‘TOR to conduct impact/research study on Six lane NHs in NHAI
i) Road Surveys:
The Agency shall conduct road surveys on the roads listed under Schedule of NH stretches to record
geo-referenced video images of the road and collect supporting data as per following but not limited
to:
Accident data of last 5 years.
AlLInventory of Project Highway,
Adjacent Land use pattern.
Volume count survey for Vulnerable Road users (VRUs- Pedestrians, Bicyclists, Motorists and
‘other non-motorised vehicles).
e. Speed survey of vehicles.
Locations of | authorised/unauthorised median cuts, access_ permissions,
authorised /unauthorised truck & bus lay-byes.
g. Existing Lighting/Illumination locations on project highway
h. Pattern of Contraflow movement of traffic on project highway
ii) Collection of background data and reports:

The Agency shall work with NHAl to collect information on the NH development stage such as details
of routine maintenance and plan of expansion/development with tentative timelines. The Agency
shall also collect previously conducted/on-going (if any) Road Safety Audit reports and its
compliances.
iii) Analysis:
Drawing on the background data & survey data, the Agency shall submit detailed analysis report along
with its suggestive measures as per relevant IRC/MORTH Standards/Guidelines and Codal provisions.
iv) Reporting and Workshop:
The Agency shall prepare a draft report in accordance with Data Analysis. Subsequently, a workshop
to present the draft report, findings and recommendations of all stretches to concerned PIU/RO
officers/consultants/contractors and other stakeholders from Police dept., Transport dept., Local
administration, Public representatives etc. Based on the feedback of all stakeholders; a final report
shall be prepared.
v) Blackspots and Accident spots Assessment:
During the assessment of the stretches, the Agency shall give special emphasis on the blackspots and
accident spots identified on the stretches and shall include their comments on the measures
taken/proposed by NHAI with photographs to monitor effectiveness of remedial measures taken (if
any) in their draft and final report.
vi) Implementation support:
The Agency shall provide implementation support to the PIUs in the form of assistance to understand
the results, recommendations and next steps for implementation.
vii) Training:
The Agency shall give opportunity to NHAl officers, AE/IE & Contractor/Concessionaire
Tepresentatives to participate in each stage of the project to gain valuable insights into the
methodology and experience in its application. This may include participation in the road survey,
coding & analysis activities and training sessions on the methodology adopted, use of software, if any
to access interactive road safety reports.
viti) Quality Assurance:
Throughout the project, the Agency shall undertake quality assurance checks of background data,
road survey data and road attribute coding data (if any) and technical analysis, in accordance with
the IRC/MoRTH Standards/ Guidelines and Codal provisions.
