Star Vehicle Loan & its variants

Please refer to HOBC No.116/06 dated 01.04.2022 and subsequent modifications


on Star Vehicle Loan Scheme.

2. We now enclose a comprehensive circular incorporating the revisions/ modifications


undertaken in the scheme since issuance of the aforesaid circular.

3. Please go through the circular carefully for compliance of various provisions of the
scheme. RBCs/ Branches shall be guided by the instructions on KYC/ Anti-Fraud
Measures issued by the Bank from time to time. For any clarification, you may refer to us
through your respective zonal offices.

1. STAR VEHICLE LOAN SCHEME - INDIVIDUALS

1. Eligible Residents: Salaried employees (Regular and Confirmed), Other
customers Salaried employees having salary slip/ Form-16 for last 12
months/ 1 year, Professionals & Self-employed businessman,
Individuals with high net worth, People engaged in
trade/commerce/business, Directors of Companies, Senior
citizens, Pensioners , Farmers, Retired employees of the Bank
(other than dismissed/compulsorily retired) and staff members.

Non-Resident Indians - Advance to be granted jointly with


Resident Indians (close relative)
For newly recruited Staff Members who have completed minimum
6 months satisfactory service, vehicle loan can be granted on the
same terms & conditions as applicable to members of public,
however no processing charges will be applicable (Please refer
Branch Cir. No. 98/56 dated 29.06.2004). The authority for
sanction of these loans rests with SZLCC at Zonal Office.
The request of Bank's confirmed staff for Car loan can be
considered under the Star vehicle loan scheme for amount over
and above the eligible loan amount under Staff vehicle loan
scheme (HOBC 115/291 dated 24.02.2022), with all terms and
conditions as applicable to general public.
Note: Star Vehicle Loans strictly to be for pei L:irial use only and
not for any commerc'al purpose.

Note:
Delegation to finance Water Vehicles shall rest with minimum
SZLCC and above

E. Vehicles powered by non-conventional energy, such as


electronic/battery operated small vehicles for urban transport
provided not registered with RTO can be financed subject to
specified curtailed limits of advance preferably with collateral
security).
F. Takeover of vehicle loans from other Banks

G. Reimbursement of cost of four wheeler vehicle purchased from


own sources subject to:

1. Purchase of New Four Wheeler Vehicle.


2. Purchased Vehicle should not be more than 3 months old;
3. Purchase should be through cheque/Card/Electronic mode
only;
4. The reimbursement shall be on the basis of obtention of
original Invoice and stamped receipt of less than 3 months
old issued by the approved dealer, vehicle details and original
RC Book(RC Book may be returned after due verification and
self-attested copy to be kept on records);
5. Valuation of the Vehicle to be undertaken from approved
valuer of our Bank or Insurance Surveyor or from a reputed
Automobile Engineer;
6. It shall be ensured that the vehicle has not undergone any
accident during the interim period.
7. Verification of payment from the account of the proponent
and verification with the dealer about receipt of payment and
confirmation that the transaction is not cancelled to be
obtained from the dealer and kept on records.
8. Inspection to be carried out by Credit-in-charge/ Branch
Head
9. Margin at 20% of On road price (excluding cost of
accessories)
• Reimbursement to be made only after (a) registration of our
charge with RTO and (b) registration of hypothecation charge with
Insurance Company with bank's standard clause.

Hybrid Electric Vehicle and Plug in Hybrid Electric Vehicle-

• Registration with RTO is mandatory for vehicles having


power consumption more than 0.25 KW or maximum speed
above 25 kmph as per the guidelines of the central Motor
Vehicles Rules, 1989.
• Green colored License Plate with white letters for Individual
use purpose is mandatory.

3. Water Vehicles to be registered with Inland Water Transport


department (IWTD) of concerned state, wherever applicable.

Note: More than one vehicle can be considered within the above
limits, provided the first account is in order, Hypothecation charge
is duly registered and repayments are regular.

Sanctioning authority may permit adding back of depreciation
in case of Proprietor, to compute annual income subject to
following conditions:-
a. This facility is available only to Businessmen,
Professional and Self-employed individuals, who run
the business/activity on proprietorship basis and who
have availed loans from (whether outstanding or
closed) Banks/Fls/NBFCs for buying assets on which
depreciation is claimed
b. Depreciation to be added back not to exceed average
depreciation for last 3/2 years ITRs or depreciation for
last FY whichever is lower

Note:
1. The ITRs filed in respective assessment years are only to be
considered.

Note: For IT Assesses - The delegation to allow deviations like


applicant having only one year ITR or ITRs filed in the same
assessment years etc. shall rest with minimum RBC/SZLCC and
above.

The delegation for Salaried employees of Government/ PSUs/


reputed MNCs with less than 2 years of experience, with one
year Form-16/ 6 months' salary slips shall rests with normal
delegated authority as per their delegation subject to
verification of genuineness of the salary credit in the salary
account.

2. Branch Managers permitted to assess annual income of the


proponent/borrower max up to Rs.2.50 Lakh p.a. in absence of I.T
Returns. Branch Managers are advised to use income proxies and
observable characteristics such as

■ Socio Economic status of the prospective borrowers: bricks


walled house, in which school children are studying,
consumption levels etc.
■ Account status of the borrowers: turnover in the account, saving
level (saving account, FDRs, RDs, other saving instruments
etc.)
■ Non dependence on below Poverty Line(BPL) subsidies(In fact
borrowers should declare that their name is not appearing in the
BPL list)
■ Obligation levels from the estimated income: No. of children in
the family, consumption patterns etc.
■ Analysis of surrogate data extracted from Bank accounts
statement

• In respect of Agriculturists, assessment of annual income level
of proponent/borrower may be guided/based on factors like land
holding and cropping patterns, assessment by technical
committee for the district deciding on scale of finance for crops,
allied activities of farmers, income certificate issued by
Panchayat/Municipal authorities, sales/business turnover by
verification of relevant records maintained etc.
The basis of assessment of income should be signed by the
borrower and vetted by the processing officer/sanctioning
authority.
In respect of farmers depending on his repayment capacity as
applicable in Agriculture Loans.

3. Income of any one family member — defined as 'relative' as


given in Section 2(77) of Companies Act, 2013.

4.The vehicle shall be registered in the name of any one of the


applicants.

11. Margin For Individuals including NRI (New vehicles only) :

10% (on 'ON ROAD PRICE') uniformly for all limits. Margin
includes basic price of vehicle, Road Tax, Insurance and
Registration excluding cost of accessories.

For Second hand vehicles (both conventional/ Non-conventional):


Minimum Margin 30% (on depreciated value or value assessed by
valuer or sale consideration whichever is lower.)

Note:
• Genuineness of the Invoice to be verified and suitable
comments to be noted in the appraisal.
• Proforma invoice issued by the Canteen Stores Department
(CSD) maintained by Defense may also be accepted for
Defense personnel.
• Proforma Invoice issued by the dealer (Main dealer not sub-
dealer) should be duly accepted by the applicant.
• No deviations to be allowed in margin.
• Credit Insurance premium amount can also be included
in Project cost, if the loan is proposed to be insured.

12 Processing Service charges as per 115/262 dated 31/12/2021 w.e.f. from
Charges/ha 01.02.2022 or service charges as per the changes made from time

2) For New Two Wheeler Loan/2nd hand vehicle (both 2/4


wheelers): 1% of the Loan amount, Minimum Rs.500/- and
Max.Rs.10000/-

For Rural Branches: Processing charge will be 75% of above that


applicable for individual borrowers, subject to minimum of Rs.500/-
' in respect of loans availed by borrowers of rural areas/ from rural
Branches

Note:
• Processing charges waived for senior citizens, pensioners
drawing pension from our bank & retired employees of the
Bank.
■ No processing charges for purchase of vehicles run on non-
conventional sources of energy.
• No processing Charges at the time of review (same terms)
13. Disclosure Branches are required to inform the applicant about the applicable
of charges as under at the time of initial interview of

Delegation to allow concession in ROI: RBC and above


15. Moratorium Moratorium period of 3 months can be considered if there is delay
period in delivery of vehicle. However, interest is to be serviced during
moratorium period.
A letter from Dealer to be obtained for tentative date of delivery of
vehicle while considering moratorium period.
16. Repayment For New vehicles :
2 wheelers: Max. 5 years
4 wheelers/Water Vehicle: Max. 7 years.

For pre-owned (second hand) vehicles:


A. Two wheelers: Maximum repayment period shall be 5 years
from the original date of registration
B. Four Wheelers: Maximum repayment period shall be 7 years
from original date of registration
17. Security/ 1) Principal security — Hypothecation of assets purchased out
Collateral of Bank finance & charge to be registered with RTO and
security registered as Personal vehicles.
2) Comprehensive insurance (including third party) of the vehicle
with Bank clause.
3) Collateral Security- Appropriate Collateral security to be
insisted :

a) For loan limits exceeding the maximum quantum of loan as


specified in point no. 7, Quantum of loan.
• In case of liquid security: 100% of loan amount
• In case of immovable properties: 125% of loan amount
• In case of shares/mutual funds: 200% of loan amount

b) For Water vehicles: collateral security to be obtained


irrespective of sanction limit.
• In case of liquid security: 100% of loan amount
• In case of immovable properties: 125% of loan amount
• In case of shares/mutual funds: 200% of loan amount

c) In respect of vehicles run on non-conventional energy not


requiring registration with RTO, collateral security to be
obtained for loans limits over Rs.1.00 lac.

18. Guarantee Third party guarantee is not required in respect of Loans to
resident individuals & NRIs, Irrespective of loan amount
provided vehicle is registered with RTO and Banks Charge is
registered thereon.

Third party guarantee is required in respect of loans for vehicles


not requiring registration with RTO.

The sanctioning authority can waive obtention of third party


guarantee in the following categories with proper justifications like:
1) CIBIL Personal Score of 700 and above
2) Existing customer of Bank for more than two years with
satisfactory dealings.
3) Existing Diamond/Platinum customer.
4) Obtention of tangible collateral security of acceptable
value.

E-filing of ITR Return is made mandatory for individuals
whose total income exceeds Rs.5 lakhs from AY 2013-14
onwards and for firms/companies. This verification also
could be undertaken by Outside Due Diligence Agencies,
where charges for IT verification is fixed at Rs.220 per
assessment year per case. Wherever due diligence
agencies are not in operation, services of any bank
approved CA firm to be utilized for verification of IT Returns
at nominal cost.
Verification of IT Returns/ Besides, applicant tax payer/s registered on IT website
TDS could generate 26 AS Statement as well as IT Returns filed
by logging in to httos://eportal.incometax.00v.in/. This report
if generated in the presence of branch officials could obviate
