NOTICE INVITING TENDER
Central Council for Research in Yoga & Naturopathy (Ministry of AYUSH, Govt. of
India)invites sealed Tenders from established and reputed Agencies/Organizations/Institutions
having experience in conducting study on impact assessment on promotive health, preventive
health and behavioral changes related to practice to Yoga. The estimated cost of the study is Rs.
25.00 lakh.

Interested agencies/organizations/Institutions submit their financial bids for the above mentioned
study on impact assessment on promotive health, preventive health and behavioral changes
related to practice to Yoga in within15 days excluding the date of publication of thistender on
the CPP portal and website of the Council.

The “NOTICE Inviting TENDER”for conducting impact assessment on promotive health,


preventive health and behavioral changes related to practice to Yoga to be submitted to the
Director, Central Council for Research in Yoga & Naturopathy (CCRYN), 61-65, Institutional
Area, Janakpuri, New Delhi-110058 in sealed envelope super scribing Tender for impact
assessment on promotive health, preventive health and behavioral changes related to practice to
Yoga.

The selection will be on the basis of qualifying lowest financial bidder.

1. Eligibility / QualificationCriteria:

TheTenderer must be registered on the GeM portal.

The Tenderer shall have minimum 2 years experience in proposed methodology/strategy for
conducting IDY/AYUSH study/Survey and Past work done in the similar field.

The Tenderer shall have to provide services required at New Delhi.

The firm may enclose sufficient documents regarding their experience in execution of work
order, specifically maintenance/ creation of websites in differentmodes.

AllTenderersmustencloseGSTregistrationcertificatealongwith the tender documents.

g) Period of validity ofbid:

The bid shall remain valid for 30 days after the date of bid opening. If any bidder withdraws
his tender before the said period shall - without prejudice to any other right or remedy, be
at liberty to forfeit theEMD.
1. SCOPE OF THESTUDY:

Impact assessment of IDY on promotive health, preventive health and behavioral changes
related to practice to Yoga. The IDY impact assessment should also cover the
socioeconomic benefits, Commerce, Foreign exchange, media, education and training on
yoga, skill development, employment and its impact on the healthcare, education,
commerce and other industries.

The selected agency/organization/institution would finalizeevaluation


methodology, questionnaire etc. for the study in consultation with theCentral Council for
Research in Yoga & Naturopathy.

2. ELIGIBILITYCRITERION:

The agencies/organizations/institutions having experience of at-least three completed


evaluations each having cost not less than Rs15 lakhs of various Government Sector
schemes in last five years may apply for undertaking the study. The
agency/organizations/institutions should have capacity and capability to undertake the
evaluation studies both by direct and indirect enquiry methods.

3. METHOD OF SELECTION OF THE EVALUATIONAGENCY:

(A) SUBMISSION OFBIDS

The bids should be submitted in sealed envelopes for financial bid indicating on the top of
the sealed cover including the name of the study (Impact assessment on promotive health,
preventive health and behavioral changes related to practice to YogaIn case, any bidder
submits more than one bid this bid will be summarily rejected without assigning any
reason. Further, each page of the financial bids should benumbered.

(B)THE FINANCIAL BID SHALLCONTAIN:


(i) Detailed break-up of the cost of the study; giving unit-wise break-up of the estimate
should be given.

(ii) The financial bid should include all liabilities including service tax, GST etc.

(C) SELECTIONPROCESS:
a) Opening of the financial bid in presence of bidders will be done at 3.00 PM on
next day of last date of submission of tender. If the date of opening of tender false on a
holiday, the next working day will be date of opening.

b) The proposal containing the lowest quotation (L1) will be recommended/


considered for award ofcontract.

4. TIME SCHEDULE FOR COMPLETING THESTUDY:

a. Conducting the Study and submitting draft report : 6 weeks from the date of award.
b. Final Report : 8 week after approval of draft report by the Ministry.
5. DELIVERABLES:

The agency/organization/institutions conducting the study will provide:

• Conduct a detailed study with supporting documents to substantiate the facts made in the
report
• Conduct sample surveys, market surveys, datamining, data analytics etc to bring out the
Impact of IDY.
• To evaluate the role of yoga in wellness industry, education, skill development etc.
• To evaluate the trade and commerce potential of yoga
• To prepare a detailed report and provide 1 Softcopy and 10 Hardcopies of the draftreport;
• Soft copy of the data and information collected during theevaluation;
• 10 Hardcopies of the Final Report in colored printing;
• Soft copy of the Final Report in CompactDisc;
• Colored photographs & video of the visits etc. for the Programmeevaluated;
• Presentation to the Department upon preparation of finalreport.
• The report to be prepared in two months

The agency/organization/institutions would also give the undertaking that the information
collected in respect of the scheme/Programme of CCRYN will not be disclosed / presented
anywhere without obtaining prior permission of the Council. The report, material etc.
generated/collected during the study shall be the property of CCRYN will have proprietary
rights.

6. PENALTY

If the agency/organization/institutions is not able to complete the evaluation in time


and/or is unable to furnish the reports in time the agency would be liable to be penalized
as follows:

- For delay: 1% of the fee (excluding taxes) per week or part of it subject to maximum of
10%.

7. SAVINGCLAUSE

Council has the right to terminate the contract at any time if it comes to know that the
contract has been procured fraudulently or misrepresented and corrupt practices and
forfeit the security / bank guarantee etc.

8. COURTJURISDICATION

In case of any dispute, this shall be subject to the exclusive jurisdiction of Court at
Delhi/New Delhi.

9. SUBMISSION OF NOTICE INVITING TENDER(NIT)

Interested Institutions/organizations may submit their applications in a sealed envelope


to “Director, Central Council for Research in Yoga & Naturopathy (CCRYN), 61-65,
Institutional Area, Janakpuri, New Delhi-110058”super-scribing tender for “Impact
assessment on promotive health, preventive health and behavioral changes related to
practice to Yoga” of the CCRYN within 21 days excluding the date of tender uploaded
in the Council’s website by 3:00 P. M of the last date.

10. EARNEST MONEYDEPOSIT

The Earnest Money Deposit (EMD) amounting to Rs. 50,000/- (Rupees Fifty Thousand
Only) in the form of Demand Draft/Bankers cheque drawn in favour of ‘Director, Central
Council for Research in Yoga & Naturopathy (CCRYN), 61-65, Institutional Area,
Janakpuri, New Delhi-110058’. This should be valid for at least six months. The EMD
would be forfeited if the bidder withdraws his/her bid during the validity period. EOI/Bid
received without EMD shall not be considered. PSUs of State/Central Government and
Research Institute purely philanthropic organizations are exempted from furnishingEMD.

The Firm who are registered with Micro, Small and Medium Enterprises (MSME) are
exempted to submit the EMD (Copy of registration must be provide along with
technicalbid).

EMD of unsuccessful bidders will be returned after process of selection is over.

11. SUBMISSION OF BANKGUARANTEE

The Agency shall furnish a “Bank Guarantee” which shall be irrevocable and
unconditional @ 5%of the estimated amount. The validity of this Bank Guarantee should
be for a period of minimum 60 days and should be renewed if and when asked by the
Council. Bank Guarantee would be released after acceptance of all reports and
deliverables only.
