AIP Amendment (AIRAC AIP AMDT), issued in accordance with the AIRAC system
and identified by an acronym-AIRAC, incorporates operationally significant permanent
changes into the AIP on the indicated AIRAC effective date.
Each AIP AMDT and AIRAC AIP AMDT are allocated serial numbers which are consecutive and
not based on the calendar year, followed by publication date or effective date.
A checklist containing page number and the publication or effective date (day, month by name and
year) of the information is reissued with each AMDT and is an integral part of the AIP.
New information included on the reprinted AIP pages is annotated.

3.4 Supplement to the AIP
AIP Supplement contains temporary changes of long duration (three months or longer) or
information of short duration which contains extensive text and/or graphics shall be published as
AIP Supplements. Operationally significant temporary changes to the AIP are published in
accordance with the AIRAC system and its established effective dates and are identified clearly by
the acronym AIRAC AIP SUP.
AIP Supplements are published on yellow paper and are kept in the AIP as long as all or some of
its contents remain valid.
Each AIP Supplement is allocated a serial number which is consecutive and based on the calendar
year.

3.5 NOTAM and Pre-flight Information Bulletins (PIB)


3.5.1 NOTAM
NOTAM contains information concerning the establishment condition or changes in any
aeronautical facility, service, procedure or hazard, the timely knowledge of which is
essential for personal concerned with flight operations. The text of each NOTAM contains
the information in the order shown in the ICAO NOTAM Format and is composed of the
significant / uniform abbreviated phraseology assigned to the ICAO NOTAM Code
complemented by ICAO abbreviations, indicators, identifiers, designators, call sign,
frequencies, figures and plain language. NOTAM are originated and issued for Indonesia
Airspace and are distributed in series identified by letters A, B, C, S and V as follows:
- Series A NOTAM for NOFs other than those adjacent NOFs;
- Series B NOTAM for adjacent NOFs;
- Series C NOTAM for national distribution only;
- Series S NOTAM for SNOWTAM;
- Series V NOTAM for ASHTAM.

NOTAM are Published as and when necessary to disseminate information of direct


operational significance which is of an ephemeral nature; requires advance distribution; or is
appropriate to the AIP but immediate dissemination is required.

Each NOTAM is assigned by four digit serial number preceded by an appropriate letter
indicating the series and followed by a stroke and two digits indicating the year of issuance.
The serial numbers start with 0001 at 0000 UTC on January every year. A checklist of
NOTAM in force sent by air mail to those who had originally received the NOTAM over the
AFS, as well as to others on request.

NOTAM and the related monthly checklist are issued via the Aeronautical Fixed Service
(AFS).

NOTAM are exchanged between Indonesia NOF and other International NOFs as described
below :

3.5.2 Pre-flight Information Bulletin (PIB)
The pre-flight information bulletin (PIB) is a presentation of current NOTAM of
operational significance.

3.6 Aeronautical Information Circular (AIC)


The Aeronautical Information Circulars (AIC) contains information on the long term forecast of
any major changes in legislation, regulations, procedures or facilities; information of a purely
explanatory or advisory nature liable to affect flight safety; and information or notification of an
explanatory or advisory nature concerning technical, legislative or purely administrative matters.
Each AIC is numbered consecutively on a calendar year basis. The year, indicated by two digits, is
a part of the serial number of the AIC, e.g AIC 01/10, a checklist of AIC is issued as an AIC,
Checklist of Valid NOTAM and monthly printed plain language list of valid NOTAM.

3.7 Checklist and List of Valid NOTAM


A Checklist of valid NOTAM is issued monthly via AFS. The checklist is followed by a monthly
printed plain language list of valid NOTAM distributed by airmail to all recipients of the
Aeronautical Information Product. It contains a plain language (in English) presentation of the
checklist of valid NOTAM and contained the latest publication of AIP Amendments, AIP
Supplements, AIC, Checklist of Valid AIP Supplement and Checklist of AIC as well as the
numbers of the elements issued under the AIRAC that will become effective or, if none, the NIL
AIRAC is notified.

3.8 To obtain AIS Publications


All publications of the Aeronautical Information Services are available at AIS Headquarters
(Address mentioned in paragraph 1.2 part of GEN 3.1 AIS, on page GEN 3.1-1). The AIP basic
volume, AIP AMDTs, AIP SUP, NOTAM and Aeronautical Information Circular are available on
an annual subscription basis and may be purchased or free of charge are available as a reciprocal
basis. The fee for AIS publications are described on AIC.

4. AIRAC System
Operationally significant changes to the AIP, will be issued on predetermined dates according to the
AIRAC system, will be published as an AIRAC AMDT or AIRAC AIP SUP. AIRAC information will be
issued so that the information will be received by the user not later than 28 days, and for major changes
not later than 56 days, before the effective date.

When AIP Amendments or AIP Supplements are issued in accordance with AIRAC system, a trigger
NOTAM will be issued giving a brief description of the contents, effective date and reference number of
the AIRAC AIP AMDT or AIRAC AIP SUP. When raw data/information has not been submitted by the
AIRAC cut-off date, a NIL notification shall be originated and distributed by NOTAM.

The AIRAC cycle date occurring in the 28-day period from 21 December to 17 January inclusive not be
used for AIRAC effective dates for the introduction of significant operational changes.

5. Pre-Flight Information and Post-Flight Information Service


5.1 Pre-flight Information Service
a. Pre-flight information service is available at the Aerodrome AIS Units attached on paragraph 1
point 1.4.
b. Provision of Pre-flight Information Bulletins (PIB) is provided to facilitate self-briefing and
containing recapitulation of current NOTAM information on the status of facilities and
services. PIB should be retrieved from URL: https://pia.airnavindonesia.co.id (sign- up
required).
c. Depending on the requirements of users, PIB should be made available in the form of:
- Area Type Bulletin;
- Route Type Bulletin;
- Aerodrome Type Bulletin;
- Administrative Type Bulletin;
- Navigation Warning Type Bulletin.

5.2 Post-flight Information Service


a. Post-flight information service is available at the Aerodrome AIS Units attached on paragraph
1 point 1.4.
b. Post-flight report form is available on the AIS website https://pia.airnavindonesia.co.id for the
electronic submission. Printed forms should be submitted to the Aerodrome AIS units by
physical visit.
